Thank you, Yang Berhormat Yang Di-Pertua. Kaola would like to thank Yang Berhormat Dayang Chong Chin Yee for question PL 266 about adapting the Public Private Community Partnership model for small-scale projects in five priority sectors.
In this regard, allow kaola to also share some insights on the implementation of the Public Private Partnership or PPP in this country as an alternative financing method used to help reduce the government's financial burden while ensuring the provision of public services and infrastructure becomes more efficient, effective, and cost-effective.
It also leverages the expertise of the private sector in executing projects or services and their willingness to share project or service risks. The Ministry of Finance and Economy through JPKAS strongly encourages any project that can be implemented using the PPP method, especially those with high impact and high value-add. So far, the implementation of any PPP project proposal has not set any minimum or maximum limit or restricted to specific sectors only.
However, to ensure the identified PPP projects are suitable for execution to achieve the intended objectives, several important factors need to be considered as stated above. This includes the capacity of the private sector in the country and the viability of the project, which includes financial aspects, technical feasibility, and its impact on the economy, society, and environment.
Meanwhile, the government is always open to receiving suggestions and ideas from stakeholders, including grassroots leaders, associations, cooperatives, and others. To consider PPP projects emphasizing the principle by community for community.
Next, kaola moves to question PL 281. Kaola thanks Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin, whose question to the Ministry of Finance and Economy is about proposing a Tax-Free Month during the holiday season and bonus month from December to January.
As in other countries, this tax-free initiative is usually given to goods or services subject to goods and services tax or GST, value-added tax, VAT, or sales tax. The main purpose of implementing tax-free is to reduce the cost burden on certain target groups, especially low-income or less able groups and socioeconomically sensitive sectors like health and education. Additionally, it acts as a tax exemption method for tourists visiting the country to encourage spending and stimulate domestic economic growth.
As is known, currently, indirect tax imposed on business entities in the country only covers stamp duty, customs excise duty, and building tax. While GST or VAT or sales tax has not been imposed in this country. Therefore, implementing such a tax-free concept may not be appropriate for the time being. However, as we know, the government has implemented several other incentives to encourage shopping activities in this country and, at the same time, help reduce the cost burden on the people. This includes, among others, hosting large-scale sales or Salebration during certain seasons in collaboration with business entities offering attractive price discounts.

PPCP refers to a collaboration model between the government, i.e., the public sector, private sector companies, and the community or civic society organizations like NGOs, local associations, or local residents.
For planning, financing, implementing, and maintaining a project or service that benefits the public to deliver more inclusive and sustainable services. Typically used in areas such as childcare, clinics, retail shops, or local development.
So, my question is whether the ministry is considering adopting the Public Private Community Partnership model for small-scale projects in five priority sectors? Thank you.

Touching on the topic of the long-term health financing roadmap, the Ministry of Health insists on constantly reviewing existing policies to ensure the sustainability and capability of the health service system in the long term. This approach reflects the government's commitment to proactively and inclusively facing future challenges through a comprehensive review of treatment costs and the provision of health services policies.
Regarding the implementation of the Health Service Charge Policy, it is a step towards sustaining the country's health system and is executed with full consideration of financial capability, medical treatment needs, and the actual living conditions of those affected. This policy is not discriminatory; it aims to empower the health system and ensure no health disparities occur.
For those facing financial hardship, eligibility assessments will be conducted, and if eligible, assistance can be referred to several channels such as the Patient Aid Charity Fund, the Zakat Management Department, Wakaf and Baitulmal or JUZWAB, Yayasan Sultan Haji Hassanal Bolkiah, or via an installment payment method. The ministry also encourages those affected to consider health insurance as a preparatory measure, as practiced in many other countries as a form of financial risk management in health care.
The Ministry of Health also wants to emphasize that no patient needing treatment is neglected because public health considerations will always be paramount in every decision made. The application process for elderly citizens still awaiting citizenship approval who face financial constraints, although the approval process is not under the control of the Ministry of Health, they can still apply for assistance through the channels according to the process kaola explained earlier.
Regarding the roadmap, ongoing research will be conducted to identify any problems to be addressed together. This monitoring mechanism involves the analysis of trends in financial aid applications. Feedback from front-line staff regarding policy implementation and effective user satisfaction surveys. This planning will be executed as the primary activity of the Ministry of Health. Thank you Yang Berhormat Yang Di-Pertua and thank you for the question posed by Yang Berhormat Dayang Chong Chin Yee regarding promoting local coffee to increase domestic demand and encourage agrotourism.
In fact, the ministry, the Ministry of Primary Resources and Tourism has shown high commitment in promoting local coffee as an essential element in strengthening national identity and diversifying tourism products, particularly in the lifestyle and culinary sectors.
One of the main initiatives is the launch of the Brunei Coffee Trail in July last year. It introduces a unique tourism experience to local and international visitors. This trail connects over 100 local coffee shops, ranging from pop-ups to modern cafes offering specialty coffee and barista expertise. Through the Brunei Coffee Trail, visitors can enjoy quality local coffee and pastries, participate in workshops and coffee tasting sessions, and delve into the history and culture of coffee in Brunei Darussalam.
This initiative also provides direct support to MSME entrepreneurs in the food and beverage industry and contributes to a more sustainable and dynamic urban tourism ecosystem. Internationally, the Brunei Coffee Trail has been promoted through a Mini Expo launch in Kota Miri, Sarawak in February 2025 and, God willing, this month in Kota Kinabalu, Sabah to boost the demand for Brunei coffee and strengthen the country's position in regional agrotourism and culinary tourism.
Additionally, Mukim Labi has great potential to be developed as a coffee-based agrotourism destination capable of offering comprehensive experiences to visitors. From the activities of cultivating and harvesting to processing local coffee beans. This concept is not only unique but also has the potential to attract tourists who appreciate authentic, community-based experiences.
At present, efforts are being made to open farms to visitors gradually with a focus on capacity building in terms of workforce and supporting infrastructure such as cafes and tourism services.
Although still in the early phase, this initiative aligns with the ministry's strategy to position Brunei as an authentic and quality tourism and culinary and agritourism destination. It also contributes to local economic development and fosters appreciation for local products, especially Brunei coffee, which should be highlighted in the regional market.

What we need is to introduce specific Bruneian brands, much like how people know about Vietnamese coffee, Kopi Luwak, as we are often told not to leave the country without drinking those coffee as tourists. So, how does the coffee trail and all the initiatives really help to promote coffee in Brunei when we have over 100 coffee cafes anywhere in Brunei, and kaola also spoke with the owner of Labi coffee as mentioned by Yang Berhormat Menteri earlier, they do not have enough resources to scale up. Perhaps the question that has been asked once again, I have already, kaola answered it. The Coffee Trail is one of the flagship initiatives to promote Brunei coffee, not only Brunei coffee but also Brunei cafes where there are more than 100 cafes.
Regarding Kopi Labi, indeed the Department of Agriculture and Agrifood is working closely with Kopi Labi because it is the only coffee, coffee plantation in the country, so the Department of Agriculture and Agrifood is indeed working closely and also helping in advancing this Kopi Labi to become a brand. It is one of the cornerstones of our coffee in the country. Indeed, there is already cooperation with them to advance, to highlight not only in terms of product but also its plantation to be expanded.

Only one is active, which is Kopi Labi, Mr. Yong. Thank you, Yang Berhormat Yang Di-Pertua, and thank you also for the question posed by Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin, regarding enhancing domestic tourism promotion and tourism for 2026/2027. In fact, one of the initiatives to enhance domestic tourism is the rebranding of the Kenali Negara Kitani (KNK) with more than 50 packages of natural and cultural tours and river cruises to drive domestic tourism.
This largely involves community-based tourism, education, environment, and adventure tourism. What is commendable about the KNK Program is the involvement of the village youth through MPK and MPM. The Ministry, like in previous years, continues the Brunei Gastronomy Festival initiative, where this festival provides an opportunity for food providers and restaurants to promote a variety of foods, especially Brunei food. The Brunei December Festival initiative, which is organized annually to provide special promotional packages, is also targeted not only for international tourists but also for domestic tourists to encourage them to tour domestically and appreciate the beauty of the country.
The Ministry sees 2026/2027 as an important and historic period for the country in conjunction with the 80th Birthday Celebration of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam and also the Diamond Jubilee of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam.
In this regard, the ministry is drafting an integrated plan to make this period a catalyst for the transformation of the national tourism sector. There are several impactful initiatives under consideration by the Department of Tourism Development. These initiatives will serve as a platform to brand Brunei as an exclusive, sustainable, and highly cultured tourism destination, highlighting national identity and achievements, and driving both domestic and international tourism in an inclusive and sustainable manner.
In implementing these tourism development initiatives, efforts are aligned and complementary, focusing on early planning and coordination among agencies through the Steering and Technical Committees. Program implementation, such as the National Jingle Slogan contest, the development of Bundled Domestic Tourism Packages, and the involvement of MSMEs and grassroots communities, has been organized.
Implementation of major events such as the Brunei December Festival, Brunei Gastronomy Festival, and MYCE to stimulate the local economy involves collaboration with domestic and international industry partners, including travel agencies, airlines, media, and influencers. This Ministry also assists entrepreneurs in providing free promotional platforms through various forms including print media, digital media, and fan trips, not only for agents but also along the entire tourism value chain. This approach is consistent with the principles of a whole-of-nation approach aligned with the goals of Wawasan Brunei 2035, ensuring that tourism goals and benefits not only drive economic growth and job opportunities but also strengthen national cohesion and pride.
With meticulous planning and strong support from all parties, tourism development initiatives will not only serve as a catalyst for the transformation of the tourism sector but also as a strategic platform to showcase the achievements and progress of various sectors in the country. It also represents a golden opportunity to capitalize on economic potential through various programs such as local souvenir sales, organizing large-scale events, and other commercial activities that can contribute to the growth of local and national enterprises and national pride. For your information, perhaps we know that next year there are seven long weekends, golden weekends and in 2027 there are six long weekends and if it's just one or two days, we have a full seven to ten days.
Kaola seeks clarification on how we can ensure that the long weekends stop Brunei residents from leaving the country, what do we need to do to promote that they stay in the country. This will help the local packages, subsidies to build up their infrastructure. Many packages that kaola has participated in are very nice, but the infrastructure does not invite repeated visitors.

Firstly, to promote, the promotion of tourism; secondly, to strengthen tourism products, and thirdly, to improve quality and also the services that are provided.
Here, these three strategies are implemented in an integrated manner. Promotion will not succeed without strengthening local, tourism products. Promotion and products will not be effective if service quality is not enhanced.
So indeed these strategies are implemented. For example, in areas of attraction, let's say Luagan Lalak, Bukit Patoi, infrastructure like what's provided at Bukit Patoi at the moment, Alhamdulillah through PPP, a restaurant has been established.
In addition, infrastructure amenities such as toilets and pathways are also provided by the Department of Agriculture. This is emphasized, so for example, alongside that for service providers, tourism service providers including village youth, there are already continuous workshops to help them build sustainable, quality products and standards, including adequate infrastructure provision.

