Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin

YANG BERHORMAT DAYANG HAJAH ROSMAWATTY BINTI HAJI ABDUL MUMIN asks the MINISTER OF EDUCATION to state how the Ministry of Education aligns the national higher education system with the principles of inclusivity, sustainability and prosperity outlined in the ASEAN Leaders’ Declaration 2025? It is proposed that policies, structures, direction, governance effectiveness and systems be reviewed, in line with industrial changes, technological advancement, graduate employability as well as increasing admissions into higher institutions.

Peace be upon you and Allah’s mercy and blessings, good morning and greetings.

First of all, kaola would like to record the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the opportunity given to kaola to answer oral question PL204 raised by Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin.

The ASEAN Leaders’ Declaration 2025 is aligned with the education system from the primary level up to higher education, through the following initiatives:

Inclusivity

i. Since 1997, the Ministry of Education has implemented the Inclusive Education Policy, whereby children or students with special needs are given the opportunity to learn together with their peers in the mainstream and are provided access to education up to the level of higher education.

ii. Students from less fortunate families are also supported through various programmes including the Technical and Vocational Education Scholarship Scheme (BPTV), which provides educational opportunities to students from the said group to acquire technical and vocational skills and produce a competitive TVET workforce.

Sustainability Principle

i. The Ministry of Education has produced the Green Education Plan, which is a comprehensive ministry initiative to shape a generation that is more aware of environmental sustainability. This effort encompasses aspects of curriculum, infrastructure, capacity development as well as community involvement, in line with the national approach that emphasises cooperation between the government, private sector and society.

Prosperity Principle

i. The Ministry of Education’s Strategic Plan and Digital Transformation Plan focus on preparing students to be future-ready.

ii. Higher Education Institutions emphasise industry-relevant curriculum, entrepreneurship and practical experience as well as encouraging research and innovation.

iii. The awarding of scholarships domestically and abroad.
