Thank you Yang Berhormat Yang Di-Pertua and thank you also for the question posed by Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman regarding exploring collaboration with neighboring countries, Sarawak and Sabah, in the agri-food industry.

Alhamdulillah, regarding the question, bilateral meetings and cooperation between the Ministry of Primary Resources and Tourism and the parties from Sabah and Sarawak have been actively conducted since 2023.

To enhance cooperation and strengthen the development of the food industry, seed technology, food processing, and trade between Brunei and also Sabah and Sarawak. This effort has borne fruit as processed agrifood and seafood products have begun to be exported to Sabah and Sarawak with an export value of 3.34 million from 2023 to 2024. In 2024, Brunei Darussalam successfully exported meat-based food products to Sarawak and Sabah for the first time. This is an encouraging achievement, especially for the agrifood industry in this country.

The ministry, in collaboration with the Ministry of Finance and Economy, is also exploring opportunities for cooperation and investment in commercial rice cultivation and livestock industry to further strengthen the country's food security. These efforts are also focused on looking at opportunities for cooperation such as contract farming with operators and farmers in the BIMP-EAGA region, especially Sabah and Sarawak.

The Ministry of Primary Resources and Tourism has established an agri-food task force in efforts to increase and enhance the marketability of agrifood fisheries products not only in the local market but also in foreign markets.

Among the priority markets targeted are the Sabah and Sarawak markets. In connection with this, the ministry has also participated in agri-food expos and business-to-business networking sessions in Sabah and Sarawak to promote the country's agrifood products.

Furthermore, as kaola mentioned last Thursday, the ministry, in cooperation with the Consulate General of Brunei Darussalam in Sabah and Sarawak, is promoting coffee culture-based tourism through the Brunei Coffee Trail Campaign in Miri, Sarawak and Kota Kinabalu, Sabah. Thank you Yang Berhormat Yang Di-Pertua and thank you also for the question posed by Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin regarding steps to introduce agritourism income in the country. First of all, peramba, kaola would like to thank Yang Berhormat Pengiran Haji Isa for the question.

The Tourism Development Department in collaboration with the Department of Agriculture and Agrifood have identified several sites under the control of the Department of Agriculture and Agrifood to be developed as agritourism activity destinations. To ensure the success of this initiative, the first step is to prepare farm operators so that their products are ready for agritourism purposes.

In this regard, several capacity-building trainings have been provided including product enhancement and promoting agritourism packages to tourists and stakeholders. The fees received from these tourism activities will become a source of supplementary income for farm operators. However, the operating hours of tourism activities will be controlled to not affect the daily routine and main operations of the farms and remain focused on agricultural production.

Among the tourism services offered at several farms identified in the country for agritourism activities are farm visiting programs, farm tours, fruit and vegetable picking activities, as well as other activities that provide farm life experiences. Currently active farms in agritourism include Mori Farm in Sinaut, IAM Food in Tungku, Labiulicious in Lamunin, MPK Katimahar in Brunei-Muara District, Ecoponies in Tutong District, and Tropikal Utama Coffee Farm in Labi.

In terms of promotion, official tourism websites and social media platforms have featured these agritourism sites with visual content and visitor testimonials. Several introductory visits, farm trips with tourism agencies, influencers, and media have been conducted. In addition, tourism packages involving farm visits have been arranged with local tourism agencies in collaboration with hotels, transport providers, and educational institutes to support educational visit programs. However, although agritourism is encouraged, increasing farm agricultural production remains a priority for the Ministry of Primary Resources and Tourism.

The issue regarding Permanent Residents and citizenship applications was previously presented in the Motion of Debate on 6th August, however, kaola will share again in this esteemed Chamber. The number of applications for citizenship of Negara Brunei Darussalam from 2010 until 2nd July 2025 is 12,200 out of 17,068 applications received. One of the initiatives of the Ministry of Home Affairs and the Immigration and National Registration Department is to accelerate the citizenship process by appointing the Chairman and Members of the Malay Language Board again since 1st September 2022. Alhamdulillah, since the appointment, four written Malay Language tests involving 2,835 candidates and four Malay oral tests for 346 candidates from 2023 until July 2025 have been conducted.

It is also worth clarifying that the process for citizenship application is transparent where the application requirements can be found in the application checklist downloadable from the Immigration and National Registration Department's website. The application process and granting of citizenship adhere to the principle of non-discriminatory justice based on the stipulated conditions in the Brunei Nationality Act Chapter 15 without preference for background, age, religion, or race. This includes every applicant having to submit the required documents before their applications are acknowledged and accepted for processing.

Regarding the question by Yang Berhormat Awang Lau How Tech regarding the ministry’s strategy to expedite the processing of applications for Permanent Residents and streamline the path to citizenship without involving national security needs and social integration, the Ministry of Home Affairs and the Immigration and National Registration Department have initiated by updating the guidelines and eligibility criteria for categories of application to obtain Permanent Resident status of Negara Brunei Darussalam starting on 31st December 2024.

This includes reintroducing categories of applications that were previously removed in 2017 as well as revising the requirements, among which are shortening the requirement period for marriages from reaching 20 years to reaching 10 years for the category of stateless Brunei men married to Brunei Darussalam women and stateless Brunei men married to stateless Brunei Darussalam Permanent Resident women.

Additionally, the updated criteria include removing the age limit and conditions for adoptive parents having biological or adopted children of the same gender in the adoption children application conditions.

These updates aim to facilitate and expedite the application process based on eligibility while caring for the welfare and well-being of applicants. Certainly, with the updating of these conditions, it can further expedite the application process for citizenship according to the set Permanent Resident duration requirement for citizenship application. Alhamdulillah, from the year 2020 until July 2025, a total of 1,454 applications for permanent resident status for stateless and foreign nationals have been granted Permanent Resident status in Negara Brunei Darussalam.

Thank you Yang Berhormat Yang Di-Pertua, thank you also to Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim for the question on the latest developments regarding the formation of an LBD policy to produce successful and competitive entrepreneurs.

To answer this question, in line with strategic goal 3 in the Ministry of Development Strategic Plan 2024-2029 and Local Business Development, LBD Circular number 01/2019, an initiative called the Contractor Development Program (CDP) has been implemented to support one of the three elements of LBD which is supporting the participation of local company owners. This program provides courses and briefings related to the construction industry aimed at empowering and increasing the capacity of local contractors, specifically companies wholly owned by local citizens.

The program is structured into two sessions and involves 30 participants for each session. The participants have undergone training conducted by appointed local training consultants, providing courses and briefings covering technical modules, management modules, and entrepreneurship modules by two project management experts from abroad.

The first session was held from 2nd to 12th June 2025, followed by a briefing on 1st and 2nd July 2025 delivered by local agencies such as the Labour Department, Anti-Corruption Bureau, ROCBN, ABCi, and also the Employee Trust Fund Company. The course modules delivered by the 2 external project management experts cover three main components: First, mastery of the planning and ability to make accurate and structured construction cost estimates. Second, the application of basic entrepreneurship and systematic financial management practices. Third, is the skill in project management including understanding the terms and conditions of construction contracts.

Based on the performance evaluation before and after the training, the increase in participant efficiency in the main modules was quite encouraging. We certainly anticipate the effectiveness of this program as a capacity development platform. Among the recorded improvements are: First, the Understanding Plans and Work Estimates module increased from 52 percent to 68 percent. Second, the Entrepreneurship and Financial Management Module increased from 40 percent to 84 percent. Third, Project Management and Contract Understanding increased from 59 percent to 74 percent.

Additionally, 84 percent of participants provided positive feedback, stating that the program has increased their technical understanding, confidence in project management, and readiness to participate and compete in government construction tenders. The second session of the Contractor Development Program (CDP) will continue this September, which will involve technical training such as understanding the preparation of tender documents and responsibilities as safety coordinators in improving the requirements for safety and health compliance at the workplace.

Insya Allah, the Ministry of Development also evaluates improvements to this initiative from time to time and expands the scope of training and participation. The overall initiative aims to strengthen the capacity and competitiveness of local contractors in preparing them for the increasingly competitive construction industry with the current industrial needs.

The Ministry of Health is very aware of the challenges faced. RIPAS Hospital acts as the main referral hospital in the country at the tertiary level for the entire population of Negara Brunei Darussalam since 1984. To ensure the hospital can meet current and future needs, the Ministry has identified and is implementing several strategic action plans.

Identified measures include, firstly, strengthening the patient discharge process. The discharge process has been updated to ensure more efficient patient flow and to reduce pressure on bed occupancy rates. One of the challenges is managing patients who cannot be discharged due to non-medical reasons, such as families not being ready to bring patients home.