Thank you also to Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim for the question regarding the role of Bank Usahawan Berhad in helping develop youth businesses and also the loans provided by the bank to local entrepreneurs.
I am pleased to inform you that Bank Usahawan Berhad, BU is a Shariah-compliant financial institution and a government-linked corporation (GLC) and this bank plays a significant role in the country's financial ecosystem as well as the development of local micro, small, and medium enterprises, which includes youth or young entrepreneurs in particular to overcome challenges such as limited access to financing, lack of collateral, and limited business track record.
In May 2024, Bank Usahawan introduced a new financing scheme that is more inclusive and accessible specifically for youth entrepreneurs at the micro level. Through the Boost financing scheme, no collateral is required, only a guarantor is needed, offering financing up to a maximum of $5,000. Through this product, BU has successfully helped even more new micro-businesses to grow sustainably without bearing excessive debt burden. As of June 2025, Bank Usahawan has successfully provided financing to nearly 500 local entrepreneurs with total financing exceeding $40 million.
Out of this total, youth entrepreneurs constitute a significant portion, more than 40 percent of BU's total customers, and more than 50 percent of the overall financing provided by BU. Besides providing financing products, Bank Usahawan is also active in supporting the capacity development of youth entrepreneurs, either independently or through a collaborative approach. Firstly, financial literacy advisory services. This encompasses important topics such as budgeting, debt management, savings, and cash flow.
Secondly, bookkeeping and business skills training. This is carried out in collaboration with the Brunei Economic Development Board (BEDB) and other strategic partners to strengthen the business management foundation; and thirdly, strategic collaboration with educational institutions. Bank Usahawan works closely with UNISSA, IBTE, and Polytechnic Brunei to complement the entrepreneurial knowledge nurtured at these educational institutions through practical financial training and access to financing.
Kaola believes that this approach not only encompasses financing but also capacity building on how to manage enterprise activities with the financing provided, helping especially micro-entrepreneurs among youth entrepreneurs who are newly involved in such activities.
Therefore, insyaAllah, through a whole-of-nation approach, Bank Usahawan Berhad will continue to assist and play its role in building a generation of entrepreneurs who are more confident, financially literate, competitive, adaptable, and resilient, ensuring that MSMEs have proper access to financing and growth opportunities towards achieving the goals of Wawasan Brunei 2035.

Thank you Yang Berhormat Yang Di-Pertua and thank you also for the question posed by Yang Berhormat Awang Lau How Teck regarding the development and expansion of cold chain infrastructure for agricultural industries.
The Ministry of Primary Resources and Tourism recognizes the importance of developing a comprehensive and competitive cold chain infrastructure as one of the main factors in ensuring food security, export standard compliance, and facilitating market expansion for local agricultural and agrifood products.
Aligned with this, the ministry is actively assessing and identifying needs to develop national initiatives to strengthen the logistics ecosystem for agricultural and agrifood products. This includes, firstly, continual industry monitoring to identify the storage and transport requirements for agricultural and agrifood products from farm to end-user, complying with the controlled and specified temperature requirements to maintain product quality and safety. Secondly, close collaboration with stakeholders including the Ministry of Finance and Economy, Brunei Economic Development Board, and Brunei Darussalam Food Authority, BDFA, regulatory agencies, and the private sector to attract foreign investment and stimulate local investor participation in building strategic cold chain logistics, collection, and storage facilities across the country.
Thirdly, exploring specific incentives and encouragement for local companies. For example, the Brunei International Air Cargo Centre, BIACC to support the development and operation of cold chain facilities particularly in major production areas and export departure points of the country, and also implementing modernization and redevelopment projects of the Muara Fish Landing Complex offered to Muara International Fish Landing Sdn. Bhd.
In this regard, the ministry through the Department of Agriculture and Agrifood has also provided temporary cold storage and processing facilities for farmers to maintain the quality and freshness of produce. These facilities are provided at the post-harvest service and training center at the Tungku Agricultural Development Area. Thus far, the use of cold storage and processing centers is on a daily basis.
Additionally, a strategic area in Kampung Mulaut near the KKP Bertumpu, KKP Wasan, KKP Limpaki, KKP Kilanas, KKP Tanah Tuah agricultural areas has been identified for offering to the private sector to establish a post-harvest agricultural center. This includes acting as a collection point, processing center, packaging, and cold storage as well as distribution center for the Brunei-Muara District before being distributed to supermarkets or outlets including for export. This will ensure the quality and safety of agricultural produce in the country, especially in the areas I have mentioned earlier.
It is hoped that there will be encouraging response from the private sector to invest in the collection, processing, packaging, cold storage, and distribution center projects for the agricultural industry in Mulaut later. Insya Allah, if this initiative is successful, it will also be extended to other districts. First, for the information of Your Honourable Members, the Ministry of Finance and Economy has not received any proposals regarding the establishment of the Bilateral Economic Zone, BS-SEZ between Kuala Belait and Kuala Baram. However, the ministry is always open to explore strategic initiative proposals that are expected to benefit the national economy, especially in establishing a Bilateral Economic Zone. Next, kaola will move to question PL199.
For the information of Your Honourable Members, in ensuring the effectiveness of government and related agency efforts in shaping and supporting successful local enterprises, it is certainly crucial to assess and understand the effectiveness of the assistance policies and programs implemented. So far, the Brunei Economic Development Board, BEDB as the main agency for Micro, Small and Medium Enterprises, MSME development in this country does regularly monitor several KPIs covering company revenue, investment contribution, job opportunities, and market access.
In evaluating the effectiveness of initiatives and programs carried out, this matter is reported to the BEDB Board of Directors monthly and annually as well as through the annual report shared on the official BEDB website. In terms of market access, for the information of Your Honourable Members from 2023 to June 2025, BEDB has facilitated the export of 22 local enterprises to 5 overseas markets. Of the 22 enterprises, 20 products and 2 services have been exported. In this regard, this ministry welcomes the additional KPI elements suggested by Ahli Yang Berhormat such as the MSME survival rate for five years and this matter will be considered further for inclusion in the existing monitoring framework.
For the information of Your Honourable Members further, we are pleased to share that this ministry through the Industry and Business Ecosystem Division, IBE is currently actively formulating an MSME policy aimed at providing strategic direction to strengthen the role of MSMEs as contributors to the national economy. This policy will focus on developing the capacity and capability of local MSMEs, particularly young entrepreneurs and locals, to be more progressive and competitive. That's all. It takes two to tango to make a proposal happen. This is for two reasons, firstly we have seen success from similar setups like Johor and Singapore.
And secondly, Kuala Belait will soon be a ghost town if there are no industries to take over from oil and gas there, and that is a sadness for me as I was born in Belait, Yang Berhormat Pehin. I have worked in oil and gas for 33 years. That is all my question to the Yang Berhormat Minister.

Actually, (small laugh), kaola has not been to Bandar Miri for more than 20 years now.

Actually, we are having a dialogue with a group in Bandar Miri and also in Sarawak. So we are also contemplating whether there are opportunities for collaboration in this sector. So this is a mutual understanding, not just one-sided, and encouraging people from Sarawak to visit our country too.
Regarding Kuala Belait, this issue is being taken seriously. As Yang Berhormat is aware, last December, we, the Ministry of Finance and Economy, held a dialogue with the business community in Kuala Belait, and subsequently, there have been several follow-up discussions, including opportunity frameworks and so on.
So, kaola myself had a few sessions with the group leaders of this dialogue. In our recent discussions, June to July, several steps have been identified, as quick wins that can be implemented to advance and ensure prosperity in Bandar Kuala Belait, Insya Allah.
These efforts will continue, perhaps not only in Kuala Belait, as we have previous initiatives through the Temburong District Development Authority, we will also help in terms of business opportunities in other districts as well, Insya Allah. Thank you Yang Berhormat Yang Di-Pertua.

Thank you Yang Berhormat Yang Di-Pertua and thank you also for the question posed by Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman regarding addressing food security in this country.
Alhamdulillah, this country has achieved 100 percent self-sufficiency in the production of meat, chicken, and 113 percent for chicken eggs. In addition, we have also achieved 77 percent self-sufficiency in tropical vegetables and 65 percent for fish and shrimp. As a measure to ensure national food security, several steps have been taken and are being taken, including the ministry's departments conducting monitoring on key food categories that are the focus commodity of the industry. For commodities such as chicken, eggs, and beef, monitoring is done quarterly, to assess the level of sufficiency and availability in supermarkets and grocery stores, including projections for the coming months. This effort not only supports the food security strategy but also allows potential disruptions in the supply chain to be identified and addressed early.
Secondly, strengthening all enterprise chains from the seed production stage such as chicks, fish, and plant seeds to the production stage of broiler chickens, eggs, fish, and also rice and vegetables and then to the processing stage. This strengthening initiative ensures that this country does not overly rely on imports, especially for seeds, parent stock, good stock, fish, vegetable seeds, and rice.
Thirdly, implementing the export drive initiative to encourage food enterprises in this country to increase their production not only for the domestic market but also for export markets. If many enterprises in this country successfully penetrate the export market, it will lead to the country not only achieving self-sufficiency status but also becoming a net exporter of food, especially downstream products.
Fourth, identifying suitable seed sources in this country for increasing productivity and output per hectare, especially for rice production, where the current self-sufficiency level is only below 8 percent; and
Fifth, specifically for rice and beef, apart from local production, the ministry, in collaboration with MOFE, is exploring other joint venture opportunities to increase the self-sufficiency level in this country.
With the cooperation of BEDB, the ministry welcomes direct foreign investment to invest in food enterprise projects that cover all enterprise chains from seed production, or chicken seed eggs enterprises, fish, and shrimp breeding, up to the processing and marketing of these products. To ensure the quality and safety of agri-food products produced by local food processing companies, hygiene monitoring of premises and food product sampling is conducted for companies registered under the Department of Agriculture and Agri-Food.
Premises hygiene monitoring and food product sampling are conducted monthly for every home-based company and every three months for large-scale companies. Premises sample records are analyzed by the Terunjing Veterinary Laboratory, Department of Agriculture and Agrifood, Ministry of Primary Resources and Tourism. Meanwhile, food product samples are analyzed by the Department of Scientific Services, Ministry of Health, for biological analysis. This initiative also collaborates with the Brunei Darussalam Food Authority to monitor and evaluate food safety in this country.
It is recognized that food security is not only the responsibility of the Ministry of Primary Resources and Tourism but a shared responsibility among various parties, be it the government, private sector, and local businesses. It requires a whole nation approach to successfully achieve this effort. This ministry will continue to work closely with stakeholders in achieving the food security aspirations for Negara Brunei Darussalam. That concludes, Yang Berhormat Yang Di-Pertua.

Praise be to Allah Subhanahu Wata'ala, because with His permission and grace, our country always enjoys peace and prosperity and can continue to develop under the wise and visionary leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam.
On this occasion, kaola sincerely expresses the highest appreciation to Yang Berhormat Yang Di-Pertua for leading this discussion in this honorable Assembly with full authority, fairness, and wisdom in a spirit of goodwill and camaraderie, especially welcoming the debate on kaola's Proposal.
Similarly, the involvement and statements of Your Honourable Members in providing views and suggestions in support of the aspiration of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam to make Brunei Darussalam a developed nation in line with the goals of Wawasan Brunei 2035.
This matter is also emphasized by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam in His Majesty's address during the 79th Birthday Celebration, which highlights the emphasis on national fiscal capability, digital economic transformation, and people's empowerment as pillars in achieving Wawasan Brunei 2035.
Therefore, all views and suggestions presented by Your Honourable Members will be considered as references, guidelines, and added value by the government in changing and implementing any policies, strategies, and initiatives towards the country's economic solidity. It is also hoped to enhance confidence in government's efforts besides ensuring inclusive and comprehensive development for all parties as aspired by Kebawah Duli Yang Maha Mulia.

