I. Kaola would first like to express thanks to Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim for the question regarding the Public Service Development Programme in the Republic of Singapore.

II. The Work Attachment Programme for Civil Service Officers to the Republic of Singapore began to be implemented in 2023. To date, a total of 13 Government Officers have been selected to participate in the Attachment Programme, namely eight (8) officers for the First Cohort (2023/2024), and five (5) officers for the second cohort (2024/2025). As for the third Cohort (2025/2026), it is currently in the process of candidate selection based on the nomination lists that have been received from the Ministries.

III. To date, the placement agencies in the Republic of Singapore involved are:

  • Public Service Division (PSD)
  • Ministry of Social and Family Development (MSF)
  • Singapore Food Agency (SFA) & National Centre for Food Science (NCFS)
  • Housing and Development Board (HDB), Ministry of National Development (MND)
  • Ministry of Health (MOH) & Health Promotion Board (HPB)
  • National Environment Agency (NEA)

IV. The assessment system used to monitor the impact of this programme is through programme deliverables that must be completed and implemented by each programme participant. This includes the preparation of project improvement proposal papers made based on their work experience in the Republic of Singapore, and subsequently the implementation of those proposed projects in their respective ministries or departments upon their return to Negara Brunei Darussalam. The project titles have been assessed and agreed upon earlier by the leadership of their respective ministries to ensure that they are aligned with the ministries' strategic planning and Wawasan Brunei 2035.

V. The implementation and progress of each project throughout the attachment programme are monitored regularly by the Public Service Department (JPA) to ensure that implementation is carried out continuously. The Departments/Ministries of the officers concerned also play a role in monitoring the implementation of their projects in line with the objectives and plans of their respective Departments/Ministries, after the completion of the attachment programme. In brief, the projects of the first cohort programme participants cover various priority areas, including service digitalisation, innovation in the health system, early childhood education, social policy and rehabilitation development, strengthening halal certification enforcement, citizen-centred public service transformation, environmental sustainability, as well as the well-being of civil servants. These initiatives reflect the continued commitment of government agencies in improving efficiency, adapting best practices, and benefiting the people.

VI. In terms of the career development of programme graduates, they consist of officers in the Civil Service Leadership Pipeline (CSLP) who have indeed been identified as having the potential to become leaders in the Civil Service. This programme is one of the strategic initiatives designed to strengthen leadership competencies and broaden the global perspectives of officers in the CSLP as part of their learning and development efforts, in preparation for higher and more impactful roles in the Civil Service.
