YANG BERHORMAT AWANG ZAINOL BIN HAJI MOHAMED asks the MENTERI PEMBANGUNAN to state to what extent the Ministry assesses the need to introduce a more comprehensive and impact-based approach in planning as well as evaluating small-scale infrastructure projects in district areas, so that the public allocations channelled truly provide added value to basic needs and raise the standard of living of the local residents?

Thank you Yang Berhormat Yang Di-Pertua. Thank you also to Yang Berhormat Awang Zainol bin Haji Mohamed for his question regarding a more comprehensive approach in the provision of small-scale infrastructure in district areas.

I am pleased to inform that the Ministry of Development has indeed implemented a comprehensive approach in planning as well as evaluating small-scale projects in district areas, carried out at 2 stages, namely the Land Use Planning Stage and Development Management.

Among the small-scale infrastructure projects that have been implemented are:

  • Public Works Department:

    • Construction of roadside parking bays on Jalan Kasat near Kampong Bolkiah;
    • Continuous road maintenance such as grass cutting, road cleaning and pothole repairs;
    • Installation of traffic lights at Jalan Lumapas / Jalan Kasat.
  • Under the Water Services Department:

    • Carrying out repairs and replacement of old and damaged valves and pumps for the Barun Water Treatment Plant, Layong Water Treatment Plant and Mangkubau Treatment Plant;
    • Tank cleaning programme to remove dirt, sediment and microorganisms that may have accumulated;
    • Reactivation of 9 old unused tanks to increase water storage capacity and reduce the risk of water shortages.
  • Under the Department of Drainage and Sewerage:

    • Works to upgrade the drainage system such as the construction of RC drains at Spg 598 Kg Belimbing Subok;
    • Continuous drainage maintenance works;
    • Erosion control works such as coastal protection works at Jalan Kecil Lumut, Sg Tali.

The Ministry of Development always places emphasis on the implementation of infrastructure projects including small-scale ones, in order to provide a positive impact to the local community and support the sustainable and inclusive development agenda.