Matters raised by Your Honourable Members have touched on various issues, most of which have been explained in detail by my colleagues before. However, there are five important matters raised by Your Honourable Members, all related to Wawasan 2035, which kaola welcomes as summarized below. First, concerning governmental efforts to drive economic growth and strengthen strategies outlined in the Brunei Darussalam Economic Blueprint.
Second, digital transformation efforts towards a more dynamic and competitive economy that is also citizen-friendly. Third, addressing the government's fiscal deficit, which requires attention and efforts to balance it. This includes the provision and usage of allocations under the National Development Plan to ensure citizens' welfare. Fourth, efforts to enhance the business ecosystem to be more conducive and business-friendly; and Fifth, creating job opportunities and stimulating economic growth.
Yang Berhormat Yang Di-Pertua and Your Honourable Members.
Facing increasingly complex global challenges, we must accelerate economic diversification efforts, particularly reducing reliance on the oil and gas sectors. However, we are also witnessing significant advances in non-oil and gas sectors. In 2024, the GDP of Negara Brunei Darussalam recorded growth of 4.1 percent after being updated in June 2025, with the non-oil and gas sector contributing more than 50 percent since 2022 compared to 31 percent in 2017.
Similarly, for national exports, 60 percent of them now consist of non-oil and gas products in 2024 compared to 11 percent in 2017. These figures reflect significant progress in continuously diversifying the government or national economy.
Among the core strategies in driving sustainable economic growth is through the implementation of the Brunei Economic Blueprint which supports each other of various other blueprints. The main focus is on five priority sectors as the main drivers of the country's economic diversification efforts. For example, the downstream oil and gas sector (besides Hengyi Phase Two) includes an acetic acid and aniline production plant, or the Triple A project, which will generate local jobs and is expected to start operating in 2027.
The food industry sector, especially agro-food and aquaculture, is exemplified recently by Jets Sendirian Berhad, a foreign direct investment aquaculture company, which is the first solar green energy-powered company in Southeast Asia in Serasa that will utilize Artificial Intelligence, AI technology for breeding blue shrimp. The tourism sector, which leverages natural beauty and cultural heritage, is exemplified by the annual Brunei Mid-Year Conference and Exhibition supporting local and foreign tourism industries.
The information and communication technology sector, including digital economy investments such as undersea cable preparation for AI technology readiness, and upgrading 5G covering 98.7 percent of populated areas. High-impact service sectors like the integrated facility development project by Anson Sendirian Berhad, in partnership with the government, focusing on marine maintenance and decommissioning in Pulau Muara Besar, are also underway. The integrated marine maintenance and decommissioning yard, encompassing various shipping industry-related services, is expected to operate in 2026.
Insya Allah, through the strategic policy implementation outlined in the Economy Blueprint, the country will continue to advance towards sustainable and inclusive economic development. This effort will directly support the first and second national vision goals, especially in generating high-quality job opportunities, empowering the people with relevant education and skills, and subsequently, improving the quality of life of the people comprehensively and resiliently.
Similarly, the recommendation from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi regarding government efforts in strengthening national economic diversification plans certainly sees every plan and strategy being actively implemented diligently and monitored closely to ensure effectiveness and its impact on the people and the country, although the results achieved still require time.
Therefore, Insya Allah, to invigorate efforts under the Economic Blueprint, a Special Economic City Steering Committee has been established to draft a feasibility study phase expected to run until the end of November 2025. Insya Allah, if implemented diligently, this project will become a game changer in efforts to increase the attraction of foreign investments, local job opportunities, and businesses particularly MSMEs, revenue to the government, and more. Kaola would like to call on all stakeholders to provide solid cooperation to realize this effort and initiative.

Turning to digital economic transformation often raised by Yang Berhormat Dayang Chong Chin Yee and a query from Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam. This issue has been a primary focus of the nation with an emphasis on fintech, e-Commerce, and industrial automation. Alhamdulillah, businesses have now shifted to digital platforms, and we are seeing growth in fintech companies and technology-based businesses contributing to productivity and innovation in the private sector.
As part of the effort to strengthen the digital economy, Negara Brunei Darussalam has introduced Sistem Tarus, the country's first instant payment system operated by a government-linked company, National Digital Payments Network Sdn Bhd, NDPX, which runs the Tarus Payment System enabling instant money transfers using just mobile phone numbers without requiring the recipient's bank account number. This initiative aligns with various vision initiatives for creating a more efficient, inclusive, and modern financial system.
Furthermore, the 5G network service launched in July 2023, and by July 2025, the country had reached the ninth-highest rank in the world for mobile download speed based on the Ookla Global Speedtest index. Insya Allah, investment in digitalization and technology is not only to drive economic growth but also to open new job opportunities for locals, empower small enterprises, and make the country a more attractive destination for regional investors.

Additionally, the government will continue to ensure that national fiscal management remains prudent and sustainable. Among the key strategies being implemented is the fiscal consolidation program strategy to balance spending with the country's long-term priorities. Periodic monitoring of development spending performance ensures every cent spent yields high socio-economic returns. Expanding the revenue base from non-oil and gas sectors towards a stronger and more sustainable direction without affecting the low-income earners... (bell indicating time is running out).

Touching on the comment by Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin about the trend of declining National Development Plan allocation, kaola feels the matter touched upon could give a slightly misleading picture. For Your Honourable Members' information, the RKN is actually over 70 years old since it began in 1953 with an initial plan price of $100 million up to this 12th RKN period with a plan price of $4 billion provided. This means the national development plan grows cumulatively from one RKN to another depending on the nation's long-term planning and needs tailored to the situation from time to time. Furthermore, the number of infrastructures built will increase year by year and RKN by RKN, subject to the progress of the relevant project implementations.
In addition, RKN projects are always reviewed from time to time whether they are still suitable to be continued or there are alternative strategies with better yield impacts, for example considering current information technology development and projects that can be implemented through alternative financing such as through Government Linked Companies or Public Private Partnerships. Additionally, the role of corporatization efforts is also very important to mutually support the nation's progress efforts, especially RKN, in strengthening the quality and effectiveness of service delivery to the people and residents of this country.

Also, in line with the focus on helping the development of micro, small, and medium enterprises in this country. The government through BEDB will continuously support MSMEs in this country. Initiatives such as micro incubation of financing facilities, export assistance, and provision of business infrastructure have driven the growth of local enterprises to a higher level.
MSMEs are the backbone of non-oil and gas economic development. Therefore, the government will continue to invest in their capacity development so that they can compete in the open market and contribute to the country's GDP. Therefore, touching on Your Honourable Members' comments regarding the slow process of business government side through the Ministry of Finance and Economy has collaborated with the Department of Management Services, Prime Minister's Department in carrying out efforts towards increasing efficiency.
The Ministry of Finance and Economy also always collaborates with relevant agencies to share business community perceptions to reconsider policies specifically to further accelerate dealings in government agencies to make them more conducive and business-friendly.

Regarding the comments of Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof on job mismatch. As a step towards preparing a future-ready workforce, the Human Resource Planning and Employment Council, MPEC through the Human Resource Planning Office PPTM, Prime Minister's Department has collaborated with the Ministry of Education to ensure skills are demanded and relevant to imaging technologies such as AI, data science, and green technology are integrated into the education system. For example, curriculum updates through the introduction of data analytics and machine learning modules have been implemented at higher education institutions such as Universiti Teknologi Brunei Darussalam and Universiti Brunei Darussalam. This effort aims to produce locals capable of filling future jobs in line with industry needs.
Meanwhile, for courses not yet offered domestically, they are offered through government scholarships abroad and the Government's Educational Loan Assistance Scheme as a channel for supplying highly-skilled workforce in the related fields. This plan aligns with efforts to support the development of key sectors identified under the economic blueprint while ensuring balance between industry needs and the availability of a competitive local workforce.
However, with the blessing of leadership and concern of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam over the welfare of the people and residents of this country, minimum wages have been approved and enforced in phases on July 12, 2023, and subsequently on April 1, 2025, for certain sectors which have positively impacted the quality of life of the people, especially for those with low income. Insya Allah, the government will always monitor and further strengthen the quality of life of the people and residents through such initiatives to achieve the vision goals.
Further referring to Yang Berhormat Dayang Chong Chin Yee's remarks about the actual reality of the labor market and workforce using data from the Annual Census of Enterprises or business between 2019 and 2022, where Your Honourable Members have shared that the number of jobs in the private sector only increased by 1,743 over the three years. For Your Honourable Members' information, it is important to consider that the referred data period from 2019 to 2022 represents a phase the country and the world faced unexpected situations due to the COVID-19 pandemic, which directly impacted economic activity and the labor market. Even though the country was in a lockdown phase and businesses were generally affected, we still managed to record an increase in private sector job creation.
Thus, evaluating statistics is more appropriate to place it in more relevant and stable contexts. However, kaola would like to highlight that during the referred period from 2019 to 2022, there is also a statistic needing to be shared, that is the significant increase in local workforce recruitment of 8,881 people, which is a positive indicator of increasing local participation in the private sector while the nation was hit by the COVID-19 pandemic.
Yang Berhormat Yang Di-Pertua, allow kaola to share a detailed depiction of private sector labor market development. Referring to the Labour Force Survey, kaola wishes to compare data from 2014 and 2024. In 2014, the private sector contributed 53 percent or 100,000 workers of the total jobs in this country. In 2024, this contribution has increased significantly to 70 percent or 155,200 people in the private sector, making the private sector the leading contributor to jobs in this country. The growth and analysis of these data show that the country's labor market trend remains strong and resilient, even when facing unexpected challenges. This also reflects the economic structure and job market capability to adapt while continuing to compete in an ever-changing environment.
Nevertheless, kaola also wants to draw attention to certain issues raised here are not based on correct, up-to-date data and facts. This matter, kaola believes, needs appropriate attention to prevent confusion not only among the public but also among entrepreneurs and foreign investors interested in investing here.
Even some suggestions brought up in this Assembly appear to be presented without sufficient investigation into the underlying causes and potential consequences if such suggestions are implemented. Matters like these, if uncontrolled, could potentially hinder government efforts and affect the harmony of the society and the credibility of this Assembly.

In this ever-changing environment, kaola urges that we continue to adapt and contribute more actively to creative and innovative ideas instead of just raising issues without solutions, and most importantly, we must start by changing the grassroots mindsets, particularly among the current youth as catalysts for Wawasan Brunei 2035.
However, to achieve Wawasan Brunei 2035, success is not dependent solely on government efforts. Close cooperation between the public and private sectors is crucial. Active private sector involvement across various initiatives, such as high innovation, service sector investments, infrastructure development, and participation in the non-oil and gas sectors, will accelerate national goals. By increasing the private sector's commitment, we can see more investments in technology, business services, and creative industries, which not only strengthen the domestic economy but also position Brunei as an attractive investment destination.

