In the name of Allah, the Most Gracious, the Most Merciful, Yang Berhormat Pehin Yang Di-Pertua and Your Honourable Members, Assalamualaikum warahmatullahi wabarakatuh, good morning and greetings.
First of all, kaola would like to express my highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the opportunity given to kaola to respond to oral question PL167 posed by Awang Haji Daud bin Jihan regarding the effectiveness of the Compulsory Education Act and the actions taken if parents or guardians are punished for not sending their children to school.
Alhamdulillah, the student attendance data for the years 2023 and 2024 has shown a positive trend with an average attendance exceeding 85%. In 2023, the average attendance rate was 86%, and it increased to 88% in 2024.
In this regard, the Ministry of Education will continuously implement various initiatives to ensure students continue attending school. Among the efforts carried out include dissemination sessions and roadshows about the Compulsory Education Act, attendance monitoring through the Student Attendance Management System (SAMS), and guidance and counseling programs.
For students facing attendance challenges, the Ministry of Education provides support systems by placing students in the Ri'ayah Wa Mahabbah program. This program involves 66 students from primary and secondary schools. Out of this number, 44 are male students and 22 are female students. The program is supported by 8 hostel officers, with 4 working full-time and another 4 on shifts. Activities conducted in this program include daily life in the hostel, religion, motivation, recreation, academics, and others.
On this occasion, kaola/I am pleased to seek cooperation and support from all parties, especially parents and guardians, to continue monitoring their children's attendance because consistent attendance at school is the foundation of their success.