Secondly, the transfer of long-stayers. Patients who can be discharged but still occupy beds are categorized as long-stayers and will be transferred to the National Isolation Centre Extension (NICE) building to free up beds for new cases. This center is being renovated to accommodate and meet the needs of long-stayers. In some cases, patients are considered neglected or abandoned and require social intervention and coordination with welfare agencies. Additionally, as a short-term measure while waiting for the new RIPAS Hospital building to be completed under RKN12, the Ministry of Health has implemented a decanting strategy for long-stayers. The primary purpose of this measure is to free up beds and increase bed capacity, particularly for acute patients needing immediate and intensive care. These patients will be transferred gradually to other suitable healthcare facilities like Hospital Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah without affecting the hospital's services; and

Thirdly, updating the National Health Infrastructure System Master Plan of Negara Brunei Darussalam. Based on the previous plan, the Ministry of Health has reviewed it to be more responsive and relevant to current needs. This includes improvements to existing facilities and the implementation of interim measures to enhance the efficiency of health facility usage, particularly at RIPAS Hospital.

Initiatives from the Ministry of Health in this regard include, as mentioned earlier, strengthening infrastructure and facility development, including the construction of a new hospital block with a capacity of 500 beds involving a provision of $120 million under RKN12. As a strategic measure to optimize the use of RIPAS Hospital space, the ministry is also planning to move ophthalmology services to a more suitable location. This is aimed at reducing congestion and allowing existing spaces for more critical services, particularly for acute cases.

What kaola would like to ask is the status of the development on the start of the additional block construction as Yang Berhormat Menteri Kesihatan has already provided an introduction during the 20th meeting in 2024 on the expansion plan for RIPAS Hospital. This matter should be given priority due to the many needs expressed, as mentioned by Yang Berhormat Menteri Kesihatan to enhance and also provide the best quality of service to Brunei citizens and offer the necessary care to patients in need.

Assalamualaikum warahmatullahi wabarakatuh and peace be upon you. Alhamdulillah, thank you for the question from Yang Berhormat Awang Haji Md. Salleh bin Haji Othman concerning the first-class ward facilities at RIPAS Hospital.

The Ministry of Health takes note and gives serious attention to the complaints and feedback regarding first-class ward facilities considered unsatisfactory.

We are pleased to inform that the Ministry of Health always pays serious attention to the quality of services and facilities in all government hospital wards, including first-class wards where patients are charged fees according to existing measurements. The hospital has identified several problems or issues occurring in first-class wards, such as damaged or missing equipment, furniture needing replacement, and hot water issues.

Currently, the hospital is working to carry out repairs continuously, with minimal disruption to patients or reduced first-class room availability. In addition, the hospital will continue to take proactive measures in asset care and maintenance as outlined in the following action plan. First, enhancing the quality of first-class wards. Improvements and upgrades to facilities in first-class wards will be implemented. In the past year alone, more than 45 television sets located in wards and clinics at RIPAS Hospital have been repaired, with 31 more in the process. Additionally, providing more comfortable and modern furniture and facilities will also be implemented. The aim is to ensure patient comfort is in line with the fees charged.

Secondly, regular monitoring and auditing. A special or ad-hoc team has been established to carry out regular monitoring of amenities and facilities in first-class wards. This approach is taken to ensure asset care is conducted systematically and proactively and not merely based on received damage complaints. Furthermore, as an improvement measure taken by the ministry to streamline the complaint reporting process and repair needs, each room will be equipped with guidelines and official procedures for providing feedback to the management.

And thirdly, outsourcing the Management and Maintenance of Facility Engineering or FEMS. The Ministry is in the process of outsourcing Management and Facility Engineering Maintenance services or FEMS, which encompasses comprehensive asset engineering maintenance. This includes maintenance of facilities in first-class wards. The tender process for this service is currently underway. Through the above measures, we hope the quality and atmosphere of the wards, including first-class wards, will continue to be improved and meet the expectations of patients and their families. The ministry also wishes to remind that all provided facilities are for communal use and must be taken care of properly.

Unwise usage can lead to damage and affect the comfort of other users. Therefore, to ensure comfort is consistent with the fees charged, mutual support, and responsibility are crucial in maintaining and enhancing services. For information, a comparative assessment based on first-class ward fee rates with neighboring countries has been conducted as a benchmark to ensure fees in Brunei are very reasonable and in line with the provided services. However, the Ministry of Health will continue to strive to be more effective so that any damages or discomforts will be more adequately addressed.

Thank you, Yang Berhormat Yang Di-Pertua and thank you also for the question posed by Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin regarding ways to address the issue of self-sufficiency in local rice production in the country.

As already abisperamba, kaola stated in my previous speech during the first session regarding initiatives to address the national food security issue, particularly rice. Essentially, there are two strategies implemented to strengthen domestic production and import supply, the first strategy being to increase the output and quality of local rice and the second strategy being to diversify rice supply sources. Under the first strategy, which is to increase the output and quality of local rice, the main focus is to encourage the use of rice varieties capable of producing high yields such as the hybrid rice Sembada 188 and the new rice variety Yuan 158 which can achieve yields of 5 to 7 metric tonnes per hectare per season.

Secondly is conducting research and studies on the suitability of new varieties for areas with irrigation systems and also extending it to areas without irrigation systems through close cooperation with companies and agencies from the People's Republic of China and also the International Rice Research Institute, Philippines. Thirdly, improving soil fertility through a regenerative agricultural approach, including the use of organic fertilizers to ensure crops can produce optimal yields while increasing the fertility of the cultivated soil.

Fourthly, is continuing efforts to improve farm infrastructure systems, particularly irrigation and drainage systems to support optimal rice production. Fifthly, is continuously enhancing farmer skills in utilizing best practices in rice production through courses under the Rice Farmer Field School, which are still conducted in all four districts.

The sixth is improving the quality of local rice through cooperation with government-linked companies (GLC), namely Wasan Milling Company (WMC) through enhanced post-harvest management, rice milling, and rice storage through the corporatization of the paddy processing complex in Wasan. Investing in new and modern equipment to double the milling capacity, up to 7 metric tonnes per hour from the existing machinery. Improving post-harvest management through the purchase of paddy drying machines and conversion to a wet paddy receiving system shortly to increase broken rice yield and improving grain storage management and the use of grain storage technology that can extend shelf life, such as hermetic storage usage.

Under the second strategy, which is to diversify rice supply sources, it is important because suitable field sites for commercial paddy farming are limited. Avoiding high-value forests, especially in terms of roles in carbon absorption and climate regulation, from being destroyed and recognizing that domestic rice production costs are higher compared to importing rice from abroad.

Therefore, currently, the government, through the ministry, in collaboration with other related agencies, is actively exploring opportunities for investment cooperation and also identifying other sources for paddy and rice supply, especially in the BIMP EAGA region including Sabah and Sarawak. Youth involvement is indeed still being carried out under youth involvement programs in agriculture that I, peramba, stated previously.

However, kaola would like further explanation on regenerative agriculture, could Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan delve deeper into this regenerative issue. Thank you.

In reality, the implementation of food security is not a short-term process. Therefore, it's not about changing or introducing new ideas, it's a long-term process. Hence, what was relevant a few months ago remains applicable. Nothing new has emerged except what kaola recently introduced, which is regenerative agriculture, the latest concept. Regenerative agriculture utilizes a cyclical concept, ensuring that farmed land is maximized for yield and continually improved.

Regenerative agriculture uses organic materials and organic farm waste to be plowed back into the land to improve it continuously. Previously, the Department of Agriculture used chemical fertilizers, now we are trying to enhance the soil using not only chemical but also organic fertilizers because it's proven that organic fertilizers can improve the soil, especially in terms of its acidity, pH levels.

It can effectively reduce soil acidity, but the outcome is medium to long-term, not immediate. Therefore, the Department of Agriculture and Agrifood is working on these medium to long-term goals, and we must start now to ensure continuous soil improvement. Any buildings or structures identified to have historical value are registered as ancient monuments and historical sites under the Antiquities and Treasure Trove Act, 1967 with revised editions 1984, 1990, and 2002, which are under the control of the Museums Department, Ministry of Culture, Youth and Sports.

Following the notification aligned with the registration, the Town and Country Planning Department will coordinate with the Museums Department any lists required to be integrated into urban and district development plans for preserved areas or buildings of historical or heritage significance.

The Development Ministry supports collaboration with stakeholders in identifying locations with historical or heritage value, suggesting land use and building control for preservation purposes, and providing recommendations for restoration and adaptive reuse of buildings with historical or heritage significance.

Thank you, Yang Berhormat Pehin Yang Di-Pertua and thank you to Yang Berhormat Dr. Awang Haji Mahali bin Haji Momin for the question for the Ministry of Religious Affairs on how it will improve the evaluation policy and career path of education personnel.

According to the question Yang Berhormat Pehin, it is understood based on a survey of education personnel in 2024, which found that 52 percent of teachers rated the evaluation and promotion process as unclear, that's one, or not transparent, affecting motivation and education quality.

In this matter, Yang Berhormat Yang Di-Pertua, the Ministry of Religious Affairs appreciates the initiative by some of the Your Honourable Members as a survey of education personnel was conducted last year 2024 and its findings were shared with the Ministry of Religious Affairs and also understood by the Ministry of Education. It was noted that 52 percent of teachers felt the evaluation and promotion process was unclear, or lacking transparency.

