ANSWER

Yang Berhormat Menteri Pengangkutan dan Infokomunikasi

Thank you Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof for the question regarding the upgrading of the public transport system, including bus stop facilities and service frequency.

In relation to this matter, among the projects under RKN12 are those concerning the Public Transport System, which includes the construction and updating of bus poles and bus shelters throughout the country. In addition, the construction and improvement of public transport infrastructure, such as upgrading the bus terminal buildings in Kuala Belait and Seria, as well as the new construction of bus interchanges in Lugu, Sengkurong and Labu Square, including the bus stop in Pekan Bangar, are among the matters that have been identified under the said project. Regarding the public transport system project, for Yang Berhormat Pehin's information, a total of 14 proposals have been received after the RFP closing date on 11 March 2025, of which 13 are from local companies including those with partner relationships from abroad and one (1) from a foreign company.

Accordingly, an Evaluation Committee for the ‘Request for Proposal (RFP) To Provide, Operate, Manage and Maintain Public Transport Services in Brunei Darussalam’ has been established to evaluate the RFP and submit support recommendations. The committee comprises members from the Ministry of Transport and Infocommunications, Ministry of Finance and Economy, Ministry of Education, Ministry of Development, Land Transport Department and the Brunei Economic Development Board (BEDB).

Also shared is the operational modality, whereby the selected proposal will be given a contract by way of a concession contract for a long-term period. This modality is intended to ensure the continuous management, operation and maintenance of public services in accordance with regulatory rules and strategic requirements.

For Yang Berhormat's further information, a vehicle monitoring centre will also be developed with the aim of monitoring and safeguarding driving conditions as well as public transport and commercial vehicles so that they are safer. Therefore, the Smart Transportation System (STS) will be used to assist in monitoring those driving conditions and vehicles.

The status of these projects is that some are still in the design stage, while others are currently under implementation. Their implementation will be expedited in stages and is expected to be completed in 2027.