Indeed, we cannot deny that much still needs to be accomplished in the next 10 years by 2035. Therefore, what is more important now is ensuring forward momentum and building on the established foundation to stay on the right track. In kaola's view, the next 5 years are very critical on our journey towards Wawasan Brunei 2035.
The next 5 years will be decisive in determining our success or otherwise, for example, each Foreign Direct Investment brought in requires time for locals to take over the offered jobs, especially those requiring specific skills and expertise.
Similarly, local Micro, Small, and Medium Enterprises require time to adjust their business capital to seize opportunities created through FDIs, which certainly adds value to the nation's business ecosystem. Therefore, the more we can achieve in this 5-year period helps us collectively achieve the vision goals.

We are at a crucial crossroads on this nation's journey. Efforts towards economic diversification, strengthening non-oil and gas sectors, and digital economic transformation, continuously raised in this honorable Assembly, are among the steps being undertaken and have become government priorities, however, these matters have been long discussed here, and perhaps now is the time to collectively act and move forward in supporting these governmental efforts under these blueprints as one cohesive frontline. Paddling towards the same destination, in line with a whole of nation approach to ensure the prosperity we enjoy continues to be preserved and sustained for future generations.
In other words, let’s work together and give our best as one team to advance this important agenda, we don’t want to fail because it means failing our future generation. Remember, if we fail, we fail together as one. But if we succeed, we succeed together as one nation.
To conclude this Proposal, kaola is confident that with continued commitment working as a team, we are on the best track to achieving Wawasan Brunei 2035. Yang Berhormat Yang Di-Pertua and Your Honourable Members who are blessed by Allah, whom peramba, kaola, I respect. Alhamdulillah during the debate on Vision Brunei 2035 in this esteemed chamber, we have collectively witnessed the high spirit of responsibility and commitment from Your Honourable Members.
This debate is more than a policy discussion; it reflects a council of syura filled with introspection where each view and suggestion arise from a high concern and collective responsibility for the future of the people and the country.
In this open syura atmosphere, various insightful views, constructive suggestions, and emphasis on the importance of a more directed, inclusive, transparent, and responsive approach in implementing Vision Brunei 2035.
Clearly visible is a shared determination among all of us to ensure that Vision Brunei 2035 is not merely a policy aspiration but is realized as a truth that can be genuinely felt and enjoyed by the whole population in an inclusive, equitable, and sustainable manner in daily life.
Your Honourable Members have raised strategic issues touching on various key aspects of national development including efficiency, transparency, accountability in governance, policy alignment across sectors and agencies, enhancement of quality and preparedness of human capital, empowerment of family and social institutions, assurance of fair, inclusive, and people-centric development, strengthening of national security, stability, and peace, principled and nationally beneficial foreign policies and relations, as well as cooperation, peace, and shared prosperity, and the transformation of economic structure towards more sustainable, competitive, and robust national economic growth based on the well-being of the people. This chamber also emphasizes the importance of the appreciation and integrated implementation of the three blueprints: Manpower Blueprint, Social Blueprint, and Economic Blueprint.
These three blueprints need to be viewed as complementing one another in order to achieve holistic and sustainable goals.
In this regard, the whole of government and whole of nation approach is not an option but a necessity and priority to ensure that the policy formulated is truly translated into concrete results and provides significant real benefits and impacts to the people and the country.
In accordance with the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam during the 2025 New Year message, His Majesty emphasized that maintaining unity is important because unity is the key to development where every layer of society if remains united, lives harmoniously, respects one another and collaborates then all challenges can be well managed, especially with a strong religious grounding that ensures Brunei Darussalam becomes a peaceful, prosperous, and continuously sovereign nation.
Through His Majesty's decree, it is emphasized that national unity and strong religious adherence are the core of national stability, security, and sovereignty. In the context of nation-building, values such as mutual respect, social harmony, and cooperation between communities and religions are essential elements that need to be preserved and strengthened.
In line with this, the active involvement of all parties and layers of society whether at government level, private sectors, non-governmental organizations, communities or individuals such as the youth, women, entrepreneurs is extremely important. Awareness that every individual has their own role in national development needs to be instilled and widely cultured.
Therefore, efforts to cultivate collective responsibility towards Vision Brunei 2035 should be intensified. This vision is not merely a policy document but a national desire to make Negara Brunei Darussalam a knowledgeable, competitive nation with a solid national identity. Thus, all parties should emerge as drivers and implementers, not just beneficiaries.

Vision Brunei 2035 is now propelled by the implementation of three blueprints, namely the Manpower Blueprint, Social Blueprint, and Economic Blueprint. The debate on this Vision is conducted transparently with constructive suggestions presented.
Kaola concluded based on progress, challenges, and strategic needs in fulfilling the vision’s three main goals.
For the first goal, namely Educated, Highly Skilled and Successful Citizens driven through the Manpower Blueprint and led by the Ministry of Education with the Human Resource Planning and Employment Council. Your Honourable Members emphasized the importance of a comprehensive transformation of the education system in line with future economic needs and changes in the global technological landscape.
Among the main suggestions include first, strengthening technical and vocational education and training, TVET with industrial collaboration to align more closely with labor market needs. Second, creating a culture of lifelong learning through flexible and inclusive platforms. Third, emphasizing the development of 21st-century skills including digital literacy, creativity, critical thinking, and entrepreneurship; and Fourth, providing an incentive scheme for employers in offering continuous training to students and graduates.
In addressing skill mismatches, the debate suggested. First, continual review of the education system to assess curriculum and training effectiveness. Second, structured alignment between educational institutions, government agencies, and regulators; and third, more effective job matching through a national career platform and strengthening apprenticeship and industrial training schemes.
There is also a focus on providing data-driven labor market projections to guide Higher Education Institutions in determining course priorities and enhancing students’ career choices. All of this aims to produce highly knowledgeable, competent, adaptive, and competitive citizens in line with dynamic, focused, marketable human resource development consistent with national needs and ready to face the future while fulfilling the ever-evolving industry demands.

Regarding the second goal, which is High Quality of Life for Citizens driven through the Social Blueprint and led by the Prime Minister's Office along with the National Council for Social Issues. The debate emphasized the foundational aspects of high quality of life for citizens, stemming from an inclusive society, strong family institutions, and a sustainable social support system.
Among the important aspects highlighted are first, the empowerment of the family institution as the basic unit of society through family support, inculcation of family values, and work-family balance; and second, strengthening the social safety net with targeted approaches to reduce ongoing reliance on the government.
Improvements to welfare policies are suggested through first, integration of self-reliance values, mutual cooperation spirit, and appreciation of religious values; and second, encouragement of aid recipients’ participation in community economic activities to build independent and responsible citizens.
Other steps towards well-being include first, integrated efforts in eradicating poverty and closing socio-economic gaps. Second, provision of inclusive social services and basic facilities especially in rural areas; and third, empowerment of public health and mental well-being as part of the social agenda.
The debate also outlined that national security, stability, and peace are prerequisites and the primary basis for the successful implementation of Vision Brunei 2035. This includes first, empowering the preparedness of enforcement agencies. Second, cross-agency collaboration and public awareness of legal compliance; and third, proactive foreign policies in ensuring sovereignty, fostering regional understanding, and forming strategic international relationships. All these approaches support the aspiration to create a self-reliant, inclusive, equitable, and resilient society as outlined in the Social Blueprint.
For the third goal, which is a Dynamic and Resilient Economy guided by the Economic Blueprint, under the Ministry of Finance and Economy. The economic debate focuses on strategies to strengthen economic resilience through sector diversification and high-impact policy reform. Key suggestions include first, reducing reliance on the oil and gas sector by developing non-oil and gas sectors such as modern agriculture, tourism, the green economy, and the creative economy. Second, applying digital technology and empowering innovation as new growth drivers; and Third, expanding local entrepreneurship especially through integrated support to Micro, Small and Medium Enterprises including strengthening cottage industries and expanding the 1 Kampung 1 Produk, 1K1P initiative.
The debate also calls for first, restructuring economic and fiscal policies through a consultative process with stakeholders and ensuring transparent, practical, and investor-friendly policies. And second, strengthening the investment ecosystem to attract high-quality Foreign Direct Investment (FDI) and facilitate local business growth including by providing industrial sites equipped with basic infrastructure, logistics facilities, and technical support. These measures not only enhance local business competitiveness but also generate more job opportunities, strengthen rural economies, and subsequently reduce unemployment rates particularly among youth and graduates.
This approach aligns with efforts towards more inclusive and balanced economic development. The need to develop modern, sustainable, and lasting economic infrastructure is also emphasized. This includes first, the development of logistics and digital infrastructure; second, environmental protection through climate-friendly policies and the green economy; and third, economic and fiscal governance with integrity and efficiency. Overall, this third goal supports the aspiration to develop an open, globally competitive, interconnected, productive, and eco-friendly economy, in line with the aspirations outlined in the Economic Blueprint.

Vision Brunei 2035 is the trust of generations, a legacy for the future that must be preserved and realized. Today’s prosperity needs to be safeguarded so it may be enjoyed by future generations. Therefore, we must unite, effectively tackle challenges, seize opportunities wisely and swiftly, and consistently adhere to the values of religion, culture, and national identity. As in the authentic hadith of Al-Bukhari, Muslim, Tarmizi, and Musnad Imam Ahmad which states “A believer to another believer is like a building that supports itself,” then Prophet Muhammad Sallallahu Alaihi Wassalam interlock his fingers as a depiction. The value in this hadith aligns with the spirit of Vision Brunei 2035 which emphasizes the shared role in nation-building. Every layer of society needs to shoulder together, mutually reinforcing and contributing towards robust and integrated development like a building made up of interconnected bricks supporting one another.
Based on the philosophy of Malay Islam Beraja as the pillar of strength and national identity, let us close ranks and confidently move forward in strengthening institutions, empowering education, and preserving national sovereignty and unity continuously. Insya Allah with this foundation, the Negara Brunei Darussalam that we all love will be blessed as a Baldatun Tayyibatun Warabbun Ghafur, a good, peaceful, and blessed state, O Forgiving Lord.
Lastly, peramba, kaola, I close this summary with a prayer that all our efforts receive blessings and approval from Allah Subhanahu Wata’ala. May the unity of the people remain strong and the journey towards a peaceful and prosperous future be facilitated at every step. Amin Ya Rabbal Alamin.

