YANG BERHORMAT DAYANG CHONG CHIN YEE asks the MINISTER AT THE PRIME MINISTER'S OFFICE to state when the government plans to introduce paternity leave? This matter can encourage shared parental responsibility and strengthen the family support system, in line with international best practices. Most husbands rely on annual leave or unpaid leave to support their spouses after childbirth and this is also in recognition of the increasingly evolving role of fathers and the extension of maternity leave.

i. Kaola would first like to express thanks to Yang Berhormat Dayang Chong Chin Yee for the question regarding the plan for "paternity leave" or "Leave to Accompany Wife During Childbirth".

ii. The proposal to introduce leave to accompany one's wife during childbirth is a progressive step that can support the active role of fathers in the family institution as well as strengthen the support system for mothers after childbirth. This initiative is also in line with international best practices that emphasise the importance of work-life and family balance.

iii. However, the implementation of this policy requires comprehensive and holistic consideration, particularly in terms of alignment with the relevant provisions under the Labour Act as well as its implications for the private sector and the Government. This assessment is important to ensure that its implementation is inclusive, fair and viable for all stakeholders. For the Public Service sector, a preliminary study regarding this proposal has already been carried out and any further developments will be informed at an appropriate time.
