YANG BERHORMAT AWANG HAJI SALLEH BOSTAMAN BIN HAJI ZAINAL ABIDIN meminta MENTERI PEMBANGUNAN menyatakan apakah protokol kontingensi antara agensi yang tersedia untuk mengurus kejutan kualiti air akibat iklim (contohnya, pencucian asid, lonjakan kekeruhan)? Sejauhmana ianya diuji atau disimulasikan setiap tahun?

Kementerian Pembangunan melalui Jabatan Perkhidmatan Air sentiasa memantau keadaan air sungai setiap hari pada jam 8:00 pagi khususnya selepas banjir mula surut seperti yang di bawah;
- Ujian balang (jar test) dijalankan bagi menentukan kadar dos bahan kimia yang paling optimum.
- Kadar aliran masuk air mentah ke loji rawatan air diperlahankan bagi memastikan proses rawatan lebih terkawal dan berkesan iaitu pengurangan raw water inflow.
- Pemantauan kualiti air dilaksanakan secara rapi dan berterusan selaras dengan Prosedur Operasi Standard (SOP) yang telah ditetapkan.
- Membuka Layong bypass support jika perlu bagi menaikkan paras tangki utama.
- Pelaksanaan throttling (pengawalan kadar aliran) di tangki utama, iaitu seperti di Lambak Kanan, bagi menstabilkan sistem agihan (distribution).
- Kerja-kerja flushing dilaksanakan di kawasan yang terjejas termasuk di lokasi hujung rangkaian (endpoint) bagi memastikan kualiti air kembali memuaskan.
- Pensampelan air dijalankan di tangki-tangki utama serta melalui persampelan rawak (random samplings) bagi tujuan pemantauan kualiti air secara berterusan dan menyeluruh.
Bagi langkah ke hadapan ada beberapa perkara dilaksana dan dirancang seperti berikut:
- Pembinaan Loji Rawatan Air Peringkat 8 di mana reka bentuk loji ini dibangunkan berasaskan konsep climate resilience, dengan mengambil kira ketahanan terhadap perubahan iklim. Loji ini direka dengan retention time yang lebih panjang bagi proses rawatan air, sekaligus berupaya mengatasi isu air sungai kehitaman serta meningkatkan keberkesanan proses rawatan air dalam keadaan kualiti air mentah yang mencabar.
- Pemasangan alat pengukur hujan (rain gauge) di Empangan Ulu Tutong yang mana data yang diperoleh daripada alat ini boleh digunakan untuk tujuan analisis ramalan cuaca, perancangan operasi loji rawatan air serta langkah mitigasi awal dalam menghadapi risiko banjir atau kemerosotan kualiti air mentah.
- Kajian bagi air mentah alternatif iaitu bagi mengkaji kebolehlaksanaan untuk membina stesen pam air mentah dan paip baru di Empangan Benutan dan juga Empangan Ulu Tutong bagi loji loji rawatan air bukit baru dan layong sebagai sumber alternatif bekalan air mentah semasa musim air sungai kehitaman.