Additionally, the Ministry acknowledges that the survey involved 427 teachers, of which only 29 percent were from the Ministry of Religious Affairs. It is heartening to share that career paths specifically designated for teaching staff under the Ministry of Religious Affairs are through the Religious Teachers Service Scheme, SPGU, implemented in 2017 as a continuation of the current service schemes.

Information regarding this scheme has been disseminated to all teachers including school leaders. It has been ongoing continuous dissemination since 2017 particularly for new teachers especially during teacher induction sessions.

Moreover, an additional initiative implemented is the provision of a QR code, offering easy access for teachers to gain detailed clarifications on the development support process for the Religious Teachers Service Scheme SPGU. The Ministry of Religious Affairs is currently in the process of further evaluating the guidelines for the Religious Teachers Service Scheme SPGU to ensure it remains sustainable and effectively meets current and future needs.

Kaola expresses sincere gratitude to Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam for question 11, (PL192) regarding the steps the ministry is taking to expedite the review and amendment process of the Children and Young Persons Act, Chapter 219 and related laws to bridge the legal gaps concerning modern forms of abuse including digital exploitation and psychological abuse.

The Ministry of Culture, Youth and Sports is receptive to this suggestion and acknowledges the need to expedite the review and amendment process of the acts according to current needs that address child protection requirements from any form of exploitation. In this regard, peramba/kaola/I would like to share several platforms and steps that have been and are being taken by the Ministry of Culture, Youth and Sports in addressing such cases.

Among them, firstly, strengthening the National Framework on Child Protection, NFCP as a national guide to develop a child protection ecosystem, including strengthening cooperation among key agencies. The key agencies kaola refers to come from various sectors. For example, in the social sector, social workers from JAPEM, penghulu mukim, village heads, NGOs, and also the general public.

In the Education Sector, principals, counselors, caretakers of child care centers, and under the Schools Department, Private Education Department, Islamic Studies Department and Tahfiz and Arabic Schools. In the Enforcement Sector, the Royal Brunei Police Force, Narcotics Control Bureau and Religious Enforcement. In the Health Sector, professional medical officers, social medical workers, government hospitals and private hospitals. Therefore, these are examples of the agencies and professional officers involved in tackling such issues.

These agencies play a crucial role in child protection including protection from digital exploitation and psychological abuse and act as frontliners in terms of early detection, approach, and reporting. This is further strengthened through several mechanisms under NFCP including SAP which is a mechanism to identify children in need of protection and facilitate early intervention on any received complaints and Child Protection Reporting Protocol, CPRP which is a procedure for each sector to identify the next steps or follow-up actions. Both protocols, SAP and CPRP, have four versions for the four main agencies.

Secondly, the Child Online Protection Framework has been introduced since 2013 based on the child online protection initiative by the International Telecommunication Union, ITU. This framework is significant in aligning the actions of relevant agencies in protecting the safety of children in cyberspace, especially as the use of social media among children and teenagers becomes more widespread and vulnerable to cyberbullying, harassment, and sexual predators. The framework is currently under review for improvement to align with current needs.

Regarding the suggestion of reviewing and amending acts to close legal gaps on digital exploitation and psychological abuse cases, it is also noted that there are existing laws for these cases: Firstly, Section 509, Penal Code, Outraging Modesty of a Woman for cases involving women or teenage girls; and Secondly, Section 506, Penal Code, can be used for cases involving children in general such as online threats.

The ministry kaola embraces the proposal to enhance the legislation by Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam and further discussions will certainly be conducted with the Prime Minister's Office and relevant agencies to assess the need for amendments. This includes the proposal related to Section 23(1) which touches on the statutory duty of medical officers in reporting all forms of abuse without waiting for a victim's confession.

However, based on the provision mentioned in section 23(1) in the Children and Young Persons Act, Chapter 219, "If a medical officer is of the opinion that a child or young person whom he has examined or treated has been physically or emotionally injured as a result of being ill-treated, neglected, abandoned or exposed, he shall immediately notify a protector or a police officer" means the proposed statutory duty has certainly been considered according to section 23(2) provision, which states "Any Medical Officer who fails to comply with Subsection 1 is guilty of an offense and liable on conviction to a fine not exceeding $10,000" and further supported by subsequent subsections 23(3), 23(4), and 23(5).

Thus the need to amend legislation related to child protection is also supported by the outcomes of the national level workshop titled National Consultation on The Elimination of Violence Against Children held on 17 June this year. It was attended by government and non-government agencies. This workshop aimed to identify implementation gaps and weaknesses in policy enforcement and collectively formulate solutions to child violence issues, including online risks.

The Ministry of Culture, Youth, and Sports along with stakeholders have acknowledged the existing gaps in protecting children from violence, such as legal ambiguities or lack of clarity in legal provisions related to online violence and still non-comprehensive policy implementation, especially in tackling online grooming and cyber exploitation issues.

Some improvement proposals discussed include the need to update the law related to online sexual crimes. Before kaola concludes, I would also like to emphasize that the Ministry of Culture, Youth, and Sports along with other relevant agencies is certainly committed and very committed to ensuring every form of child protection can be empowered comprehensively and responsively in line with the current and future challenges.

The Ministry of Education has various roles in shaping students' lives, ensuring their well-being, and preparing them for the future. In this regard, students are actively monitored to prevent them from falling behind in the education system. Through various efforts and tracking systems such as Cohort Tracking, Student Attendance Management System, Program Harapan and Program Anak Harapan, and Program Ri’ayah Wa Mahabbah, students at risk of low performance and dropping out are monitored. Towards tackling the mismatch with graduate unemployment programs and industry alignment, the Ministry of Education promotes a comprehensive and nationwide approach emphasizing quality education, skill development, and close cooperation with various stakeholders.

These efforts are guided by all three blueprints and strategic plans of the ministry aimed at transforming Negara Brunei Darussalam into a dynamic and sustainable economy with a future-ready workforce.

Various efforts to enhance graduate employability in TVET, Politeknik Brunei, PB, and Brunei Institute of Technical Education, IBTE have implemented special schemes to involve industry instructors. At Politeknik Brunei, 35 industry instructors have been appointed under the Locum Tenens scheme for the period from January to December 2025. Whereas at IBTE, 21 instructors from the industry have been appointed under the Adjunct Lecturer scheme across various technical and professional fields.

This approach not only provides real-world exposure to students but also helps facilitate their transition to the workforce through practical experience gained during their studies. Addressing the teacher qualification gap, the Ministry of Education has taken systematic steps to align early education quality through formal guidelines for professional training programs, curriculum standards, and monitoring and control of private educational institutions.

To reduce the gap in minimum qualification for instructors in public and private educational institutions, initiatives advocated by the Ministry of Education such as the Continuous Professional Development Program, CPD, and the Brunei Teacher Standard Teacher Performance Appraisal, BTS-TPA for benchmarking teaching and learning quality are also extended to teachers and school leaders in private educational institutions and institutions under the control of the Ministry of Religious Affairs.

Some are forced to accept jobs outside their expertise or in the informal sector just to sustain their livelihood. This is a real challenge that could affect the potential for human development if not addressed at the root.

Secondly, this issue is closely related to our efforts in ensuring that the people truly enjoy a high quality of life, which is the core of the nation's vision. Quality of life not only means having a job or income but also includes stable housing, mental well-being, access to health, education, and a conducive environment. Therefore, kaola welcomes the measures taken by the government and at the same time suggests that a more holistic, comprehensive approach based on the current realities of the people be enhanced, including strengthening collaboration with the private sector, providing resilient entrepreneurship opportunities, and utilizing technology to generate new jobs.

First of all, kaola wishes to express the highest gratitude to His Majesty Sultan dan Yang Di-Pertuan of Negara Brunei Darussalam for His presence at the Official Opening Ceremony of the First Session of the 21st Legislative Session, Majlis Mesyuarat Negara Year 2025.

Kaola also records the highest appreciation to Yang Berhormat Yang Di-Pertua for the opportunity to participate in this adjournment speech and for the outstanding leadership in conducting the meetings with calm and wisdom. Kaola congratulates Yang Mulia Jurutulis on being awarded the Most Honourable Order of the Crown of Brunei Second Class (D.P.M.B.). The highest appreciation is also extended to Yang Mulia Jurutulis and the entire staff of the Department of Councils for ensuring the smooth conduct of this session. Kaola greatly appreciates the commitment of Yang Berhormat Cabinet Ministers who have answered questions and provided detailed explanations of efforts in each ministry.

Kaola welcomes the decree of His Majesty emphasizing that Wawasan Brunei 2035 must be implemented with earnestness and integrity and not merely rhetoric. The decree calls for leadership that is transparent, accountable, and courageous in rectifying weaknesses for the well-being of the people.

His Majesty has also approved several major reforms in the Majlis Mesyuarat Negara, namely: First, increasing the frequency of conferences from once a year to twice a year. Second, updating the procedures and working processes of the MMN according to the Standing Orders; and Third, drafting a Code of Ethics for Majlis Mesyuarat Negara Members.

