First of all, kaola would like to express the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the opportunity given to kaola to answer oral question PL167 raised by Awang Haji Daud bin Jihan regarding the extent of the effectiveness of the Compulsory Education Act and the action taken if there are parents or guardians who have been acted against for not sending their children to school.

Praise be to Allah, student attendance data for 2023 and 2024 has shown a positive trend with average attendance exceeding 85%. In 2023, the average attendance rate was 86%, and this increased to 88% in 2024.

In this matter, the Ministry of Education will continuously implement various initiatives to ensure that students continue attending school. Among the efforts implemented are outreach sessions and roadshows on the Compulsory Education Act, attendance monitoring through the Student Attendance Management System (SAMS), and guidance and counselling programmes.

For students who face attendance challenges, the Ministry of Education provides a support system through the placement of students in the Ri'ayah Wa Mahabbah programme. This programme involves 66 students from primary and secondary schools. Of this number, 44 are male students and 22 are female students. This programme is supported by 8 hostel officers, of whom 4 serve full-time and another 4 on a shift basis. Activities carried out in this programme include daily hostel life, religious activities, motivation, recreation, academics, and so on.

On this occasion, kaola/I am pleased to seek the cooperation and support of all parties, especially parents and guardians, to continue monitoring their children’s attendance because consistent attendance at school is the foundation of their success.
