YANG BERHORMAT AWANG HAJI DAUD BIN JIHAN meminta MENTERI PEMBANGUNAN menyatakan apakah pemantauan terhadap kerosakan jalan kecil yang digunakan oleh pemaju semasa dan selepas pelaksanaan projek pembangunan? Ini memandangkan terdapat aduan penduduk sering timbul dan keadaan ini menjejaskan kesejahteraan serta keselesaan mereka.

- Kementerian Pembangunan melalui permohonan Permit Memulakan Kerja-Kerja Bangunan atau Borang C di bawah Akta Kawalan Bangunan (Penggal 256) telah menetapkan tanggungjawab Pembina dan Qualified Persons dalam memastikan kemudahan awam dan harta benda kerajaan termasuk jalan kecil tidak terjejas akibat pelaksanaan projek dan membaik pulih sebarang kerosakan yang berpunca dari aktiviti mereka dengan menanggung kos kerja pembaikan. Kegagalan mematuhi syarat ini boleh menyebabkan permit mereka ditangguhkan atau dibatalkan.
- Salah satu cara pengesahan pematuhan adalah melalui dokumen Pre-Construction Survey yang dihadapkan melalui Qualified Persons dalam Borang C, bagi menentukan keadaan asal tapak dan kawasan berdekatan yang termasuk gambar sepanjang jalan akses yang dibenarkan menuju ke tapak pembinaan sebelum kerja pembinaan dimulakan. Jika terbukti kerosakan jalan adalah disebabkan oleh kemajuan, pihak ABCi akan membuat teguran secara bertulis dan pemantauan melalui Notis Amaran.
- Dari aduan yang diterima pada tahun 2024 hingga 2025 ini, sebanyak 93 aduan mengenai jalan raya rosak telah direkodkan iaitu sebanyak 55 aduan jalan raya rosak di kawasan perumahan dan sebanyak 38 aduan jalan raya rosak di kawasan Komersial. Sebanyak 26 aduan jalan rosak telah ditangani manakala selebihnya masih dalam penelitian dan pemantauan.
- Bermula Disember 2024, pihak ABCi juga telah mempertingkatkan pemberigaan kepada Pembina bagi kemajuan yang telah mendapat kelulusan Permit Memulakan Kerja-Kerja Bangunan, dimana penerangan mengenai kepentingan menghadapkan laporan Pre-Construction Survey telah ditekankan bagi mengurangkan isu aduan kemajuan terutama aduan jalan rosak berdekatan dengan tapak pembinaan. Pemberigaan ini telah diadakan pada 2 Disember 2024 dan Februari 2025 dan akan diteruskan pada September 2025 ini.