This two-session framework provides meaningful space to refine the national budget and systematically focus on national strategic issues. This approach supports efforts to enhance transparency, policy effectiveness, and delivery of Wawasan Brunei 2035 objectives.

Although GDP growth shows an increase, Brunei Darussalam still faces revenue challenges and fiscal deficits. This demands more effective and comprehensive fiscal strategies. Investments should be targeted at resilient sectors with high productivity, emphasizing innovation and competitiveness. Public spending efficiency must be strengthened, exports increased, and reliance on imports reduced.

Projects under the National Development Plan, RKN, should be prudently executed, meeting schedules and budgets to truly add value to development. Progressive implementation performance needs to be continued, and lessons from RKN11 should serve as guidance for enhancing effectiveness in the next phase.

Brunei Darussalam is currently in a critical phase of national transformation as outlined in Wawasan Brunei 2035. This aspiration demands a solid foundation of a responsive and accountable public service, modern and inclusive infrastructure, and a united and resilient society. However, gaps in efficiency between agencies remain evident with only a few demonstrating effective performance. There is no room for the culture of "little napoleons" that undermines progress and public trust. Areas monopolized by foreigners should be reclaimed based on empowering citizens and a conducive entrepreneurial ecosystem.

Without a strong foundation, strategic plans like the Economic Framework risk remaining mere rhetoric. Infrastructure investment needs to focus on basic needs that support economic transformation, such as regional public transportation, entrepreneur logistics, rural digital infrastructure, and skills training centers in each district. This infrastructure is not just physical but also social and digital, building confidence, facilitating service access, and guaranteeing fair economic opportunities.

Although six main aspirations towards a sustainable economy have been outlined in the National Economic Plan, their implementation has not truly touched the root of society. The current reality calls for community-centric policies, beginning with listening to the people's voices. Without addressing basic life issues, transformation is hard to achieve. The most affected groups should be the starting point for change.

Thus, the establishment of cross-agency task forces is crucial to ensure policies reach the grassroots. Without a strong foundation at the grassroots, top-down plans just become fragile structures. If this gap is left unchecked, the third aspiration of Wawasan Brunei 2035 is threatened, and rural areas risk being left behind.

To strengthen the people's economic roots, kaola has high hopes for the proposal to implement the decentralization of the ecosystem, entrepreneurship ecosystem through the establishment of District Economic Satellite Centers in each district. These centers will serve as one-stop centers providing services like business registration, entrepreneurship training, digital mentoring, halal certification, and funding access. This approach aligns with the District Economic Specialization concept, enabling districts to form their own economic clusters based on local potential.

This initiative is expected to impact three main groups. First, young entrepreneurs who can now access opportunities without relying solely on facilities in the capital city. Second, family businesses and small industries, including cottage industries, will be assisted in terms of capacity strengthening and export competitiveness; and Third, local communities through the formation of modern cooperatives to manage joint economic activities, including the management of retail stores and the 1 Kampung 1 Produk initiative in a more organized and integrated manner.

In this framework, close cooperation with stakeholders is crucial to strengthening the local economic ecosystem. It is time to empower the people's economic ownership by reclaiming foreign-dominated business operations without providing clear opportunities to the local economy.

This requires a new, more competitive, and organized strategy. Truly, His consent is of great significance as it enables the debates to be more orderly and comprehensive while providing more opportunities to discuss national policies of concern to the people.

The State Assembly is the highest platform for making strategic decisions that have long-term impacts on the country's development. Every decision and resolution reached should be translated into implementation with full commitment and determination for mutual benefit, as well as continuous progress of our organization and country.

Alhamdulillah, throughout the First and Second Sessions, we have discussed many important issues that directly affect the continuity of development in Negara Brunei Darussalam. Among the main focal points are education, infrastructure, health, unemployment, poverty, and economic development. Each of these aspects is interrelated and requires a comprehensive approach and integrated cooperation so that the goals of Wawasan Brunei 2035 can be achieved successfully.

Overall, education in Negara Brunei Darussalam is not merely a learning instrument but a long-term national investment to build a knowledgeable and resilient society through holistic and forward-thinking policies. Brunei is on a solid track to achieve its educational aspirations in line with sustainable and inclusive national development.

With the ongoing implementation of the integration system, the aspect of student well-being should also be given attention, especially in terms of their comfort in fulfilling their religious obligations. This is particularly important for schools in remote areas, where there are still students who lack facilities and comfortable spaces to perform their prayers. Therefore, providing dedicated and comfortable places of worship should be seriously considered in support of the comprehensive moral development of students.

We are all aware that infrastructure development is essential for sustainable national development. However, the discussions have highlighted concerns over some ongoing challenges. These include delayed construction projects, unsatisfactory road maintenance, especially in rural areas, and the urgent need to enhance digital infrastructure nationwide.

These issues not only disrupt the smooth daily life of citizens but also hinder investment opportunities and efforts to bridge the development gap between urban and rural areas. Therefore, we urge the relevant ministries to expedite the implementation of strategic infrastructure projects and ensure value for money in every development expenditure.

In the health sector, the importance of strengthening the public healthcare system has been highlighted, with reports indicating an increase in non-communicable diseases such as diabetes, hypertension, and heart disease. At the same time, the healthcare system faces pressure from a shortage of professional manpower and facilities that need improvement. We greatly appreciate all the efforts initiated by the Ministry of Health; however, more steps need to be taken, including investing in human resources, updating medical technology, and more effective public health education initiatives. The health of the people is the foundation of the nation's welfare.

Even though Brunei Darussalam is blessed with abundant resources, poverty in various forms still exists in our society. Issues of inadequate housing, rising living costs, and inequality in access to opportunities have raised concerns. The existing Welfare Assistance Program is highly appreciated, yet its effectiveness needs to be re-evaluated to ensure it is not only a relief measure but genuinely helps citizens break out of the poverty cycle sustainably. We need to shift from a purely assistance-based approach to one of empowerment based on human dignity.

Moving on to issues concerning the core of our nation, which is the economy. Our discussions clearly reveal concerns about our dependence on the oil and gas sector. Although this sector still provides the main revenue, we must not forget that the world is moving towards clean energy and sustainability. Economic diversification is not just a slogan; it must become a reality. Investments in technology, modern agriculture, tourism, and the halal industry should be intensified. At the same time, national fiscal policy should be wise, prudent, and resilient against any global uncertainties.

As grassroots leaders, particularly in the context of the Mukim and Kampung Consultative Councils, the Mukim and Kampung Consultative Councils are official platforms established by the government to empower citizen participation in national development at the mukim and village levels. Within this framework, the Penghulu and Village Heads are not only responsible for listening to the grievances and issues of the residents but also play a role as facilitators in planning, implementing, and monitoring development projects and community well-being. However, continuous support and backing from related agencies are necessary.

The Mukim and Kampung Consultative Councils will continue to actively encourage resident involvement in initiatives like the One Village One Product Project. This project aims to increase the income of mukim and village residents through the production of quality local products, as emphasized by Yang Berhormat Menteri Hal Ehwal Dalam Negeri. The Mukim and Kampung Consultative Councils are not only encouraged to produce items such as dried foods and handicrafts but also to explore retail, services, and other businesses. This step is important to prevent the monopoly of foreign citizens in the villages.

With efficient and visionary leadership, the penghulu and village heads can ensure that the Mukim and Kampung Consultative Councils are not just discussion forums but truly effective platforms in generating economic growth at the mukim and village levels, strengthening community identity, and ensuring that the welfare of all layers of residents is preserved, in line with Wawasan Brunei 2035.

Praise be to Allah, kaola is grateful for the opportunity to deliver a deferment contribution on the last day of this session. First of all, kaola would like to extend the highest congratulations to Yang Berhormat Yang Di-Pertua for his wise leadership and patience in leading and chairing the entire two sessions of the 21st Legislative Session of the National Assembly this year, praise be to Allah.

Congratulations also to Yang Berhormat Yang Di-Pertua, Yang Mulia Jurutulis and all the secretariat staff of the Assembly for their continuous efforts in updating the process of the National Assembly and with the participation of the National Assembly in the Inter-Parliamentary Union, IPU, and Commonwealth Parliamentary Association, CPA, God willing, this will further align the Assembly's process with international parliamentary practices, God willing.

For the first time, this Assembly has successfully held two sessions in the same year. This is a positive sign showing the maturity of this institution and the readiness of Your Honourable Members to discuss public issues and assess the effectiveness of government policies openly. Praise be to Allah, in this second session, kaola together with fellow Honourable Members have been given the opportunity to debate the implementation of Brunei Vision 2035 which now has only nine years left.

Kaola views this as a historic milestone reflecting the maturity of this institution in manifesting the openness of government agencies to address public issues more inclusively. With the authoritative leadership of Yang Berhormat Yang Di-Pertua, the discussions in this honorable Assembly have proceeded smoothly, debating in a parliamentary manner befitting of Brunei, full of enthusiasm, mutual consultation with goodwill, politeness and respect even though differing in opinion but with the same goal, building a visionary country.

