YUSOF asked MENTERI HAL EHWAL DALAM NEGERI to state the extent of improvement and change in the effectiveness and significant impact in the roles and functions of the Penghulu Mukim and Ketua Kampung institutions in advancing and strengthening economic, social, religious and welfare activities towards generating and upgrading the socio-economy of the community.

Kaola is pleased to share in this august Council that, as outlined in the Penghulu Mukim and Ketua Kampung Service Scheme of Negara Brunei Darussalam 2013, a Penghulu Mukim and Ketua Kampung serves as the eyes, ears and voice of the Government and the residents of the mukim and village in safeguarding and overseeing the interests, well-being, welfare and security of the mukim and village. Penghulu Mukim and Ketua Kampung also play an important role in empowering the community through various economic, social and religious initiatives.

Eight (8) Key Performance Indicators (KPI) for Penghulu Mukim and Ketua Kampung were established and introduced on 13 February 2024, whereby these Key Performance Indicators (KPI) are performance-based and aligned with the Kementerian Hal Ehwal Dalam Negeri Strategic Plan 2023-2027, which emphasises the role of grassroots leaders in five (5) main aspects, namely Leadership and Management; Welfare of Mukim or Village Residents; Security; Infrastructure Readiness; and Economy in the Mukim or Village.

Praise be to Allah, based on the analysis of the Key Performance Indicator (KPI) Assessment Report for Penghulu Mukim and Ketua Kampung conducted in 2024, I am pleased to share that among the achievements in the implementation of the said Performance Indicators are as follows:
3.1. Village neighbourhood watch by Penghulu Mukim and Ketua Kampung carried out a total of 1,290 patrols whereby 98.46% of complaints or findings from the patrols were acted upon and referred to the relevant agencies for further action;
3.2. In efforts to strengthen the local economy, a total of 208 new products and innovations to existing products were implemented under the Satu Kampung Satu Produk (1K1P) initiative. In line with this, financial allocations were also provided through the District Departments to the Majlis Perundingan Mukim dan Kampung (MPMK) to carry out economic activities such as sales, purchase of equipment, and preparation of product production spaces. In addition, local entrepreneurs were also given training courses together with relevant agencies to enhance skills as well as product competitiveness, alongside active participation in sales expos.
3.3. In addition, seasonal platforms for trading are also provided, among them through the preparation of Hari Raya hampers, opportunities to supply products for national grand events, Muhibbah visits as well as visits or meetings abroad. Such platforms are not limited only to Satu Kampung Satu Produk entrepreneurs, but are also opened to micro, small and medium entrepreneurs including challenged or vulnerable groups, through which, as Kaola had shared previously during the Motion Debate, the total sales for 1K1P products alone between January 2024 and July 2025 from 146 entrepreneurs exceeded BND1.9 million Brunei dollars.
3.4. On this occasion, Kaola would like to thank Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam for the words of appreciation conveyed during the Adjournment Motion on 7 August. Indeed, those words serve as motivation and encouragement to 1K1P entrepreneurs and the relevant parties in assisting Micro, Small and Medium Entrepreneurs to "benefit in strengthening the branding of local products as well as contributing directly to the improvement of the entrepreneurs' socio-economy."
3.5. From the aspect of activities, a total of 2,017 activities between April and December 2024 in the form of Social, Religious, Sports, and Economic activities were also successfully carried out in mukims and villages.
- Yang Berhormat Pehin Yang Di-Pertua and Your Honourable Members, in order to assist Penghulu Mukim and Ketua Kampung to achieve the stipulated Key Performance Indicators (KPI) so that they may provide the best and most effective service to residents in their respective mukims and villages, the Kementerian Hal Ehwal Dalam Negeri has also introduced the Penghulu Mukim and Ketua Kampung Human Resource Competency Framework (HRCF PMKK) which was launched on 22 March 2025, and this Framework has been disseminated in every district through briefing sessions, clinics and workshops with Penghulu Mukim and Ketua Kampung. This framework began implementation on 1 May 2025 with the aim of identifying the competency gaps of each Penghulu Mukim and Ketua Kampung, and subsequently formulating competency-based training to enhance their skills and capacity. This training focuses on Core, Leadership and Technical competencies with the objective of empowering their roles more effectively and efficiently.
