YANG BERHORMAT DAYANG HAJAH ROSMAWATTY BINTI HAJI ABDUL MUMIN asks the MINISTER OF PRIMARY RESOURCES AND TOURISM to state the Ministry’s views regarding preparations for an agricultural land scheme in a ready-to-operate condition complete with basic infrastructure (plug and play), and also the provision of a phased financing scheme to support the needs of new local entrepreneurs. In dialogue sessions with young entrepreneurs, the main challenges in the agricultural sector are the lack of basic infrastructure and difficulties in obtaining initial financing.

  1. In general, this Ministry provides basic infrastructure such as the provision of main road access, main domestic water supply and main electricity supply to entrepreneurs who are offered sites in Agricultural Development Areas (KKP). The provision of this basic infrastructure is carried out in stages according to existing priorities.

  2. With regard to basic facilities and start-up capital for new local agricultural entrepreneurs, and in addressing the main challenges faced by young entrepreneurs regarding difficulties in obtaining initial financing and the lack of basic facilities, this Ministry is in the process of discussions with financial institutions to provide start-up capital as loans for the preparation of cultivation sites such as land clearing works, the purchase of farming equipment, financing for high-technology system greenhouses, as well as capital to start enterprises.

  3. In addition, basic infrastructure facilities such as the provision of main road access, main domestic water supply and main electricity supply will also be provided sufficiently.