Your Honourable Members. We have discussed and debated the Proposal for Wawasan Brunei 2035, and I am personally impressed by the enthusiasm shown by both sides, by all parties, regarding our ability to carry out the tasks required by the year 2035.
I only hope that we will live long enough to see and reach the year 2035 so that we can experience and also realize our Monarch's Vision, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, with such great hopes for the development of Negara Brunei Darussalam, its prosperity, and the peace of this nation.
I fully believe that in Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam voicing such a far-reaching Vision, it is not a dream or mere imagination, but a Vision that can be based on the strength of this nation itself.
With the strength of human resources, our economic strength, with the peace we have felt or the peace we have enjoyed so far, Insya Allah, I am fully confident that with the spirit shown by all levels of society in this country, this Vision will be able to be realized as an actual reality. Alhamdulillah, we have reached the conclusion of our meeting. The MMN meeting in the Brunei style, the second session proceeded smoothly in the Brunei meeting atmosphere, a style we are grateful for.
Hence, kaola respectfully congratulate and thank Yang Berhormat Yang Di-Pertua for the wise leadership Yang Berhormat Yang Di-Pertua has shown while presiding over us as the leader of this meeting. Congratulations and thanks are also extended by kaola to Yang Mulia Datin Paduka Dr. Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Awang Haji Hurairah, Jurutulis Majlis Mesyuarat Negara, for her efficiency in ensuring the meeting's proceedings ran smoothly, according to the issued daily order. Likewise to her assistant, the Acting Deputy Jurutulis, whom kaola observed throughout this meeting as someone calm, always smiling. Safe and congratulated as well.
Similarly, thanks and congratulations to the officers of the Department of Councils here and also several officers seconded from various ministries. They have performed their duties with good, commendable commitment, so all is prayed for success (prayer is read).

Our second session meeting that will end has approved two Motions that have attracted members' interest for debate. The Motions are regarding Wawasan Brunei 2035 and the Motion for this Majlis Mesyuarat Negara to join as a full member of the Inter-Parliamentary Union, IPU, and the Commonwealth Parliamentary Association, CPA. Both Motions have their significance and impact, which are surely positive, insya Allah.
Wawasan Brunei 2035, with 10 years remaining for us, provides an opportunity to continue efforts to achieve its goals. As of now, based on reports published for the period 2015 - 2025 and also through presentations in this chamber by ministries, especially those leading ministries, and the closing speech by Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (B) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd. Yussof, Minister in the Prime Minister's Department and Minister of Defense II, as well as the final debate speech by Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd. Amin Liew bin Abdullah, Minister in the Prime Minister's Department and Minister of Finance and Economy II, all of which indicate, and assure that we are on the right track towards meeting our monarch's aspiration that the 30-year period in 2035 marks the emergence of a new generation of the country. They appear as the Wawasan Brunei 2035 generation, the next generation alongside the catalyst generation that will also be with them.
In and from 2035, both generations will embody Brunei. Kaola uses the term "embodying Brunei," Yang Berhormat Yang Di-Pertua, meaning embodying Brunei as a modern and developed monarchy with balanced progress, insya Allah. This new vision generation will be with the current catalyst generation. They will be recognized as educated, highly skilled, and successful people, their quality of life is of high quality, and their country, Negara Brunei Darussalam, has a dynamic and resilient economy.
As for the nature and form of their country, it is already clear, which is a Melayu Islam Beraja country. A monarchy in governance, an independent, sovereign, and democratic rule based on Islamic religious teachings according to the Ahli Sunnah Wal Jamaáh and rooted in justice, trust, and freedom, as stated in the Declaration Proclamation on January 1, 1984, and in the same address, it was stated that with the guidance and grace of Allah Subhanahu Wata’ala alone, efforts will be made to secure peace, security, welfare, and happiness for the people.
Similarly, preserving international friendship relations on the basis of mutual respect for the independence, sovereignty, equality, and territorial integrity of all countries free from foreign interference. Kaola quote from the Declaration Proclamation, Yang Berhormat Yang Di-Pertua, and the latter is significant as this Council now seeks to become a full member of both the parliamentary organizations which currently only participate as observers. As for who they are besides being known as the Wawasan Brunei 2035 generation, educated, highly skilled, and successful, with a high-quality life and a dynamic and resilient economy?
Yang Berhormat Yang Di-Pertua. Kaola apologize, perhaps kaola is speaking at length, Yang Berhormat Yang Di-Pertua. This, kaola, has 3 and a half pages, this has just entered the third page, there is still half left, Yang Berhormat Yang Di-Pertua. So it means there is another page.
While who they are besides being referred to as previously mentioned, let's measure them now. Let's measure them now, that they and the current catalyst generation are the next generation also educated within a national education system of Melayu, especially the 21st-Century National Education System, which mandates Religious studies as a core subject, besides education through religious schooling and through Islamic Higher Education Institutions because we adhere to the belief that education is the mold for generations.
With that, they are a generation born into a national Islamic education ecosystem that results in them becoming individuals capable of living as part of the nation who can at minimum fulfill their Fardu Ain.
Therefore, they are a generation of citizens and residents who recognize and respect the noble values of Islamic teachings. They are a nation of MIB who are in the mainstream of the national MIB religious stream, which is to believe and practice Islam that is taught in schools in this country, practiced in families, and society in mosques, the same teachings and practices are propagated and spread as a model at the official and national levels.
Thus, kaola will end by taking a reminder for kaola from the messages of Allah Subhanahu Wata’ala in the Al-Quran. Kaola deliberately did not mention but its content is its message not to behave and act like Qarun, who is rich, prosperous, successful, and skilled in striving to the peak of success, but loses grounding.
With the attitude and belief, all his success is solely due to his hard work, cleverness, and skill. Not because of anyone, even not because of Allah Subhanahu Wata’ala. As a consequence, we know, Qarun was buried in the earth with all his abundant wealth. Qur'an this is from what community, is "inna Qarun min qaumi Musa" from what is it called, of the people of Prophet Musa Alaihissalam.
Similarly, Yang Berhormat Yang Di-Pertua, kaola takes a reminder, a lesson from the state which Allah destined for mentioning Baldatun Tayyibatun Warabbun Ghafur. This state also collapsed due to the negligence of the people up to its leadership and widespread disobedience to Allah Subhanahu Wata’ala.
Baldatun Tayyibatun Warabbun Ghafur has also touched upon the consequences, and in the Quranic narration, the source of their economy came from agriculture, their land being fertile and prosperous with the presence of a dam, what? a water reservoir dam that could be diverted to all agricultural areas but, due to neglect, carelessness if in kaola's analysis Yang Berhormat Yang Di-Pertua, neglect, indifference including poor maintenance of the dam, then the dam broke. Yes, true. This is a consequence or punishment coming from Allah Subhanahu Wata’ala.
Therefore, behave and act like Prophet Sulaiman. Haza min fadli rabbi, all this is because of the grace of Allah Subhanahu Wata’ala. Assalamualaikum warahmatullahi wabarakatuh and peace be upon you. All praise and gratitude to Allah Subhanahu Wata’ala for His abundant grace and will, the Second Meeting of the 21st Session of the Majlis Mesyuarat Negara Year 2025 has been successfully completed smoothly and orderly.
The meeting which lasted four days witnessed beneficial, dynamic, and authoritative discussions. The insightful views and questions posed by Your Honourable Members are highly appreciated and will serve as references in improving the services and health policies of the country.
Kaola express the highest appreciation to Yang Berhormat Yang Di-Pertua and the Members of Majlis Mesyuarat Negara for all the guidance, cooperation, and commitment demonstrated throughout this session.
This session also marks a historic moment when, for the first time in a year, two Majlis Mesyuarat Negara sessions were able to be carried out. It reflects the determination and commitment of this institution in strengthening national governance comprehensively and inclusively.
In the spirit of realizing Wawasan Brunei 2035, all the discussions that took place reflect a shared determination to ensure the nation's health system remains resilient, integrated, and inclusive for the well-being of the people and high quality of life.
In connection with this, the Ministry of Health calls for collective support not only from Your Honourable Members and other ministries but also from the entire government agency to collectively uphold the aspirations of the nation's health. A whole of nation approach is very important because health is a shared responsibility and requires cross-sectoral action to achieve a real impact.
On this occasion, allow kaola to extend the highest appreciation and thanks also to all health workers including doctors, nurses, and allied health professionals in both the public and private sectors for their dedication, commitment, and tireless serving spirit.
Their sacrifice on the front line has and continues to be the backbone of the national health system. All praise and gratitude be to Allah Subhanahu Wata’ala, blessings and peace be upon our Great Prophet Muhammad Sallallahu Alaihi Wasallam, his family, companions, and loyal followers until the end of time.
Yang Berhormat Yang Di-Pertua. Kaola expresses gratitude to Allah Subhanahu Wata’ala for His bountiful blessings and permission, allowing us to reach the end of the Second Meeting of the 21st Legislative Session of the Majlis Mesyuarat Negara.
With utmost respect and reverence, kaola takes this opportunity to express deepest appreciation to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, for His Majesty's presence at the Official Opening of the First Meeting of the 21st Legislative Session of the Majlis Mesyuarat Negara a few months ago and for granting His consent for the Second Meeting to be held.
This is a significant endowment and recognition of the maturity and capability of the Majlis Mesyuarat Negara to engage in open and constructive discussions. In this regard, kaola quotes the proclamation of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam when His Majesty officiated the First Meeting of the 20th Legislative Session in 2024, where His Majesty mentioned that the Majlis Mesyuarat Negara is a platform to express constructive opinions and ideas from the members.
Yang Berhormat Yang Di-Pertua. During the Second Meeting that has been held since August 4th, we have been focusing extensively on the issues of Brunei Vision 2035. Alhamdulillah, the council unanimously supports the National Vision 2035 motion because this vision represents the future we desire to achieve. Thus, all of us in this esteemed hall, Members of the Majlis Mesyuarat Negara, whether official or appointed members, take great concern in the discussions about Brunei Vision 2035 as we all want to see it accomplished by the year 2035. Insha Allah, with national efforts and determination guided by the blueprints that have been produced with the involvement of all stakeholders, we will achieve Brunei Vision 2035.
Kaola greatly appreciates the efforts made since the launch of the National Vision 2035 and its implementation, which has been achieved incrementally and in stages. Without diligent, resilient, patient, and continuous efforts, we might not have produced the three blueprints currently in use.
Our journey has been long. Perhaps now is the time to identify where our achievements lie to improve what lacks, add value to what has been done, and ensure no obstacles can weaken or undermine the efforts toward Vision 2035.
Kaola will not speak at length, but only wish to express kaola's appreciation for being given the opportunity to participate in the debates in this esteemed chamber about Brunei Vision 2035. May the contributions of the appointed members in this and previous debates be able to add value to the implementation of plans as outlined in the blueprint.
Kaola thanks and appreciates all Yang Berhormat, official members for their insightful debates, and kaola welcomes the positive response from official members who have openly and willingly accepted the views and suggestions of appointed members. The intention, biskaola, is solely to jointly examine any plans being made to ensure their implementation achieves their objectives.
As an appointed member of the Majlis Mesyuarat Negara, it is the responsibility of biskaola to bring to the attention of relevant parties within the government any issues of public interest and concerns affecting groups such as entrepreneurs, businesspeople, professionals, investors, parents, students, and even public servants themselves so that these matters can be appropriately addressed. This is in line with the whole-of-nation approach where inclusivity is a key criterion.
Alhamdulillah, through the meetings held since August 4th and through deliberative sessions with ministries and their agencies, the appointed Your Honourable Members have successfully brought issues raised from field visits to the respective ministries and agencies. May the matters presented in this conference and deliberative sessions be considered.

