YANG BERHORMAT DAYANG HAJAH ROSMAWATTY BINTI HAJI ABDUL MUMIN asked the MINISTER IN THE PRIME MINISTER'S DEPARTMENT to state how many local citizens have secured employment opportunities abroad and in what areas of expertise are they involved? Is there a national database for local professional migration, and is the Return & Serve policy implemented to ensure they return to serve in the country with their acquired experience?

i. Kaola expresses appreciation and gratitude to Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin for the question regarding local citizens working abroad, official monitoring by the government, and the policy of returning local talent.
ii. Currently, there is no comprehensive and integrated national database to fully record the number and areas of expertise of local citizens working abroad.
iii. However, the Government, through relevant agencies, is aware of the importance of this information for more strategic and high-impact human resource planning.
iv. So far, information regarding locals working abroad is usually obtained through voluntary registration with certain agencies. Although the available data is still limited, the government acknowledges that there are a number of locals serving in various professional fields abroad.
v. In this regard, the government encourages local citizens, including graduates, to gain experience abroad if the opportunity arises. Exposure to an international work environment not only enriches their knowledge and skills but also provides opportunities to understand new technologies, practice world-class work standards, and expand professional networks. All these are important added values to strengthen the competitiveness and marketability of the citizens of Negara Brunei Darussalam on the international stage, subsequently contributing effectively to national development upon their return.
vi. Regarding the Return and Serve policy, even though there is no formal policy requiring locals working abroad to return, the government has implemented several existing mechanisms, including government scholarship bonds that require scholarship recipients to return to serve after completing their studies.
vii. In connection with this, the government welcomes Yang Berhormat Dayang Hajah Rosmawatty's suggestion. The government will thoroughly examine the suitability and feasibility of this approach, subject to the needs and priorities of the country.
