YANG BERHORMAT DAYANG HAJAH SAFIAH BINTI SHEIKH HAJI ABD. SALAM asks Yang Berhormat Menteri Pendidikan to state what is the strategic direction of the Program Ri’ayah Wa Mahabbah (PRWM) in efforts to improve the sustainable achievement of underprivileged students? Has the Ministry carried out a comprehensive evaluation of the impact of this programme since it began in 2014 to identify weaknesses as well as improve its implementation and effectiveness? What were the results of that evaluation (if applicable)?

The Program Ri’ayah Wa Mahabbah (PRWM) was implemented not only specifically to target an increase in the percentage of student achievement in obtaining grades A-C in the Primary School Examination (PSR), but also aims to provide equitable access to education especially to students from low-income families as well as those facing school attendance issues. Among the strategic objectives of this programme are:
- To provide accommodation facilities for students facing attendance problems of less than 85%;
- To provide hostel and transport facilities to address social problems and attendance issues;
- To ensure that the students concerned are not left behind in terms of learning or drop out of schooling; and
- To provide a conducive environment to ensure positive social growth and academic development.
The Ministry of Education through the Department of Schools continuously carries out evaluations of the implementation of this programme for the purpose of monitoring and improving the programme to enhance students' academic achievement. From the evaluation results, in general there has been an improvement in the rate of school attendance, strengthening of religious foundations through religious activities such as congregational prayers, tazkirah and recitation of Surah Yasin, and improvement in students' abilities in aspects of self-management and hygiene.
Alhamdulillah, from the academic aspect, there has indeed been an improvement in student achievement in obtaining grades A-C in the Primary School Assessment Examination (PSR) since this programme was first introduced, namely from 12.94% in 2014 to 33.33% in 2024. In addition, there are also students in this programme who have been awarded the BIBD Bursari scholarship.
InsyaAllah, the Ministry of Education will continue to assess and monitor the effectiveness of this programme, as well as carry out improvements in ensuring the provision of pro-academic and sustainable learning infrastructure, thereby further improving students' academic achievement, well-being and character development.