Lastly, kaola wishes to express the highest appreciation to Yang Berhormat Yang Di-Pertua for the wisdom of leading the First and Second Meetings of the 21st Legislative Session until its completion. Alhamdulillah, throughout the meetings held, which have proceeded with full discipline, harmony, and mutual respect, with the desire to reach consensus. This reflects our Bruneian identity and embodies the philosophy of Melayu Islam Beraja, where consensus brings blessings. Kaola is grateful that under the leadership of Yang Berhormat Yang Di-Pertua, our meetings have taken place in a calm and cordial atmosphere, allowing us to express opinions honestly and constructively for the well-being of the people.

Good afternoon and greetings. First and foremost, kaola would like to congratulate and thank Yang Berhormat Yang Di-Pertua for leading and managing the Second Meeting of the 21st Legislative Council Session with excellence, full of patience, and high authority. This Second Meeting marks a historic moment as it is the first time this council convenes twice in a year. This achievement reflects our shared commitment to responsive governance and continuous discussion. In this session, we have dedicated a specific Motion to the Brunei Vision 2035 where kaola have reminded that progress cannot only be measured through policies alone but through successful outcomes achieved.
According to the Brunei Darussalam Key Economic Developments, BKED 2024, five key sectors identified as drivers of overall economic diversification contribute about 23 percent to the Gross Domestic Product, GDP. When the downstream oil and gas sectors are excluded, the food sector contributes 1 percent, tourism 1 percent, ICT 2 percent, and services 9 percent respectively.
Overall, these contribute only 13 percent to GDP. This situation clearly requires attention as outlined in the Brunei Economic Outlook 2024 by CSPS since these sectors have their own operational challenges, meaning each sector faces different operational challenges requiring talent adaptation, policy support, and investment.
Therefore, education reform alone will not suffice. Kaola calls for relevant agencies to publish clearer sectoral roadmaps as well as aligned and benchmarked workforce development strategies. In this regard, it's important to state the targeted annual growth rate for each of these four sectors.
In the First Meeting, the Minister at the Prime Minister's Office and Minister of Finance and Economy II stated that the Strategic Workforce, Audit, and Planning or SWAP project will be implemented across ministries to ensure human resource planning aligns with their core functions. Kaola hopes this project will lead to a higher level of continuity regarding job vacancies in the public sector, subsequently encouraging new graduates from being unemployed without clear job prospects.
The same Minister also announced an allocation of $19.21 million to the Brunei Job Centre to implement various programs such as SkiPPA, TVET Scheme, SkillsPlus, SPIN in Accountancy, and Trade Skills. This effort aims to build a local workforce in line with industry needs not only for the present but also for the future. Kaola hopes this allocation will help reduce youth unemployment rates. Kaola also calls for closer cooperation in tourism infrastructure development.
Once again, kaola emphasizes that Brunei's economy cannot rely solely on the small domestic market. Our airport is the first point of arrival for visitors. It also gives an initial impression of our country. Kaola urges immediate government action in ensuring smooth, safe, and visitor-friendly land transportation services to support tourism and national exploration.
Additionally, kaola also suggests that the e-hailing services be moved to the P1 parking area and that the condition of public buses picking up passengers at the airport be improved before the 22nd Legislative Council.

Kaola also recommends that ministries review all Key Performance Indicator or KPI frameworks in the budget book to ensure that the KPIs used will reflect real outcomes that make an impact. Further, kaola would like to express appreciation to the Ministry of Culture, Youth and Sports, KKBS, and the Legislative Council for their support in organizing the Uniting Women’s Voices roundtable.
Kaola also wishes to extend sincere congratulations to AIPA, the Legislative Council, UN Women, and KKBS, and all partners for the success of hosting the First National Parliamentary Dialogue on Women’s Participation in Political Leadership, WPPL. This represents a historic step towards inclusivity in national leadership. Kaola also wishes to convey appreciation for the support of ministries in kaola's research efforts and acknowledge the ongoing efforts of ministers in realizing the Brunei Vision 2035.
Many of the challenges we face today did not arise suddenly. The COVID-19 pandemic and the ongoing global crisis have made this journey more difficult. It is not one ministry, let alone a single minister, that can solve all these challenges alone. This effort requires collective cooperation.
Therefore, kaola once again calls for strengthening cooperation between ministries. We need to excel not only individually but must excel collectively. What one agency does will influence other agencies. We must view departmental functions more holistically to produce more meaningful national outcomes.
Kaola also wishes to represent kaola's generation, a generation shouldering the responsibility of caring for aging parents while raising children amid rising costs of living.
Many are concerned about whether their children will continue to enjoy facilities such as free education, one-dollar-priced health services, and one-liter petrol that costs less than a bottle of drinking water on each Honourable Member's table this afternoon. For those in transnational marriages, this burden will be exponentially heavier.

Sometimes difficult decisions need to be made and in this matter, kaola congratulates Brunei Darussalam on being appointed as a WHO Executive Board Member and commend the Yang Berhormat Minister of Health for the willingness to hold a press conference to explain the Health Services Charge Scheme Policy Updates. Kaola hopes we will continue to support individuals who come forward for building a brighter future for the country.
The theme of this year’s Supply Bill is "United in Building a More Prosperous Future". Let us embody this theme, working with one heart and one purpose. A perfect system does not exist and that is why we meet here. Nonetheless, our words must translate into action. Our discussions must yield development.
Lastly, allow kaola to extend congratulations to Yang Mulia Datin Paduka Dr. Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Awang Haji Hurairah on being awarded the Order of the Crown of Brunei, Second Class. High appreciation is also extended to Yang Mulia Datin Paduka and all members of the Legislative Council Department for ensuring the smooth conduct of this session.

Indeed, this meeting is highly relevant as a forum for checks and balances on the implementation of national development agendas.

In this Adjournment Speech, allow kaola to voice several matters touching on public issues requiring proper attention. One of the commonly raised issues is regarding the application of the Welfare Aid Scheme, especially for the asnaf group. The current application process is still considered slow and burdensome, especially the renewal process, which requires repeating entries even though their data is already in the system. As a suggestion and towards improvement, several steps can be considered, including:
First, the introduction of a National Welfare Scheme, SKN membership card can be given to registered applicants containing their basic information, simplifying identity verification and past application records. Second, an integrated and user-friendly digital system, upgrading the aid application system towards a more efficient and user-friendly digital platform with autofill facilities for existing data and regular information updates. Third, periodic monitoring and evaluation. Establish a special monitoring team to evaluate the application process's effectiveness and identify any delays or obstacles at the implementation stage; and fourth, user support and assistance services. Provide communication channels such as a dedicated line or customer service center to help applicants who face difficulties when filling applications online.
Additionally, guidance programs to assist the underprivileged and welfare aid recipients should always be improved in terms of their effectiveness. This is important so they not only depend solely on aid but can achieve lasting success and self-reliance in the long term. Among the programs that can be considered are firstly, social entrepreneurship programs. Providing basic entrepreneurship training, product development, financial management, and marketing to enable participants to generate their own income. Secondly, skill and vocational training. Short courses in fields such as sewing, cooking, vehicle repair, basic technology, modern agriculture, and others according to participants' interests and abilities.
Thirdly, financial literacy programs. Guidance on managing household budgets, saving, and making wise financial decisions so the assistance received can be utilized effectively. Fourth, peer mentorship. Providing continuous guidance and support from former aid recipients who have successfully become self-reliant to mentor new participants.
Fifth, life transformation programs. Motivation sessions for personal development and self-awareness to build self-confidence and the spirit to break free from poverty. Sixth, targeted job placement programs. Cooperation with government and private agencies to provide employment opportunities to eligible aid recipients through special initiative schemes; and seventh, graduation initiatives from aid. A system where aid recipients are gradually guided to break free from aid dependence with periodic assessments of their progress. Indeed, such efforts are aligned with the primary aspirations of the Brunei Darussalam Social Blueprint, which is towards creating resilient and future-ready citizens capable of breaking free from sole aid dependence.

Talking about business and employment opportunities, especially among youth, it is important to see mechanisms that can empower youth as agents of national advancement.
This effort can not only help reduce unemployment rates but also stimulate the nation's economic growth through the creation of new, competitive, and successful entrepreneurs.
Among the new businesses that have the potential to be explored by youths are firstly, digital and e-commerce technology-based businesses, selling local products, handicrafts, or food through platforms like Instagram, TikTok Shop, and Shopee. Secondly, digital services in website graphic design and social media content. Thirdly, mobile application development, applications for food supplements, household management, or education systems. Fourth; creative industries, content publishing, YouTuber, digital writing, local fashion, creating clothing brands or modern accessories with Brunei culture, media production, videography, photography, and production for events or marketing; and fifth, modern agriculture (audio unclear), urban farming, hydroponic farming, aquaponics in residential areas.
In this regard, it is appropriate for stakeholders to collaborate integratively to provide an inclusive and conducive business ecosystem. This is important so that youths can drive the nation's advancement agenda more comfortably, spiritedly, and confidently, thereby contributing to sustainable economic development.
In the context of Tutong District, various initiatives have been implemented to assist micro, small and medium enterprises, MSMEs, and youth to actively participate in entrepreneurship. Continuous cooperation between government and non-government entities, particularly the Tutong District Department, Municipal Department, Mukim and Kampong Consultative Councils, and Tutong District's Development and Creative Body, has successfully facilitated several economic projects focusing on micro, small and medium enterprises, MSMEs, and youths.
Among the economic initiatives implemented include the 3KUP program, an economic project of the Mukim and Kampong Consultative Councils. This program aims to create entrepreneurs among MPK members and provide a beneficial business platform for micro, small and medium enterprises, MSMEs, especially single mothers seeking to generate income independently.
Additionally, the Tutong Buzz initiative, a weekend bazaar, was introduced as an economic activity effort in Pekan Tutong. This program makes Pekan Tutong a more conducive, attractive, and competitive business destination. It provides opportunities for One Village One Product entrepreneurs and local MSMEs to generate continuous income.
Meanwhile, the Senja Kopi project focuses on helping youth engage in entrepreneurship while providing job opportunities for job seekers, especially among youth and single mothers.

The tourism industry is one economic sector with great potential and requires serious attention to develop. Towards advancing this industry, comprehensive cooperation from all parties is crucial, including the local community, which is a core element in creating an effective tourism experience.
However, we must also objectively assess the current capabilities of the tourism industry, including the challenges and constraints faced to channel help effectively by stakeholders.
Among other things to empower the tourism industry. First, community-based tourism, CBT empowerment. Encouraging community involvement in homestay and cultural visit tourism, establishing village cooperatives to manage local activities integratively. Second, innovative digital tourism promotion, creating digital platforms showcasing Brunei's attractions in interactive forms like websites, mobile apps, or virtual reality tours. Third, collaborate with travel influencers and international media; and Fourth, current capability and challenge studies. Conducting comprehensive studies on the strengths, weaknesses, opportunities, and threats in the national tourism sector. The results of these studies can serve as a foundation for new policies or medium and long-term tourism action plans.
In this regard, the government, especially the Tourism Development Department, should remain open and ready to accept views and ideas from local tourism industry players. This includes travel agencies, Kampong Consultative Councils through the One Village One Product initiative, local tourism bodies, and individuals active in this field.
Comprehensive participation from various parties is essential to ensure the planning and development of short, medium, and long-term tourism plans are inclusively framed. This simultaneously helps ensure the industry develops dynamically, not overly bound to existing rules and standards but more flexible and responsive to field realities and current needs.
In conclusion, kaola wishes to apologize if there are any spoken words or steps that might have offended any party, consciously or unconsciously, during this session.
Indeed, the good comes from Allah Subhanahu Wata’ala, and any shortcomings are due to kaola's own weaknesses. With that, allow kaola to conclude with two stanzas of pantun as a closing remark.

