I also express thanks to Yang Berhormat Awang Lau How Teck for the question related to the need to review the centralized and smart public facility management system, particularly in addressing the maintenance issues of roads, public drains, and buildings which often become the focus of public complaints.
For your information, currently, the management and maintenance of public facilities are conducted under the respective jurisdictions of ministries and agencies. Each ministry has an internal asset management structure responsible for maintaining the infrastructure under their supervision.
Under the Ministry of Development, the Public Works Department plays a major role in managing the maintenance of public infrastructure such as roads, water service systems, drainage, and sanitation. The execution of these tasks is done through term contracts that have been comprehensively arranged. Each contract is supported by a comprehensive Bill of Quantities document to ensure maintenance work is carried out systematically, according to technical standards, and based on actual priorities on the ground.
The Ministry also takes a continuous approach in evaluating the effectiveness of existing systems, as well as identifying areas for improvement including towards more strategic alignment between ministries and agencies. In the long term, the Ministry will study more integrative and technology-driven management mechanisms to improve the efficiency, transparency, and effectiveness of public facility maintenance.
This effort also includes strengthening the responsibility of owners and occupants towards the maintenance of infrastructure in their respective areas, so that the overall public environment remains safe, functional, and sustainable for the well-being of the public.
