YANG BERHORMAT DAYANG CHONG CHIN YEE

QUESTION:

YANG BERHORMAT DAYANG CHONG CHIN YEE asked the MINISTER AT THE PRIME MINISTER'S DEPARTMENT when the government plans to introduce paternity leave? This matter could encourage parental cooperation responsibilities and strengthen the family support system, in line with international best practices. Most husbands rely on annual leave or unpaid leave to support their spouses after childbirth, which also acknowledges the expanding role of fathers and the extension of maternity leave.

MINISTER AT THE PRIME MINISTER'S DEPARTMENT

RESPONSE:

Yang Berhormat Yang Di-Pertua,

بسم الله الرحمن الرحيم
السلام عليكم ورحمة الله وبركاته

i. Kaola firstly express gratitude to Yang Berhormat Dayang Chong Chin Yee for the inquiry regarding the planning for "paternity leave" or "Leave to Accompany Wife for Childbirth".

ii. The proposal to introduce leave to accompany a wife for childbirth is a progressive step that can support the active role of fathers in the family institution and strengthen the support system for mothers after childbirth. This initiative also aligns with international best practices emphasizing the importance of work-life balance and family life.

iii. However, the implementation of this policy requires comprehensive and holistic scrutiny, particularly in terms of alignment with relevant provisions under the Labour Act and its implications on the private sector and Government. This assessment is crucial to ensure its implementation is inclusive, fair, and sustainable for all stakeholders. For the Public Service sector, initial studies regarding this proposal have been conducted and any further developments will be communicated at an appropriate time.

That is all Kaola can convey. Thank you.
