YANG BERHORMAT PENGIRAN HAJI ISA BIN PENGIRAN HAJI ALIUDDIN asks the MINISTER OF DEVELOPMENT to state what steps the Ministry is taking to ensure transparent and quality repairs by contractors regarding the issue of housing quality at Perumahan Negara Kg Lugu Phase 1 & 2. What are the statistics on complaints and houses that have been fully repaired?

The Ministry of Development, through the Housing Development Department, always gives serious attention to housing quality issues under the National Housing Scheme, including at the Kampung Lugu National Housing Area. Improvement efforts are implemented in phases, with close monitoring to ensure that all repair works are carried out with integrity, according to the priority of the level of damage, as well as within the stipulated defect liability period.
For houses in Kampung Lugu Phase 2 completed in 2024, a total of 627 complaints had been received as of 29 July 2025. Of that total, 402 housing units have been fully repaired and verified by the Housing Development Department, while 225 housing units are still in the process of repair or further assessment.

According to the report received, no major damages were found. The types of housing defects received through homeowners' complaints are as follows:
- Uneven paint finishes
- Doors cannot close properly
- Roof leak
- Hollow tile
- Miscellaneous:
- Loose accessories (door knob, sanitary, window lock)
- Rusty staircase railing
- Minor chips at tile edges or corner
- Hairline cracks on wall and ceilings
- Minor scratches or stains on electrical switch
- Low water pressure at some taps
For complaints on housing defects received, the Housing Development Department will carry out repair works in the order of those complaints based on the priority of the type of defect while the defect liability period is still in effect. For any defects found after the expiry of that period, the repair works are the responsibility of the homeowner concerned.
The Ministry of Development always carries out continuous monitoring, while repair works are implemented as best as possible to ensure that the quality of the housing provided is comfortable, safe, and meets the needs and expectations of the people.
