QUESTION:
Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin asks the MINISTER OF EDUCATION to explain how the Ministry of Education aligns the country's higher education system with the principles of inclusivity, sustainability, and prosperity outlined in the ASEAN Leaders' Declaration 2025? It is suggested that policies, structure, direction, governance effectiveness, and systems be reviewed in line with industry changes, technological advancements, graduate employability as well as increasing enrollment in higher institutions.

Assalamualaikum warahmatullahi wabarakatuh, good morning and greetings.
Firstly, kaola would like to express the highest appreciation and gratitude to Yang Berhormat Yang Di-Pertua for the opportunity given to kaola to answer oral question PL204 posed by Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin.
The ASEAN Leaders' Declaration 2025 is aligned with the education system from primary to higher education, through the following initiatives:
Inclusivity:
i. Since 1997, the Ministry of Education has implemented the Inclusive Education Policy, where children or students with special needs are given the opportunity to study alongside their peers in mainstream streams and provided access to education up to the higher education level. ii. Students from underprivileged families are supported through various programs including the Technical and Vocational Education Scholarship Scheme (BPTV) which provides educational opportunities for students from this group to acquire technical and vocational skills and produce a competitive TVET workforce.
Principle of Sustainability:
- The Ministry of Education has developed the Green Education Plan, a comprehensive ministry initiative to create a generation more sensitive to environmental sustainability. This effort encompasses curriculum aspects, infrastructure, capacity-building, and community involvement, in line with the country's approach that emphasizes cooperation between government, private sector, and society.
Principle of Prosperity:
i. The Strategic Plan and Digital Transformation Plan of the Ministry of Education focus on preparing students for the future. ii. Higher education institutions emphasize curricula relevant to industry, entrepreneurship, and practical experience as well as encourage research and innovation. iii. Awarding scholarships domestically and internationally.
