YANG BERHORMAT AWANG HAJI MOHAMAD DANIAL @ TEKPIN BIN YA'AKUB asks the MINISTER OF DEVELOPMENT to state whether the quality level of road construction and maintenance as well as drainage is determined and assessed based on guidelines or standards at the national or international level? Do all existing works comply with the said standards in strengthening the quality of proper services?

In answering the question raised by Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya'kub, it is informed that the Ministry of Development, through the Public Works Department, remains committed to ensuring that road construction and maintenance works as well as drainage systems are carried out in accordance with high engineering standards, in order to guarantee the safety and comfort of road users.

As the main guidelines, the Department uses technical documents such as General Specifications (GS), Guidance Documents (GD), as well as specific manuals such as the Stormwater Management Manual (SMM) and Urban Drainage Design Manual (UDDM).

To ensure that the quality level of works is complied with, the relevant Department also carries out technical tests systematically and continuously, including:

  1. Field Density Test - to assess soil density at the construction site;
  2. CBR Test - to determine the soil bearing capacity against road structure loads;
  3. Concrete Cube Test - to ensure concrete strength reaches the prescribed level;
  4. Slump Test - to assess the consistency of the concrete mix;
  5. Temperature Check - to ensure the appropriate temperature during the asphalting process; and
  6. Design Mix Verification - to determine the optimum asphalt mix.

Through this approach, the Ministry ensures that the quality of public infrastructure remains at a safe, durable level and is able to provide continuous benefits to the people. The Ministry also acknowledges that there were weaknesses in the previous implementation. However, improvement measures are being and will continue to be implemented in phases to address those weaknesses comprehensively and effectively.