Kaola is guided by the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam during the Opening of the 21st Legislative Session last March, it is clear the role of Members of the National Assembly is to debate major issues including providing feedback on government policies to produce a positive impact on the welfare of the people. This is the mandate that kaola upholds in every session of the conference, a responsibility that kaola carries to bring the voice and issues of the people into this Assembly.

Praise be to Allah, this Assembly has become a field for intellectual engagement and open exchange of views. We may have different opinions, each through a biased lens with the data or information possessed. Kaola hopes that these differences are celebrated embracing our differences in the spirit of mutual respect because our goal remains the same with a check-and-balance system aimed at enhancing cooperation towards achieving the country's aspirations with patience. To ensure the future of the next generations will continue to enjoy the vast prosperity in the blessed land of Brunei Darussalam.

Kaola acknowledges that we all bear the responsibility to ensure that the journey towards the Brunei Vision 2035 goal proceeds in harmony and alignment. Kaola also acknowledges that as an Appointed Member, kaola does not possess the instruments of implementation or any fiscal or executive authority to implement any government policy. Nevertheless, the role of kaola and the Appointed Members is equally important as messengers of the people's voice, mirroring the reality of grassroots society and connecting government policies with the public understanding sincerely and responsibly.

Throughout these two sessions, kaola together with fellow Honourable Members have not hesitated to bring forth various issues from the difficulties faced by the youth in securing employment, the mismatch between salary and qualifications, the implementation of the Welfare Assistance Scheme in line with the principles of Maqasid Al-Shariah, the effectiveness of public service delivery to the challenges of sustaining local businesses and national economic stability.

However, kaola still believes that the basic needs of the people must be attended to and cannot be overlooked in our earnestness to fulfill the trust, so that they receive appropriate attention from government agencies. Even if we disagree with the views presented, at least take the time to evaluate, seeking to understand the differences, not to point fingers but to find solutions that bring mutual benefit.

Yang Berhormat Yang Di-Pertua.

We understand that the country still faces an annual budget deficit. Kaola accepts that many efforts have and are being undertaken to balance this issue. Kaola believes that with only nine years left before 2035, we need to be more realistic and focused in our implementation. As mentioned by the Minister of Finance and Economy II, the next five years are a very significant and critical period.

As kaola has suggested, the remaining nine years of vision implementation should be divided into three phases of each 1 to 3 years. This will provide clearer targets, periodic monitoring, and outcome-based reporting. This will ensure that every short- and medium-term plan can be delivered more effectively and responsibly and without waiting until 2035 to determine its effectiveness.

In this assembly, kaola has paid attention to the issue of functional illiteracy and the significant achievement gap between the PSR level and progress up to post 'O' level and beyond, with a comprehensive service database, kaola and the people are full of hope that the education authorities will analyze the fundamental causes of this gap and take appropriate action.

Yang Berhormat Yang Di-Pertua.

Additionally, kaola concludes the explanation of the Ministry of Home Affairs taking positive steps to increase local workforce participation rate. However, the issue raised about the Ali Chandran phenomenon and the large number of Work Permit Holders still requires a different approach to ensure their contribution towards the country's economic growth. Positive statistics should not obscure the fact that certain sectors are dominated by foreigners even though the license holders are registered under local names. Likewise, kaola is pleased to hear that there are already plans to ensure the gradual replacement of foreign workers with local workers.

May this plan be announced once it is completed. This step is important to ensure that the localization policy is truly manifested in certain fields and felt by the citizens. The main indicator to be measured is employment figures, can we provide jobs for our children? Kaola appreciates the explanation from the Ministry of Finance and Economy regarding the measures taken in the effort to enhance user understanding of the TAFIS 2.0 System. However, kaola wants to emphasize that delay in payments is not merely a technical issue or user skill but a cash flow problem affecting the continuity of vendor businesses relying on cash flow from the government.

Therefore, in addition to improving the process, perhaps the indicator that needs to be monitored is not just how many invoices are processed but how long the process takes and how much is processed within the stipulated time. It may be time for a stronger policy guarantee such as stipulating a payment period after complete invoices are received.

Hopefully, all our noble intentions in this Assembly are blessed by Allah and our efforts are blessed and have a positive and productive impact on Negara Brunei Darussalam, the nation, and the religion that we all cherish. Praise be to Allah, gratitude is extended to Allah the Almighty for with His grace the 21st National Assembly has been conducted smoothly and orderly, whereby throughout this conference consensus has been reached on all matters particularly in discussing and passing the Supply Bill (2025) for the 2025/2026 fiscal year for all ministries.

Kaola would like to extend the highest appreciation to Yang Berhormat Yang Di-Pertua for the leadership and guidance throughout the conduct of this assembly. Kaola also wishes to extend gratitude and congratulations to Yang Berhormat Ministers for the explanations given in response to questions from Your Honourable Appointed Members. Not forgetting all fellow Honourable Members who have shown great commitment, dedication, and responsibility in debating various issues related to the people and the country.

Kaola fully supports and welcomes the budget allocations approved in this honorable Assembly and hopes it will be spent prudently according to the planned needs. Starting this year, the National Assembly has convened twice annually in a harmonious situation. This development indicates efforts to enhance the effectiveness of policy discussions and proposal presentations to the government more regularly.

Kaola, as an Appointed Member of the Assembly, as a grassroots leader, respectfully supports the Motion of Adjournment of the 21st National Assembly considering several important matters discussed throughout this year's National Assembly sessions.

Firstly, budget allocation and its prudent use. In the first session of the 21st Assembly, the main focus was given to the presentation of the national budget, which is the most important fiscal policy document in national development planning. Here kaola would like to emphasize the need for every allocated expenditure to be carried out responsibly and prudently in accordance with the principles of transparency, efficiency, and effectiveness.

In the challenging global economic environment and the necessity for prudent public financial management, we must not take the distribution of resources lightly. Therefore, kaola fully supports the call for the relevant parties to ensure that budget implementation not only meets the needs of the people but also provides sustainable economic and social returns to the country. Besides that, the suggestions put forward by the Members on various aspects of policy and public service should also be given serious attention by the executive authorities. We hope it does not merely provide a meeting record but is genuinely implemented for mutual benefit.

Secondly, the Motion on the membership of Members of the National Assembly to IPU and CPA in the second session of the assembly included an important Motion involving the participation and membership of Members of the National Assembly in international parliamentary bodies namely the Inter-Parliamentary Union, IPU, and the Commonwealth Parliamentary Association, CPA.

This Motion reflects the country's desire to be more actively involved in inter-parliamentary diplomacy while strengthening the role of the National Assembly on the international level. With involvement in these platforms, Members of the National Assembly will be able to expand networks and cooperation with other legislative institutions, acquire knowledge on best practices in policy formulation, and enhance the capability to identify global issues that also affect the country. This participation indirectly will enhance the capacity of our country's legislative institution and contribute to more comprehensive and forward-looking policy development.

Thirdly, the Goal of Brunei Vision 2035. Also highlighted in the second session was the Motion related to Brunei Vision 2035, which is the country's main aspiration to build a nation with high education and skills, a dynamic and high-income economy, and a high quality of life. As a policy document that guides the country's development direction, Brunei Vision 2035 requires comprehensive cooperation among all institutions to ensure that the policies and initiatives implemented truly align with these goals. Kaola believes that with prudent budget management, strategic international involvement, and focus on long-term development through Brunei Vision 2035, our country will continue to progress sustainably and inclusively.

What is essential is to ensure that all strategic policies and planned implementations are not just short-term but can endure, remain relevant, and produce a lasting positive impact. May we all continue to be granted the strength and determination to carry on the trust and responsibilities entrusted to us.

His address during the recent Official Opening Ceremony signifies His Majesty's confidence in the ability of MMN as a platform for policy discussion, voicing the people's opinions, and providing a check and balance space.

As an Appointed Member, kaola feels that the experience from the first meeting to the second has been genuinely challenging and empowering, contributing not only opinions in specialized fields but also broadening understanding of the entire policy machinery and governance of the country.

In my capacity as someone directly involved in the Food and Agriculture Sector, kaola wishes again to draw attention to the importance of food security, which has also been discussed in this conference. This issue is not only economically related but also touches on the well-being of the people and the comprehensive development of the country.

The decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam regarding the growth of the Non-Oil and Gas Sector is an encouragement that needs to be translated into concrete action, including in empowering the National Food Sector.

Kaola believes that to ensure success in this field, we need an integrated approach involving all stakeholders from ministries, entrepreneurs, financial institutions, researchers, to consumers. We need to plan not only for production but also for processing, marketing, export, and workforce development in this field. Therefore, support for local entrepreneurs, especially agropreneurs and food enterprise operators, needs to be further enhanced with a more comprehensive and competitive approach.

