YANG BERHORMAT AWANG MOHAMMAD BIN ABDULLAH @ LIM SWEE ANN asks the MINISTER OF DEVELOPMENT to state what action the Ministry is taking regarding the issue or process of land ownership transfer which takes too long to be resolved by the Land Department, especially when the original owner has passed away and the claim is made by the heirs (wife or children)?

Thanks are also extended to Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann for the question raised regarding the Ministry's action in addressing the issue of the land ownership transfer process which takes time to be resolved, especially when the original owner has passed away and the claim is made by the heirs (wife or children).
With the implementation of the new policy in April 2024, the process has been greatly accelerated and the duration of the land ownership transfer process has been shortened. On average, 92.3% of land transfer applications receive a decision within the TPOR period of 3 months. Meanwhile, from January 2025 to June 2025, achievement has increased to 97.7% meeting the TPOR.
For the heirs' claim process, the Land Department plays a role in:
- Assessing the deceased's property
- Registering the heirs after obtaining orders from the Civil Court and the Syariah Court.
In relation to property assessment, the Land Department is currently examining alternative proposals to reduce the assessment period.
