QUESTION:
YANG BERHORMAT DR. AWANG HAJI MAHALI BIN HAJI MOMIN requested the MINISTER OF RELIGIOUS AFFAIRS to state what efforts the Ministry is making to simplify the halal certification approval process so that it does not take too long, considering that time is gold? There have been complaints from entrepreneurs regarding the delay in issuing Halal certificates (some taking more than a year), which has affected their business operations.

ANSWER:
Currently, the Department of Syariah Affairs has implemented several improvements to the Halal Certification process to enhance efficiency and transparency. Among the enhancement measures taken include:

Re-evaluation of TPOR Duration
TPOR has been reviewed according to the existing workflow, taking into account its feasibility within a more suitable and practical timeframe. -
Online Application
Applicants can also submit applications online to facilitate and expedite the process. -
Reduction and Improvement of Processes
Processes have been reviewed, including making the halal supervisor test a prerequisite before the halal certificate application is submitted, thus reducing processing time. -
Self-Declaration Approach
A new approach, Self-Declaration, will be introduced, allowing applicants who already have a Halal Certificate and intend to add ingredients and menus to make self-declarations without the need for field audits. This provides more flexibility to applicants while maintaining compliance through an enforcement approach and emphasis on halal integrity. -
Sharing of Ingredient List
A list of ingredients recognized as halal by MUIB is also provided and shared through the official KHEU website as a guide and reference for applicants. -
Application Status Monitoring through "Status Tracking"
Continuous "Status Tracking" monitoring of applications is also implemented to ensure that each processing stage meets the set TPOR.
Based on data for May and June 2025, the update of this process has shown a positive trend, with 100% of applications meeting TPOR, especially at the audit stage, compared to April, which was 58.02%.
