YUSOF asks the MENTERI HAL EHWAL DALAM NEGERI to state what the strategic framework is for expanding, developing and upgrading business and enterprise premises and activities in the surroundings of Pekan Tutong and Pekan Kuala Belait so that they are more orderly and vibrant towards a conducive green ecosystem?

In line with the aspiration of the Ministry of Home Affairs to empower progressive, orderly urban and community development that is conducive to local economic growth, various strategic approaches are being, have been and will continue to be implemented by the Kuala Belait and Seria Municipal Department and the Tutong Municipal Department.

For the municipal areas of Kuala Belait and Seria, the Kuala Belait and Seria Municipal Department focuses on the maintenance works of business buildings through facility maintenance contracts for a period of three years. Among the premises involved are:

• Sri Selera Seria Complex Stalls & Kuala Belait Pasarneka Stalls, for the period from 01 October 2022 until 30 September 2025
• Seria Pasarneka, Jalan Lorong 3 Selatan Seria & Kuala Belait Pasarneka, Jalan Pasarneka Kuala Belait for the period from 01 December 2023 until 30 November 2026

Also implemented are one-off projects which include the replacement of tent structures at Gerai Taman Persiaran, upgrading Gerai Tudong Saji and Gerai Bunga Simpur, as well as repair and painting works for several premises such as the old Kuala Belait Market and the Kuala Belait Government Building in Financial Years 2024/2025 and 2025/2026.

Towards further strengthening local economic activities, the Kuala Belait and Seria Municipal Department also organises and supports seasonal business activities such as Gerai Perayaan, Gerai Ramadhan, and the KBKu Ceria Programme. The Department also collaborates with the Belait District Office and Mukim and Village Consultative Councils in planning and implementing economic activities involving the participation of the local community in municipal areas.

For the municipal area of Pekan Tutong, the Tutong Municipal Department has implemented various strategic initiatives including the following:

1. Conducting an Integrated Cleanliness Campaign involving the Tutong municipal community, particularly with the active involvement of building premises owners, aimed at increasing awareness and shared responsibility in maintaining the cleanliness of the business environment. This campaign also aims to cultivate a continuous culture of cleanliness and improve the business image in the eyes of visitors as well as create a business atmosphere that is more comfortable, orderly and attractive. This effort directly makes the business area more vibrant while encouraging building owners to be more responsible in maintaining their premises, thereby contributing to the growth and advancement of business activities sustainably.

2. Strategic cooperation with Government agencies responsible for upgrading and maintaining infrastructure in the Tutong municipal area is important in the implementation of development progress, especially in business areas. This includes the involvement of the Public Works Department in aspects of road repairs, improvement of drainage systems and the provision of more systematic public facilities. At the same time, close cooperation with other Government agencies such as the Town and Country Planning Department, the Department of Electrical Services, JASTRE and ABCi in playing their respective roles helps create business areas that are more vibrant, user-friendly and resilient.

3. Continuous upgrading works of the Tutong Municipal Department's business assets including Gerai Selera Tutong, Kompleks Pasarneka and Tamu Tutong as well as Pekan Tutong Night Market are being and will continue to be carried out.

4. Among the improvements planned and already implemented include:

   • Planting trees around business assets.
   • Installation of several solar lights.
   • Installation of ventilation using wind energy on the roof section of the pondok salaian.
   • Provision of rest huts decorated with a greenery concept.
   • Provision of recycling bins.

5. Empowering micro, small and medium enterprises through the provision of seasonal business spaces by holding Pekan Tutong cheerful activities involving business activities in the urban surrounding areas with the aim of creating an atmosphere that is livelier, conducive and more attractive for visitors and local residents. Among the activities that have been carried out are TutongKu Ceria, Tutong Buzz, Pesta Satay, Perayaan Pekan Tutong, and La' Kanon Pekan Tutong.