However, there were also several suggestions put forward by Your Honourable Members related to the jurisdiction of the Ministry of Home Affairs.
Before continuing this closing speech, kaola wishes to extend heartfelt congratulations and appreciation as well as thanks for the excellent leadership, authority, wisdom, and patience of Yang Berhormat Yang Di-Pertua in leading and accommodating kaola throughout this session. Congratulations to Yang Mulia Jurutulis and Yang Mulia Pemangku Timbalan Jurutulis and all officers and staff of the Legislative Councils Department for successfully organizing this Council session.
The whole of nation approach is the main platform and catalyst in realizing Brunei Vision 2035, demanding proactive, focused, comprehensive actions, and high fighting spirits from all parties, not only at the government level but also in the private sector, community, and individual levels.
Let us all instill a sense of responsibility and belonging in realizing the noble aspirations of our monarch, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, to achieve Brunei Vision 2035, intertwined with national values and the national philosophy of Malay Islamic Monarchy.
As citizens and residents of this country, we must continue to strengthen our preparedness and identity in jointly driving towards Brunei Vision 2035. Kaola is interested in an issue raised in this Legislative Council, which is to be given attention in efforts to eradicate poverty comprehensively and effectively. Towards that end, a consensus was reached to use grassroots leaders to verify applications for aid provided by the government.
This is where the role of leadership at the grassroots level serves as the eyes, tongue, ears of the government so that national development agendas, including policies introduced by the government, reach the community level. This is the advantage of consultation, where decisions are made collectively through discussion and mutual agreement, especially in administration, leadership, and community-related matters.

Praise be to Allah, we are grateful to Allah the Almighty for His grace and blessings, as we have reached the closing session of the Second Meeting of the 21st Legislative Session of the National Assembly for the year 2025.
Kaola once again would like to take this opportunity to extend my deepest gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for the grace of His Majesty's speech in this esteemed Dewan on February 26, allowing the meeting to be held twice a year.
Allow me to also extend my highest congratulations and appreciation to Yang Berhormat Yang Di-Pertua for the wisdom of Yang Berhormat Yang Di-Pertua in leading and guiding this meeting with full authority, patience, and perfection.
Under Yang Berhormat Yang Di-Pertua's leadership, we have been able to focus discussion on strategic and priority issues, specifically those that play a role in further elevating the nation's achievements towards the Brunei Vision 2035, God willing. Kaola also wishes to express my sincere thanks to all the ministers who have continuously listened to questions, suggestions, and provided clarifications on the issues raised with sincerity, transparency, and openness.
The cohesion and unity shown by all the Members of this Assembly reflect the uniqueness of this Dewan, which practices deliberation, cooperation, and the principles of Melayu Islam Beraja towards prioritizing the best decisions for the welfare of the people and the prosperity of the country under the leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam.
Yang Berhormat Yang Di-Pertua. Praise be to Allah, in this second session of the meeting for this year, we have specifically and thoroughly discussed a major agency related to the Brunei Vision 2035. The development agenda, in general, has been touched upon and discussed many times in this esteemed Dewan and in other forums.
It is very relevant and important because this development agenda is not only directly related to the aspirations and direction of the country but also acts as a foundation for political stability, socio-economy, prosperity, well-being, and the security of the nation and its people.
If we analyze the results of our discussions over these four days regarding the implementation of this vision, it clearly shows that we are not lacking in expressing new, meaningful, strategic, and positive suggestions and ideas based on the current state of the country and the developments in global geopolitics and socio-economics. We also specifically and openly try to explore in detail the essential elements contained in the 3 blueprints that have been formulated, including highlighting feedback from the people and residents.
Additionally, we also provide suggestions for the way forward to help address the current issues raised. As an added value, we have also proposed several strategic steps towards increasing the effectiveness of the implementation system, monitoring, and reviewing several aspects of this vision so that it is result-oriented.
Kaola appreciates that many initiative efforts have been, are being, and will be implemented by the government in achieving this vision so far. Likewise, we acknowledge the importance of strengthening alignment, coordination, and integration of relevant agencies so that its implementation is faster and more directed to produce a large, broad, and comprehensive impact. This is also to avoid duplication of areas of responsibility and wastage of resources.
We also recognize that one of the key aspects towards realizing Brunei Vision 2035 is our collective unity, consensus, and high commitment as citizens and residents of this country in supporting and translating these ideas into a reality that will create a significant positive impact. What is important is the involvement of the people at all levels toward achieving the goals enshrined in this vision according to their roles and capabilities.
Towards this end, kaola proposes that the issues and constructive suggestions in our discussions be thoroughly examined for their relevance. Any policy, regulation, or program that can yield immediate results, known as low-hanging fruits, will be implemented as soon as possible so that its benefits can be felt by the people and residents of this country.
Meanwhile, viable proposals that require further examination will be analyzed for feasibility and involve relevant agencies to produce integrated, robust, and solid project programs. This is to ensure its implementation proceeds smoothly and according to the set targets.
Yang Berhormat Yang Di-Pertua. Praise be to Allah, during this 21st legislative session overall, this Dewan has also witnessed several updates and the implementation of new policies that provide a positive and impactful signal towards the nation's progress. It not only injects strong enthusiasm into the community of businessmen, local entrepreneurs, and citizens and residents but also demonstrates the seriousness and commitment of the country in efforts to attract more direct foreign investors to collaborate with local entrepreneurs to jointly activate and stimulate the country's economic activities comparable to other countries in the region.
Kaola fully believes that the positive effects from handling these new policies and regulations, God willing, will provide multiple effects or spin-offs to the country holistically.
It is expected to open up even more local business opportunities, which will help expand the country's income base, slightly enhancing and strengthening the country's fiscal position, God willing.
Therefore, kaola hopes that the feedback provided by Your Honourable Members will be received positively, constructively, with an open mind, so that any future policies formulated will be more robust, solid, and supported or bought into by all levels of citizens and residents of this country as a whole-nation approach. It is also important that any new policy or regulation formulated and implemented later be followed through at every level of implementation clearly and transparently to avoid different interpretations that could delay the process.
Efforts to accelerate the process through business readiness are also expected to help improve the country's business ecosystem so that it will be more conducive, proactive, and business-friendly. This, God willing, is hoped to open up more business opportunities, enterprises, ensure, and at the same time expand the country's economic pie for all citizens and residents of the country to enjoy thoroughly.

We are grateful to Allah Almighty and express our highest gratitude to His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, for his wise, authoritative, and visionary leadership. Because of this, the people and residents of this country have and will continue to enjoy a prosperous life in a peaceful, harmonious, and safe environment. Amen, O Lord of the Universe.
To move forward with swift and orderly actions towards achieving the Brunei Vision 2035 goals, we will always adopt an open attitude in addressing any questions and receiving any suggestions and ideas presented by all parties, including those submitted by the Appointed Members in this esteemed chamber.
Alhamdulillah, with the commencement of the Majlis Mesyuarat Negara sessions being held twice a year starting this year, following the consent of His Majesty during the First Session of the Majlis Mesyuarat Negara earlier this year, it symbolizes how His Majesty pays attention to the continuous implementation of actions by all parties. This is intended, among other things, to further accelerate economic growth and efforts to diversify the country's economy towards achieving the goals of Brunei Vision 2035.
As with the 2024 session of the Majlis Mesyuarat Negara last year and especially throughout the First Session of the Majlis Mesyuarat Negara in 2025 and throughout the Second Session that lasted for four days until today, many matters, issues, and questions have been raised, and many suggestions for debates have been discussed regarding the planning contained in the three blueprints shared previously.
These questions and suggestions are not merely to stand up and discuss but to channel the voices of the people and residents of this country. All of these serve as various platforms for us to take steps forward to implement appropriate and swift actions with the aim of achieving Brunei Vision 2035.
Kaola focuses this time on, firstly, strategies and policies towards government spending savings. Secondly, steps and initiatives towards increasing national income. Thirdly, conveying the benefits to entrepreneurs, including the youth, to ensure that business operations are accepted in supporting efforts to further enhance the country's economy, including driving enterprises and businesses, diversifying the national economy, so we are not dependent on oil and gas revenues; and lastly, introducing current issues involving the national economy, youth, continuity of national agenda, and public welfare.

At this closing session, with the world being very unpredictable and with uncertain economic situations, among others, with Trump's policies imposing tariffs, Kaola believes that giant companies in countries with the highest tariffs imposed on them will seek alternatives and look to other countries, including ours, seeking investment opportunities as FDI to relocate their enterprises. The question is, are we ready when they knock on our country's door?

The debate motion by Kaola a few days ago touched on the importance of swiftly and orderly implementing the plans contained in the blueprints. Once again, Kaola would like to summarize that the key to achieving the aspirations of Brunei Vision 2035 is the timeline of action and implementation procedures that require coordinated strategies and policy changes necessitating a whole-of-nation approach.
In Kaola's opinion, the implementation of strategies and policy changes must be aligned not only from the government side but also taking into account the voices and views on issues and needs from the grassroots and people. The facilitation processes from some government ministries and relevant departments also need to be improved to ensure that private sector operations run smoothly and quickly in striving for national development and economic growth.
The private sector is part of the engine for economic growth alongside the public sector. If the private engine element is affected, it will also affect the entire engine, and the steps forward will be impaired. It is also with pleasure that Kaola wishes to touch on here that while we implement all the planning contained in the blueprints, we also need to be aware of not overlooking taking action on small matters that we do not see or matters that we consider only as minor issues as challenges at this time.
What Kaola believes is the source that will become significant if not taken into account in our actions. For example, Yang Berhormat Di-Pertua, what we see clearly and is still happening and becoming more prevalent is the renovation and additions to specific houses. Kaola takes the example of houses in the National Housing Scheme area made by unlicensed contractors, freelancers, most of whom are foreigners. This activity, which we indeed saw previously and until now, is still rampant.
This affects not only the safety of the respective homeowners, who are our citizens, but also impairs economic growth in the development sector, where registered contractors using expert services maintaining the safety and solidity are underutilized.
Kaola believes that with tight control or stopping this activity and with existing stringent regulations and penalties for unregistered contractors, it will reduce the rampant activities of foreigners and provide open opportunities for existing local registered contractors. This Kaola takes as a genuinely occurring example, and Kaola believes many more issues we do not see now will appear in the future.
Before Kaola concludes this closing, Kaola would like to record the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the wisdom, authority, and patience in steering the meetings throughout the first and second session of the Majlis Mesyuarat Negara this year. Appreciation and thanks also to Datin Jurutulis, the officers of the Majlis Mesyuarat Negara Department, who worked tirelessly behind the scenes, RTB crews, and the media, as well as other officers serving throughout both sessions of the Majlis Mesyuarat Negara with their hard work and effort.