In the context of entrepreneurship, kaola hopes that the domestic business environment continues to be strengthened, including the streamlining of regulatory procedures and the establishment of more inclusive business spaces, especially for small and medium enterprises. We need to pay attention to ease of doing business that truly affects entrepreneurs, not only in policy form. Throughout this conference, various views and proposals have been brought by Your Honourable Members from diverse backgrounds, showcasing the importance of diverse voices and reflecting the reality of the people.

As an Appointed Member, kaola acknowledges that this trust is not only to bring expertise in one field but also to contribute in an overall manner to the well-being and future of the country.

The quality of public service depends on the integrity and accountability of public servants and the level of service delivery meeting the people's expectations. The improvement of governance should be prioritized, especially facing new era challenges.

Professional work practices and discretion are important to avoid delays and losses. The issue of overlapping files and KIV status should be minimized through more efficient management. The misuse of power must be addressed seriously, and an open attitude towards constructive criticism should be nurtured for a productive work culture.

Policies of promotions based on excellent performance should be fairly implemented to motivate and enhance the quality of government administration.

Based on the Economic Chamber, the halal industry is now rapidly growing in the global market, with its value expected to reach nearly USD 5 trillion by 2030. Neighboring countries like Indonesia and Malaysia have become key suppliers of halal products internationally. Therefore, our country should seriously focus on this vast potential as an opportunity to compete regionally and globally. Negara Brunei Darussalam upholds the concept of Melayu Islam Beraja and practices Islam with full respect, surely possessing the potential to lead the halal industry significantly. This unique position and values form a solid foundation to drive a competitive halal industry development at the regional and international levels.

The Brunei Vision 2035 proposal presented is very meaningful, aligned with the desires of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam towards achieving the status of a developed country by 2035. As citizens, we must support and contribute to the implementation of this vision. Contributions are not only financial but, more importantly, our intent and sincerity to consistently commit for the advancement of our beloved country.

Additionally, kaola wants to emphasize the cleanliness issue, which still requires serious attention, though our country is often depicted as clean, there are still practices of littering carelessly and unsatisfactory maintenance of public areas. Kaola supports strict enforcement of laws against offenders and urges the intensification of cleanliness awareness campaigns in schools, districts, and villages. Integrated gotong-royong (communal cooperation) programs should also be revived involving all parties to cultivate a cleanliness culture as a daily practice of society.

With these integrated approaches, hopefully, we not only preserve the natural environment's beauty but also instill cleanliness values as part of Bruneians' identity.

Finally, kaola hopes for more inclusive and targeted initiatives to be highlighted by stakeholders, especially the government. In efforts of improving citizens' living standards, these efforts are hoped to shape competitive, independent, knowledgeable citizens ready to face future challenges despite certain difficulties but this is not a barrier for us to keep moving forward with joint efforts and high commitment.

May all planning and implementation efforts lead to a prosperous, stable, and enduring country aligned with the aspirations towards Brunei Vision 2035. Before kaola ends this closing speech in this esteemed chamber, allow me to conclude with a stanza of poetry.

We are grateful with the permission of Allah Subhanahu Wata’ala as we have been able to convene for five days in the Second Meeting of the 21st Legislative Session for the year 2025/2026.

First and foremost, kaola wishes to express deepest gratitude to the Majesty of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for consenting to hold the session in two phases. This change reflects His Majesty's confidence in the maturity of the nation's parliamentary institution. With the sessions held twice a year, this distinguished chamber now has broader and more focused opportunities to discuss and debate national issues in the interest of the people and the comprehensive and detailed implementation of government plans.

Kaola additionally extends the highest congratulations and appreciation for the leadership, wisdom, and patience of Yang Berhormat Yang Di-Pertua throughout this meeting, conducted in an organized, systematic, and perfect manner. Gratitude also to Yang Mulia Datin Paduka Dr. Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Awang Haji Hurairah, Secretary of the Majlis Mesyuarat Negara, and all officials and staff of the Department of Councils Meetings for their efficiency and cooperation throughout this assembly.

Kaola also wishes to express appreciation to all the Yang Berhormat Ministers who have provided feedback and clarifications throughout this assembly. The answers provided not only shed light on the questions raised but also strengthened mutual understanding of the country's strategic issues.

More importantly, the questions and debates this time have taken place in the spirit of the Malay Islamic Monarchy philosophy that teaches us to be open-hearted, accept differing views, argue with decorum and courtesy, and always prioritize the people's and the country's interests as guidance.

The upgrade in status in bodies such as the Inter-Parliamentary Union and the Commonwealth Parliamentary Association from observer to full member is an international recognition of the maturity of the nation's parliamentary institution. This development also reflects Brunei Darussalam's commitment to contributing meaningfully to addressing global challenges through principled, inclusive, and constructive parliamentary diplomacy.

For this closing speech, kaola wants to focus on several key areas that kaola has raised throughout this assembly. First, the need to enhance the excellence of public service as the frontline of the nation's development. Second, the capacity of youth and non-technical graduates in line with the development blueprint; and Third, the efficiency of the business ecosystem as a driver of inclusive economic growth.

All of this, kaola brings in the spirit of supporting the achievement of Brunei Vision 2035 effectively and with a real impact on the population. In the public sector, kaola emphasizes that the success of Brunei Vision 2035 greatly depends on the efficiency and integrity of the public service as the frontline of national development.

However, more than half of government agencies still remain at a low-performance level, something that requires immediate corrective action. This step needs to be supported by independent audits and a clear implementation timeline to ensure that the quality of public service delivery truly meets the people's expectations.

In terms of business sustainability, kaola also emphasizes the need to create a more conducive business environment. Issues such as delays in project implementation, the lengthy halal certification process, and other bureaucratic hurdles need to be addressed immediately. This step is crucial to ensure the country's economic potential can be fully developed without being bound by procedural constraints that hinder progress.

In this session's season, we have been given a broader space to debate national issues and blueprints that support the objectives of Brunei Vision 2035 extensively. This provides an opportunity to discuss and delve into not just the challenges faced but also finding realistic and implementable solutions. This session has proved that when the appropriate time and platform are provided, Your Honourable Members can present more comprehensive and strategic views for the benefit of the people and the country's progress.

In the discussion of Brunei Vision 2035, kaola touched on the full awareness that the success of the nation's goals not only rests on the strength of the technical sector but also on our ability to elevate the potential of non-technical graduates. They play a significant role in forming a more value-added economic ecosystem, particularly in areas such as the halal economy, cultural tourism, education, and ethical economics.

Kaola is pleased to draw attention to the whole of nation approach that we frequently mention in this session. For kaola, this approach must be practiced thoroughly, not just touched upon as a slogan.

The success of Brunei Vision 2035 requires sincere involvement and high commitment from all parties. We cannot just talk the talk, we must also walk the talk so that every policy reflects the spirit of unity and shared values that we uphold. When everyone is involved in providing input in policy-making and decision-making, there's a sense of ownership and shared responsibility, collective responsibility.

We need to move from the planning stage to comprehensive and consistent implementation. It is time we honestly ask, how much of the plans have truly reached the people? With just about nine years remaining before 2035, may I continue, Yang Berhormat Yang Di-Pertua, briefly? (Yang Berhormat Yang Di-Pertua nods in agreement) It seems and feels like time is moving fast. Plan after plan has been produced for Brunei Vision 2035 and various strategic blueprints created, yet the people do not assess plans. They opt for results that can be felt and seen.

Before kaola steps back, kaola seeks forgiveness if there were any words that were less pleasant and offended Your Honourable Members, and any lack of decorum in actions. All that is good comes from Allah Subhanahu Wata’ala, and all shortcomings are from kaola myself.

Lastly, kaola prays that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam and family, and his relatives are always under the blessings of Allah Subhanahu Wata’ala, granted health and wisdom and extended life to continue to lead the country. May Negara Brunei Darussalam remain peaceful, prosperous, and blessed in this world and the hereafter.

I extend my highest appreciation and gratitude to Yang Berhormat Yang Di-Pertua for the authoritative leadership in conducting this assembly with great success. My thanks also go to Yang Mulia Secretary, Assistant Secretary, and the entire working community of the Majlis Mesyuarat Negara for excellently coordinating the orderly and smooth running of this assembly.

The issue of rising prices of goods nowadays often becomes a topic of discussion among the populace as it directly impacts daily living costs. This situation becomes more burdensome given that our country heavily relies on imported goods from abroad, including raw goods that are basic daily needs. As a step to control expenditure, we must practice a frugal lifestyle by spending according to necessity.

From an economic perspective, rising prices of goods can contribute to the country's economic growth and provide profit opportunities for local traders and entrepreneurs, yet consumers remain wise in choosing quality goods at reasonable prices. The government must consistently monitor the entry of cheap, unsafe goods that can potentially harm consumers.

Kaola supports the efforts of the relevant authorities in consistently reminding the public about the importance of being careful when buying or importing goods through television broadcasts. This effort should also be enhanced by direct monitoring through on-the-ground methods.

Yang Berhormat Yang Di-Pertua.

