ANSWER
Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan
Yang Berhormat Pehin Yang Di-Pertua, allow kaola to answer the question from Yang Berhormat Pengiran Haji Isa Bin Pengiran Haji Aliuddin (PL248) together with the question from Yang Berhormat Awang Haji Md. Salleh Bin Haji Othman (PL286) regarding efforts to encourage the younger generation/youth to venture into agriculture.
At present, the Ministry has no plans to reintroduce the young farmers programme as before. To attract youth interest in the agricultural enterprise, the Ministry is undertaking several programmes focusing on youth involvement in agriculture and livestock. Among the programmes implemented are:
- The implementation of the Potential Youth Exposure Programme to venture into technology-based agriculture is also one of the Ministry's efforts aimed at introducing agriculture as a profitable business as well as producing progressive and productive young agricultural entrepreneurs in order to contribute to the country's economic growth in the agricultural sector.
- Projek Rintis, namely a project in the form of a trial and on a small scale. The purpose of this project is to provide opportunities for farmers and interested youth to explore potential in the field of agriculture. This project places emphasis on the use of modern farming systems; the use of high-yield varieties or breeds; high-value produce; and is targeted for the export market.
- As kaola has stated previously, the Ministry is also in the process of discussions with financial institutions to provide "start-up capital" as loans for the preparation of planting sites such as land clearing and opening up areas and the development of high-technology system greenhouses, with the youth directly commencing operations to generate income.
- A new proposal, namely the ADAPT Programme, which will be undertaken by the Persatuan Peladang Pertanian Brunei in cooperation with the Department of Agriculture and Agrifood, is being drafted to further increase youth interest and involvement in the agriculture and fisheries industry. In addition, members of the farmers' association as well as currently successful farmers are also expected to become mentors to the youth in starting their farming enterprises. It is hoped that the involvement of existing and successful farmers as mentors in this programme will be able to instil enthusiasm and interest among our youth to venture into the agriculture and fisheries industry.
