YANG BERHORMAT AWANG AMRAN BIN HAJI MAIDIN asks the MINISTER OF TRANSPORT AND INFOCOMMUNICATIONS to state whether associations, particularly 4x4 associations, may register heavy vehicles formerly belonging to the Ministry of Defence that were successfully purchased through auction sales? This takes into account the suitability of these vehicles to assist in the delivery of goods during floods.

First of all, I would like to express my thanks to Yang Berhormat Awang Amran bin Haji Maidin for the question regarding the registration of vehicles formerly belonging to the Ministry of Defence that were successfully purchased through auction sales.
In answering the said question from Yang Berhormat, it is first shared that among the powers of the Land Transport Department is to issue licences for motor vehicles as provided under the Road Traffic Act Regulations (Chapter 68).
In this connection, among the matters assessed in considering the issuance of such vehicle licences is whether the motor vehicle complies with the standards in use as well as specific regulations such as the Motor Vehicles (Seat Belts, 1988) Regulations.
Such assessments are required to ensure that licensed vehicles comply with safety features and are guaranteed to be suitable for use on public roads (road worthiness)
In relation to Ministry of Defence vehicles, it should be understood that not all Ministry of Defence vehicles, particularly those for military and tactical use, will automatically meet the requirements for civilian vehicles. At the same time, vehicles sold through auction are generally also vehicles that do not have vehicle licences and have long not been used or are damaged.
Nevertheless, it is acknowledged that among Ministry of Defence vehicles successfully purchased through auction and repaired, some are unable to pass inspection and are not issued vehicle licences by the Land Transport Department.
Therefore, such vehicles generally may not be used on public roads and will not be covered by motor vehicle insurance.
For specific use such as assisting in the delivery of goods during floods in a controlled and limited environment, there needs to be a party that assumes responsibility and guarantees that the use of such vehicles is safe for users and passengers.