Kaola extends the highest gratitude to His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for his noble consent for the Majlis Mesyuarat Negara to convene twice a year. This is not just an increase in frequency but a symbol of trust and great responsibility from His Majesty towards MMN to continue being relevant, responsive, and functioning as the voice of the people and the national policy review.
This change also reflects an institutional transformation that meets the needs of the times, where the people's voices have to be heard more frequently and swiftly. This session truly reflects a new dynamic in the journey of MMN, from debating essential motions that touch on the country's direction to questions that touch the pulse of the people, such as welfare, healthcare services, education, employment, and basic needs, all of which provide a comprehensive picture of current issues faced by the people of various sectors.
Kaola sees a noticeable change whereby this Chamber is moving towards a more open, substantive, and mature track. As a district representative, Kaola has witnessed how community issues that were once conveyed only through conversations in mosques, coffee shops, or charity functions, are now officially addressed in this Chamber.
This represents a cultural and structural shift that we need to preserve. The people's voice is no longer just a grievance but has become a policy voice. It is a proposal voice and a voice recorded in the country's history through the session hansard, and more importantly, the people's voice is not left unheard but is welcomed, answered, and followed up with more structured improvements. In these two sessions, Kaola also observes that the role of an MMN Member is not limited to just attending and voicing out but also involves responsibility after the sittings. How an issue is raised? To what extent it follows through with action and whether the people see the changes occurring.
That is what determines the value and effectiveness of our contributions. Therefore, Kaola believes that the relationship between members and ministries, and implementing departments needs strengthening. Not just during the sittings but also between the sitting seasons. Kaola sees this space as an opportunity to continue improving the work system and how we convey information so that the people not only follow but also understand and appreciate the majlis's role value.
Thus, Kaola opines that the next phase to focus on is ensuring comprehensive follow-up actions on questions, suggestions, and Motions that have been put forward. Whether through development reports, dialogue sessions with ministries, visits to relevant places, or fixed monitoring mechanisms.
It is essential not to leave those issues on the session table; we must ensure continuity between the voice within the Chamber and the actions outside to uphold and fortify public confidence in this system. Kaola also takes this opportunity to express the highest appreciation to Yang Berhormat Yang Di-Pertua for the wise leadership in conducting this session with full wisdom and decorum.
Likewise, to Yang Mulia Datin Jurutulis and all the secretariat staff who have dedicated time and energy to ensure each day of the session runs smoothly, orderly, and meaningfully.
Lastly, in the spirit of brotherhood and togetherness, Kaola also prays for our brothers and sisters facing trials and challenges, whether in terms of health, life hardships, or other trials. May they be granted strength, perseverance, and protection from Allah Almighty.

The biannual meeting of the Legislative Council is a first-time initiative, symbolizing historical momentum towards transforming and elevating the institution of the Legislative Council. In my opinion, Alhamdulillah, this Second Session has been optimally utilized in the Bruneian cultural setting as a platform for exchanging thoughts and opinions geared towards enhancing national development progress and the welfare of the country's people, focusing especially on the three blueprints toward the shared effort to realize Brunei Vision 2035.

Kaola also express the highest gratitude and appreciation to the Cabinet Ministers for the statements and clarifications that encompass various dimensions and for the positive responses to the issues raised by abiskaola in this esteemed chamber.
However, it is the aspirational and high hope of abis kaola on this side, that whatever is discussed, especially the analysis, views, targets, recommendations, and inputs shared, including during the Consultative Sessions at the ministries and related agencies, that it can be used as value-added to the development agenda bringing benefit and welfare deserving of attention and appropriate action. This takes into account the feedback and grievances voiced by grassroots communities and local businesses.
The main goal is intended solely to improve and further empower any planning, policies, processing initiatives, and action plans undertaken, moving forward more aggressively and progressively towards a more dynamic and resilient socio-economic capability to ensure achieving, insya Allah, not only the peak of Brunei Vision 2035 but also making the country a Baldatun Tayyibatun Warabbun Ghafur. On this occasion kaola would like to raise the issue of economic leakage and cash outflow, which are challenges to be addressed comprehensively and strategically because they can bring negative economic impacts, not only affecting growth and reducing the multiplier effect but also hindering the country's economic and business activities. Additionally, it results in a reduction in demand, sales, and service aspects of various business activities in the country, and also impacts job opportunities.
According to the Tourism Malaysia Report, the people of Brunei Darussalam spent $1.1 billion in Malaysia in 2020. Additionally, according to a Bernama report, Brunei Darussalam remains the fifth-largest source of tourist arrivals to Sabah and Sarawak, with 811,083 recorded in 2023.
Based on this information and statistics, it shows not only an increasing trend in the number of Brunei residents visiting neighboring countries but also increasing cash outflow from this country. The question is, how can strategies and procedures attract and encourage the people of this country to continue spending more so that the cash cycle remains within this country while boosting business activities?
In my opinion, it would be good for concerned agencies to be attentive if possible, and consider appropriate measures and action steps in addressing such issues to minimize the negative impact of economic leakage which is more significant to the country.
At the same time, to balance the economic leakage impact in the country, the tourism industry plays a crucial role in making vigorous efforts, promoting aggressively to enhance the attractiveness where Brunei Darussalam becomes a choice for tourism destinations, including encouraging domestic tourism.
If the country is able to attract more tourists to the country, Insya Allah, it brings advantages with a more progressive positive impact not only from a multiplier economic impact aspect but also a spin-off economic effect leading to more dynamic and sustainable national economic growth.

Kaola welcome and acknowledge the ongoing efforts of the Ministry of Religious Affairs through the Department of Zakat, Waqf, and Baitulmal in updating and providing a new guideline for zakat distribution, aligned with the minimum basic needs of the application requirements and zakat distribution scheme categories.
It is also understood, up to this time, the monthly assistance rate through the National Welfare Scheme and Islamic Religious Council is calculated based on estimates issued by the Department of Economic Planning and Statistics, Ministry of Finance and Economy based on the 2015/2016 expenditure study, which is more than 10 years ago.
However, kaola believe that the Minimum Cost of Basic Needs aligned with the monthly welfare assistance rate should be reviewed and updated from time to time, so as not to add burdens or affect the standard of living of aid recipients.
This is in line with the current reality and also to ensure that the value of the rate is in accordance with the actual basic needs, especially due to the significant increase in living costs.
The evaluation procedure for this assistance scheme rate should be based on shariah law, which is the guideline for setting Had Al-Kifayah.
Finally, let us all together pray to Allah Subhanahu Wata’ala and seek the intercession of our great Prophet Muhammad Sallallahu Alaihi Wassalam, so that His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and the Royal Family are always granted guidance, blessings, extended age, and health, with prolonged wellness under the protection and guidance of Allah Subhanahu Wata’ala. Assalamualaikum warahmatullahi ta’ala wabarakatuh and warm greetings. At the beginning, kaola express the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for allowing kaola to participate in delivering the adjournment speech this afternoon.
On this occasion, kaola with utmost respect and honor once again offer the highest gratitude to His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for gracing the Official Opening Ceremony of the First Meeting of the 21st Session of the National Council in February and for consentingly delivering a decree in this esteemed chamber approving several major changes in the National Council, specifically regarding the frequency of sessions to twice a year, updating the procedures and working processes of the National Council, and drafting a Code of Ethics for Members of the National Council.
These changes clearly reflect the noble desire of His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam to enhance the procedures and working processes of the National Council to be on par with the best practices of regional and international parliaments, while demonstrating His Majesty’s confidence in all the members in this esteemed chamber as a strategic debating platform in a transparent and committed team, based on the interests of the people and national progress.
His Majesty’s decree during the First Meeting of the Brunei Vision 2035 Supreme Council in 2023 also emphasized that the Brunei Vision 2035 should not remain as rhetoric but be implemented with seriousness and integrity.
The decree called for responsible, transparent leadership ready to identify and rectify weaknesses for the welfare of the people and national advancement.

Kaola am pleased to record the highest appreciation and congratulations to Yang Berhormat Yang Di-Pertua for leading this assembly with full authority, patience, and wisdom. Kaola also take this opportunity to congratulate Yang Mulia Jurutulis on being awarded the Distinguished Order of the Defenders of the Brunei Crown Second Class, D.P.M.B., and to express highest appreciation to Yang Mulia Jurutulis and all the staff of the National Council’s Secretariat Department for their commitment to ensuring the smooth running of this session.
Kaola would also like to extend congratulations and thanks to the Honorable Cabinet Ministers for their close cooperation in providing transparent and sincere responses to the questions raised.

Alhamdulillah, with the grace of Allah Subhanahu Wata’ala, the government of His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam has allocated a National Budget amounting to $6.53 billion for the Financial Year 2025/2026 with the theme “United in Building a More Prosperous Future” to ensure the continued welfare and well-being of the people under His Majesty's wise leadership.
Throughout the session, many issues and challenges were raised, and ideas, views, and suggestions were presented covering various aspects such as economy, social, and technology.
Among them is the importance of collaboration across ministries, sectors, and communities to ensure policies are implemented efficiently and effectively. This highlights the urgent need for civil service reform with a focus on outcome and productivity, system alignment, and impact evaluation transparently.
In supporting MSMEs, the priority of strong support and ensuring low and medium-complexity tenders are awarded to Brunei citizen entrepreneurs who are the rightful owners of the companies and who manage them fully.
On this occasion, kaola would like to record the highest appreciation and congratulations to Yang Berhormat Menteri Hal Ehwal Dalam Negeri and the ministry's staff for leadership in making local products from MSME entrepreneurs as official souvenirs during the Audience and Honors Ceremony in conjunction with the 79th birthday celebration of His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam recently.
This approach not only reflects consistent support for local enterprises but also sets the best example of how state events can be utilized to strengthen the branding of local products and directly contribute to the socio-economic advancement of entrepreneurs.
The continuous reliance on aid and the persistent dependency on assistance among individuals capable of working, along with the rise in social crime issues, demand integrated action to address them.
In this regard, strengthening and upgrading the National Welfare System not only as a provider of aid but empowering recipients to be self-reliant and strengthening the National Council on Social Issues as the main coordinator of the National Social Policy is very important.
Alhamdulillah, it cannot be denied that many efforts have been initiated by the government, and kaola believe the people appreciate this dedication, while at the same time hoping that changes can be felt in daily life in the form of more opportunities and facilities and their involvement in national development.
With ongoing resolve and unity, the challenges are given due attention to ensuring protection, well-being, and justice for all levels of society. The existing blueprint documents reflect the government's commitment to understanding the needs of the people.
Kaola believe Brunei Vision 2035 can only be realized with a spirit of unity, a culture of delivery, high accountability, and integrity. A whole-of-government and whole-of-nation approach must also be effectively implemented through efficient coordination, execution, and bureaucracy reduction.

Kaola wish to reiterate kaola's statement during the vision debate the other day that the illustrious nation of Brunei is not merely an aspiration but must be embodied as a national agenda. We are a united team with high integrity, practicing a culture of delivery and accountability to build a brilliant, fair, and sustainable future.
Finally, kaola conclude this debate by praying to Allah Subhanahu Wata’ala to prolong the life of His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, bestow His blessings upon him, grant him health and wellness, and extend this to the entire royal family and citizens.
May Negara Brunei Darussalam continue to remain peaceful, prosperous, and blessed in this world and the hereafter, Amin Amin Ya Rabbal Alamin.
