Thank you also to Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann for the question raised regarding the actions of the Ministry to address the issue of the land ownership transfer process that takes time to be resolved, especially when the original owner has passed away and is claimed by heirs (wife or children).

With the implementation of the new policy in April 2024, the process has been accelerated and the timeframe for the land ownership transfer process has been shortened. On average, 92.3% of land ownership transfer applications receive decisions within the TPOR timeframe of 3 months. Meanwhile, from January 2025 to June 2025, the achievement has increased to 97.7%, meeting the TPOR.

For the process of heir claims, the Land Department plays a role in:

  1. Evaluating the deceased's property.
  2. Registering the heirs after obtaining orders from the Civil and Syariah Courts.

Regarding property evaluation, the Land Department is examining alternative proposals to reduce the evaluation period.