In planning the nation's advancement, aspects of equity must be prioritized, especially in ensuring rural development is not left out within the progress momentum. This effort is important as part of the strategic measures towards realizing Brunei Vision 2035. Balanced rural development is crucial to reduce the urban-rural gap and ensure the benefits of development are enjoyed nationwide, including aspects of health, infrastructure, technology, and public amenities.

This strategic plan is expected to revitalize the interior regions experiencing population decline due to migration to new areas, such as under the National Housing Scheme.

A consolidated effort is required to attract residents back, especially the youth, with support in infrastructure, economic opportunities, and modern amenities through housing incentives such as construction subsidies, home repairs, and utility bill reductions for residents in rural areas under the new National Housing Scheme within rural development areas.

This is one of the main goals and ensures the overall comfort of the people. To achieve these targets, the government should implement certain strategic initiatives, especially efforts to repopulate rural areas through planned and integrated housing development. This measure not only aims to provide comfortable and affordable housing, but also to rejuvenate village communities that are dwindling due to migration to new housing areas.

Kaola asserts the importance of enhancing road safety, particularly concerning the provision and maintenance of road direction signs. Many signs in private areas are not well-maintained, causing confusion and accident risks. This measure is crucial for ensuring smooth traffic flow and preventing accidents in line with the increasing number of road users for the safety and well-being of all.

Kaola suggests: First, conduct regular audits and monitoring of road signs, including those in private areas. Second, establish guidelines and maintenance responsibilities for premises owners. And third, promote the use of smart or reflective signs that are weather-resistant and easily visible, especially at night.

Meanwhile, regarding recreational areas that are increasingly popular for healthy activities such as hiking and leisure walks, safety aspects require attention. Continuous monitoring and coordination from relevant parties are important for strengthening the safety of recreational areas for public well-being.

Before closing the Second Meeting from the 21st Legislative Session of the Majlis Mesyuarat Negara 2025, some motions, including the Brunei Vision 2035 Motion, were approved, which are essential as a deliberation process to mature Your Honourable Members and fulfill their responsibilities for the integrated progress of the nation and people, as the Malay proverb goes, 'heavy together we carry, light together we bear'.

In conclusion, on this opportunity, I humbly apologize for any mistakes during this assembly, whether realized or not. Kaola also requests that all views and voices expressed by Your Honourable Members will receive appropriate attention from the government for proper action in the interest of the people and the country.

For us, grassroots leaders will always keep eyes and ears open and will get down in the mud and dust, getting wet and dry with the community to see and hear their complaints and desires, to be heard and discussed together to find solutions. If the issue can be solved within our capacity, insya Allah we will solve it ourselves, and if it is beyond our capacity, here we will deal with the relevant agencies, though sometimes as grassroots leaders, we become a ping-pong ball, pushed here and there. Nonetheless, we face these challenges in order to care for and listen to the community's problems that we represent. It cannot be denied that occasionally, we also become the ball in a football game, grabbed at by players to score a goal.

First and foremost, kaola would like to extend the highest appreciation and congratulations to Yang Berhormat Yang Di-Pertua for your wisdom and discernment in steering this meeting orderly, courteously, and in a harmonious atmosphere. I also direct my thanks to the Jurutulis, Assistant Jurutulis, and all parties involved in successfully organizing the Second Session of the 21st Meeting of the Majlis Mesyuarat Negara, which has been arranged in a very neat, smooth, and perfect manner.

In this second session, we can observe several positive developments regarding the government's efforts in implementing the development agenda. Nevertheless, we understand that it is not easy to realize all the plans in a short period of time. What is certain is our responsibility to provide solid support, whether through contributions of ideas or assistance in each one's capacity and responsibility.

In the effort to fulfill the aspirations of the strategic goals and policy direction of the Social Blueprint of Negara Brunei Darussalam, particularly towards empowering loving, strong, and resilient families and developing a caring, inclusive, and equitable society, kaola would like to highlight that there are still families in our community living in hardship and need proper attention.

The issue of families living in dire conditions yet not qualifying for housing assistance because the land they occupy is not owned by them. Though classified as impoverished or poor, the status of the land becomes a major obstacle, as the Malay proverb says, "the eyes may not bear to see the burden, but the shoulders carry it." As grassroots leaders, kaola and colleagues are not exempt from facing various urgent public issues.

Kaola understands the importance of land ownership from a legal perspective but calls for a more flexible and humane solution. Suggestions include special mechanisms such as long-term lease agreements or temporary occupancy permits, strengthening cooperation between relevant agencies and grassroots institutions, and drafting long-term policies so that assistance is not hindered by land ownership issues, especially in cases of inheritance or ancestral settlements. With this inclusive approach, it is hoped that no family should continue living in hardship due to bureaucratic constraints that can be wisely addressed.

In addressing social security, kaola would like to voice concern over the influence of the digital world, which, if unchecked, can have serious negative impacts on society, especially on the young and families. Based on the analysis of the current situation of the Social Blueprint of Negara Brunei Darussalam, access to digital technology and the internet has increased significantly between 2012 and 2022, with mobile phone users increasing by 12.5 percent to 528,723 while fixed broadband penetration rose to 85.89 percent. This shows that Brunei citizens are becoming more digitally connected, including children, making the oversight of technology use very important to safeguard their well-being.

Kaola emphasizes that children's use of digital technology must always be monitored, and the role of parents is very important in ensuring its use does not exceed limits to the detriment of mental development, behavior, and emotions of children, which, if left unchecked, can disrupt family relationships, weaken learning focus, and erode family values. Therefore, kaola suggests enacting specific legislation to address digital neglect by parents or guardians. This law should include prevention and recovery characteristics, setting digital parenting guidelines, providing guidance and counseling programs, as well as establishing complaint and monitoring mechanisms by the authorities. Kaola believes this measure will foster a more caring and responsible society in line with the goals of the Social Blueprint Negara Brunei Darussalam in empowering loving, strong, and resilient families.

Yang Berhormat Yang Di-Pertua.

Kaola states that Temburong District is currently experiencing notable changes resulting from various development initiatives carried out by the government. One of the major landmarks of this transformation is the construction and opening of the Sultan Haji Omar `Ali Saifuddien Bridge, which not only connects Temburong with the main regions of the country but also opens up new opportunities for the development of the local economic and social infrastructure.

One clear example of this positive impact is the construction of the BIBD Connects building, which now provides access to modern banking facilities to the local residents, including user-friendly digital and Islamic financial services. This has also catalyzed socio-economic activities, facilitating micro-business operations and SMEs and becoming a catalyst for economic growth in the Temburong community. This is a form of integrated collaboration between the government and the private sector, directly involving the populace as the main driving force of socio-economic development in the Temburong District. Kaola is very confident that with increasingly complete infrastructure support as well as improved basic facilities, Temburong District has the potential to develop into a competitive district, especially in natural tourism, modern agriculture, and community entrepreneurship sectors.

To enhance access to social facilities for residents in Temburong District, the provision of modern and comprehensive infrastructure is very important. This effort not only facilitates the daily lives of the people but also aims to encourage both local and foreign investors to invest in this district.

With basic facilities such as good road networks, stable water and electricity supply systems, and sophisticated digital and banking facilities, Temburong District will become more competitive and attractive as a new investment destination. Directly, this will also support initiatives to invigorate economic activities in Pekan Bangar, making it more active, competitive, and subsequently providing spillover benefits to the local community in terms of job opportunities, entrepreneurship, and community development.

In closing, let us all pray and hope that all progress and development planned and being pursued will be implemented smoothly and successfully, without neglecting the religious values that are the core of our beloved nation's philosophy, Melayu Islam Beraja.

Especially in developing a competitive human capital that can contribute to the progress of the nation. Job opportunities should align with industry needs to ensure sustainable and inclusive economic growth.

Cooperation between educational institutions and the private sector is key through industrial training programs, technical field scholarship sponsorships, and the development of joint curricula that are practical and relevant to current markets and technologies.

Although these efforts have been carried out, their effectiveness needs to be continuously monitored and improved. Therefore, a systematic monitoring mechanism should be established, including the formation of a joint monitoring committee, scaled impact supervision studies, active participation of the private sector in curriculum development, and incentive schemes for companies contributing to human capital development. Although a committee at the Brunei 2035 Vision Secretariat level has been formed, my proposal hopes to receive attention as my contribution in supporting the implementation of these efforts.

Agriculture is a key sector contributing to the strengthening of the country's self-sufficiency level. The government has implemented large-scale rice planting projects in strategic areas, but rice demand still requires import support to meet domestic needs. The responsibility to ensure food security does not rest solely with the government but also with the entire population, in line with the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam that the development of Vision Brunei 2035 is a joint effort. Farmers are encouraged to plant various types of rice as a source of income and self-sufficiency support.

The government needs to strengthen encouragement programs such as seed subsidies, modern agriculture training, and local produce marketing support to increase community involvement and reduce import dependence. Furthermore, the food-based industry should be empowered with modern processing technology, training support, financing, and adequate facilities. The involvement of villagers and youth should be prioritized, as well as efforts to explore export markets to advance local products to regional and international levels. Through this, the country can ensure sustainable food security and be prepared to face future global challenges.

