YANG BERHORMAT AWANG HAJI SALLEH BOSTAMAN BIN HAJI ZAINAL ABIDIN asks the MINISTER OF EDUCATION to state how the Ministry will restructure the distribution of administrative duties so that it is better managed, such as teaching hours, for the sake of balancing teachers’ workload? This takes into account the findings of the Educators Survey for 2024, which stated that nearly 88% of teachers and 76% of school leaders face excessive workloads, with a combination of teaching and administrative duties.

First of all, kaola would like to record my highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the opportunity given to kaola to answer oral question PL284 raised by Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin.
Thank you Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin for the question raised and also for Yang Berhormat’s concern. The Ministry of Education always gives attention to and takes seriously the issue of teachers’ workload because it has a direct impact on the well-being and effectiveness of the implementation of teachers’ teaching process.
To address this issue, the Ministry through the Department of Educator Management (JPP) is currently implementing an initiative called Ideal Number of Teachers (abbreviated as INoT). INoT is a comprehensive and systematic process of updating teaching manpower resources by assessing the suitability and balance of the number of teachers based on the actual needs of a school, including the distribution of academic and non-academic duties.
The two main components in the INoT initiative are the updating of teaching-hour indicators and the coordination of the administrative duties of teaching personnel, taking into account not only the number of students and the subjects taught, but also the division of teachers’ academic and non-academic duties.
It is hoped that through this effort, the issue of teachers’ workload can be addressed, thereby enabling them to focus more time on their main duty, namely teaching. God willing, the Ministry will continue to monitor and carry out all necessary efforts to ensure that the welfare and well-being of teachers are always maintained and safeguarded.
