In response to the question raised by Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya’akub, it is informed that the Ministry of Development through the Public Works Department is always committed to ensuring that road and drainage system construction and maintenance are carried out according to high engineering standards, to ensure the safety and comfort of road users.

As a major guideline, the Department uses technical documents such as General Specifications (GS), Guidance Documents (GD), as well as specific manuals like the Stormwater Management Manual (SMM) and Urban Drainage Design Manual (UDDM).

To ensure the quality level of work is adhered to, the relevant Department also conducts systematic and continuous technical testing, among them:

1. Field Density Test – to assess soil density at the construction site;
2. CBR Test – to determine the soil's support capability against road structure load;
3. Concrete Cube Test – to ensure the concrete strength meets the set level;
4. Slump Test – assessing the consistency of concrete mixture;
5. Temperature Check – to ensure the appropriate temperature during the paving process; and
6. Design Mix Verification – to determine the optimal asphalt mixture.

Through this approach, the Ministry ensures the quality of public infrastructure remains at a safe, durable level and continues to benefit the public. The Ministry also acknowledges that there have been weaknesses in previous implementations. However, improvement measures are currently being implemented and will continue to be undertaken in phases to address these weaknesses comprehensively and effectively.