I deeply appreciate the spirit of the local young generation, especially the small and medium enterprises that are increasingly active in stall businesses with high-quality and innovative products. This helps invigorate the local economy, like during Ramadan stalls and festive stalls, but the high rental rates of sales booths are a burden to micro-businesses and new entrepreneurs.

Although the cost of providing facilities is quite high, the government should consider alternative support to ease their burden. Among the alternative methods proposed are: First, public-private partnerships where the government covers some facility costs, while private manages the location to lower rental rates. Second, a pay-as-you-sell scheme. A sales-based payment scheme for a fair rental rate based on actual sales. Third, a tiered rental payment scheme to facilitate entrepreneurs in managing their capital; and Fourth, this approach will provide balanced benefits to traders and the government, supporting the growth of the micro-economy and strengthening the national economy through active citizen participation.

On this occasion, I would like to apologize if there have been any actions or words from myself that may have offended anyone. My intention is solely to fulfill the entrusted duty of bringing the voice and issues of the people that require attention in this esteemed Assembly. I do not intend to belittle or criticize the government's efforts and initiatives in ensuring the continued advancement and development of Negara Brunei Darussalam. Instead, I am very grateful and appreciative of all efforts and government parties who always have a big-hearted and committed attitude in various aspects of implementation.

Finally, I sincerely hope that all planning and implementation always consider the well-being of the people and bring positive impacts that benefit the people and the country to realize the goals of Vision Brunei 2035.

Alhamdulillah, the Second Meeting of the 21st session of the Majlis Mesyuarat Negara has come to an end. On this occasion, allow me to sincerely express the highest congratulations to Yang Berhormat Yang Di-Pertua for his leadership and authority in chairing the Majlis Mesyuarat Negara Conference in this esteemed Assembly. With full wisdom, efficiency, and dedication, allowing this conference to run smoothly and successfully in a harmonious, conducive, and productive environment. My congratulations and appreciation are also directed to Yang Mulia Jurutulis for efficiently organizing the discussion agenda and the course of the conference in an orderly and smooth manner. Also to all the officers and staff of the Majlis-Majlis Mesyuarat Negara Department involved in jointly ensuring the success of this year's meeting.

I would also like to express congratulations and appreciation to my fellow colleagues and also to the appointed Your Honourable Members for playing their role and executing their duties and responsibilities excellently and with commitment.

Raising strategic issues and proposing suggestions and insightful views from the grassroots level for the well-being of the people and residents of Negara Brunei Darussalam while maintaining a mutual and respectful spirit and discussing amicably in line with the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam during the official opening ceremony of the First Meeting from the 21st session of the Majlis Mesyuarat Negara. The motions and suggestions put forward by Your Honourable Members are highly appreciated and well-received and will be carefully examined and assessed in terms of suitability in any policy formulation and strategic planning to be implemented based on necessity and priority.

During this meeting session, I found that there were issues raised that have been brought up for two to three consecutive years recently. I hope these issues are not just for the sake of being comfortably presented and highlighted in this esteemed Assembly, what is important, I sincerely welcome the presence of the appointed Your Honourable Members involved in discussions to deliberate any specific proposals related to the business sectors connected to agriculture, fisheries, forestry, and tourism in this country.

For the advancement of these sectors and to ensure these sectors significantly contribute to the nation's economic growth and also generate employment for local children specifically to the growth of the food and tourism sector in line with efforts towards diversifying the national economy away from relying solely on the results from the oil and gas sector. With this, I fully support the Motion of Adjournment presented by Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (B) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd. Yussof, Minister at the Prime Minister's Office and Minister of Defence II and appreciate the continuous efforts of the ministries involved in implementing the national strategic plan towards realizing Vision Brunei 2035.

Before concluding, I would also like to take this opportunity to apologize for any missteps or unsavory remarks during our time in this assembly. Finally, I conclude my adjournment speech with a prayer hoping that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam and the Royal Family will always be in good health, live long, receive blessings and assistance, and remain happy.

Let us all pray to Allah Subhanahu Wata’ala that Negara Brunei Darussalam and all its people will always be under His protection and be blessed with continuous progress, development, well-being, and prosperity under the wise leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam.

I also pray that Yang Berhormat Yang Di-Pertua and all Your Honourable Members will always be in good health, receive blessings and protection from Allah Subhanahu Wata’ala, and be granted long life with His permission. Amin Amin Ya Rabbal Alamin.

Your Honourable Members, Alhamdulillah, the meeting affairs have concluded. Thank you and the highest appreciation is extended for the closing speeches delivered by Your Honourable Members.

Alhamdulillah, first of all, I would like to take this opportunity to humbly express the utmost gratitude to His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, for His Majesty's gracious speech during the Official Opening Ceremony of the First Meeting of the 21st Session of the Negara Brunei Darussalam Legislative Council this year, where His Majesty's speech was very wise, meticulous, and progressive, especially in advancing the important role of the Legislative Council in the public administration system of this country.

I would also like to record my highest thanks and sincere appreciation to Your Honourable Members for the participation, support, and cooperation given in this year's sessions. Special thanks and appreciation also to Yang Mulia Jurutulis, Pemangku Timbalan and Assistant Jurutulis, the Chamber's Marshals, and all the officers and staff involved, including those assigned from ministries, departments, and relevant agencies for their diligent efforts and high commitment in providing various necessities that allowed us to complete all meeting affairs smoothly and orderly. Your Honourable Members.

Alhamdulillah, the Second Meeting of the 21st Session of the Legislative Council has been successfully and perfectly conducted over five days and, overall, nineteen days this year.

By the grace of His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, this is the first time the Legislative Council has conducted a Second Meeting, and during this meeting, we have successfully resolved several key matters, including four motion debates, one hundred and ninety-six questions to the ministers, and one minister's statement. With the cooperation and support of all parties, this meeting took place in a harmonious, amiable, and mutually respectful atmosphere, in line with the Malay Islamic Monarchy concept.

This Second Meeting has proven that this Council has the potential to play a significant role in discussing substantive matters for the benefit of the people and the country. I am particularly impressed with what has been discussed during the Legislative Council session. It seems that Your Honourable Members have the capability to engage in more substantive discussions.

I observe that the Appointed Members strive to play their role in checks and balances, including assisting the government through suggestions for matters that may have been overlooked or possibly overlooked. The Official Members also strive to clarify plans and provide some status sharing, including problems and issues faced. The efforts of Your Honourable Members in playing their roles together are important and should indeed be shouldered to ensure that all parties move in tandem in supporting the country's development agenda, including realizing Wawasan Brunei 2035.

Your Honourable Members, I feel that the discussion in this esteemed Chamber is more vibrant this time. In this Chamber, we may have differing opinions, but I would like to embrace the concept of agreeing to disagree while still respecting differing views. I am pleased to see that even though there are differences of opinions and views, we can still sit down and discuss openly and maturely based on clear, organized, and well-founded information. I would like to suggest to the Members of the Legislative Council that every argument presented in this esteemed Chamber should be based on authentic and credible facts and data, rather than assumptions. Only by arguing based on facts can we ensure that the debate sessions proceed with full professionalism and decorum as an intellectual exchange.

In addition, I very much appreciate that various efforts have been made by Your Honourable Members in reaching out to the people.

Therefore, I would like to encourage these efforts to be continued and enhanced, especially through various forms of dialogue, discussions, and outreach programs that are touching and ongoing. I believe this is among the best approaches to obtain views and feedback on current issues and the implementation of government policies directly from the people. I fully hope that through such efforts, this esteemed Chamber will continue to discuss matters close to the hearts of the people.

I urge the Members of the Legislative Council to always unite as the voice of the people's conscience, shoulder to shoulder, with high determination to maintain unity and solidarity as the people of Negara Brunei Darussalam to preserve the peace, stability and serenity of our beloved country.

As Yang Di-Pertua, I would like to take this opportunity to remind the Members and all present, that Yang Berhormat Menteri Kesihatan in his statement reminded us all that health is wealth. This is true because the true strength in life is realized only when we are blessed with healthy bodies. Therefore, let us all cultivate a healthy lifestyle by practicing balanced nutrition, consistently engaging in physical activity, and maintaining mental health to strengthen self-resilience. Our religion also calls upon its followers to always maintain bodily health and practice a healthy lifestyle, and a clean and healthy life is a trust that needs to be preserved in our relationship with Allah Subhanahu Wata’ala. Therefore, take good care of yourself, and may we all remain healthy always.

Finally, I offer prayers to Allah Subhanahu Wata'ala that His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam and the Royal Family are always in good health and under the protection and mercy of Allah Subhanahu Wata'ala, and that our country and all its people are always under His protection, blessed with continuous peace, prosperity, and harmony. Amin Ya Rabbal Alamin.

With this address, according to Provision 35 of the Standing Orders of the Legislative Council, we adjourn this meeting to a time yet to be determined. Insya Allah, if we live long enough and God grants us perfect health, we will meet again.
