QUESTION:

YANG BERHORMAT AWANG ZAINOL BIN HAJI MOHAMED requests the MINISTER OF HOME AFFAIRS to state the Ministry's plans to strengthen the effectiveness of the roles of the Village Head and Village Consultative Council institutions through the implementation of national training modules and continuous capacity building that is more systematic and uniform across all districts, so that service delivery at the grassroots level is more responsive and based on the needs of the local community?

Kaola seeks permission from Yang Berhormat Pehin Yang Di-Pertua to answer question PL151 from Yang Berhormat Awang Zainol bin Haji Mohamed and PL173 from Yang Berhormat Awang Lau How Teck, considering that they are closely related and touch on the same issue.

Assalamualaikum Warahmatullahi Wabarakatuh and Greetings of Peace.

Yang Berhormat Pehin Yang Di-Pertua and Your Honourable Members blessed by Allah, whom peramba/Kaola/I respect,

  1. Kaola is pleased to share in this Honourable Council, as outlined in the Brunei Darussalam 2013 District Head and Village Head Service Scheme, a District Head and Village Head act as the eyes, ears, and tongue of the Government and the residents of the district and village in safeguarding and monitoring the interests, welfare, and safety of the district and village. District Heads and Village Heads also play a crucial role in empowering the community through various economic, societal, and religious initiatives.

  2. Eight (8) Key Performance Indicators (KPIs) for District Heads and Village Heads have been formulated and introduced on February 13, 2024, where these Key Performance Indicators (KPIs) are based on performance aligned with the Ministry of Home Affairs Strategic Plan 2023-2027, emphasizing the grassroots leaders' role in five (5) main aspects: Leadership and Management; Welfare of District or Village Residents; Security; Infrastructure Availability; and the Economy in the District or Village.

  3. Alhamdulillah, based on the analysis of the Key Performance Indicators (KPI) Evaluation Report for District Heads and Village Heads conducted in 2024, it is pleasing to share that among the achievements of the Key Performance Indicators implementation include the following;

    3.1. Neighborhood monitoring by District Heads and Village Heads has conducted a total of 1,290 patrols, where 98.46% of complaints or findings from these patrols have been acted upon and referred to the relevant agencies for further action;

    3.2. 99.23% of complaints or findings related to the welfare of district and village residents have been successfully addressed, attended to, and referred to the relevant agencies for further action. This reflects the care and efficiency of District Heads and Village Heads in responding to every complaint received.

  4. Yang Berhormat Pehin Yang Di-Pertua and Your Honourable Members, concerning the response system for community complaints, District Heads and Village Heads will go to the ground to assess and obtain direct information from district and village residents by filling out forms provided by the District Departments to be forwarded to the relevant agencies. If feedback is not received from the relevant agencies, the District Departments will follow up on it.

  5. I am pleased to share that, in 2024 alone, based on data received from the Darussalam Line 123, out of 1.2 million complaints received (whether through WhatsApp, email, and phone calls to 123), over 654,000 calls were made based on complaints received from each district and village community. Of that amount, 91% of complaints have been resolved by the relevant Government agencies.

  6. Yang Berhormat Pehin Yang Di-Pertua and Your Honourable Members, towards assisting District Heads and Village Heads in achieving the established Key Performance Indicators (KPIs) so that they can provide the best and most effective services to the residents of their respective districts and villages, the Ministry of Home Affairs has also introduced the Human Resource Competency Framework for District Heads and Village Heads (HRCF PMKK) launched on March 22, 2025, which has been mobilized in every district through briefing sessions, clinics, and workshops with District Heads and Village Heads. This framework began implementation on May 1, 2025, with the aim of identifying the competency gaps of each District Head and Village Head and subsequently designing competency-based training to enhance their skills and capacity. This training focuses on Core, Leadership, and Technical Competencies with the goal of empowering their roles more effectively and efficiently.
