Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin

YANG BERHORMAT DAYANG HAJAH ROSMAWATTY BINTI HAJI ABDUL MUMIN asks YANG BERHORMAT MENTERI DI JABATAN PERDANA MENTERI DAN MENTERI KEWANGAN DAN EKONOMI II to state how DARe is able to assess the actual impact of the Bruneian Made Shelf initiative on the growth and sustainability of Micro, Small, and Medium Enterprises (MSMEs)? This is in view of the absence of a clear monitoring system. Does DARe plan to make participation mandatory for all supermarkets and implement a comprehensive impact assessment mechanism?

ANSWER

Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II

The Brunei Economic Development Board (BEDB) has implemented a structured monitoring system to assess the impact and performance of the Bruneian Made initiative, which aims to support the growth and sustainability of local micro, small and medium enterprises (MSMEs). This monitoring covers overall sales aspects as well as the effectiveness of expo participation.

PERFORMANCE MONITORING AT BRUNEIAN MADE HUB

BEDB assesses sales performance at the Bruneian Made Hub through data obtained from the Point-of-Sale system, which enables monthly monitoring of the sales of each product, trend analysis, as well as direct inventory management.

The daily operations management of the Bruneian Made Hub is handled by an appointed store operator, who also works closely with BEDB in the following matters:

  • Analysing consumer behaviour and product performance,
  • Managing stock and replenishment activities,
  • Providing market feedback for improvements to vendor strategies.

The combination of Point-of-Sale data functions and feedback from the operator helps BEDB carry out evidence-based monitoring in determining suitable forms of support for MSMEs.

PERFORMANCE ASSESSMENT AT BRUNEIAN MADE SHELVES (SUPERMARKETS)

For products sold through Bruneian Made Shelves in participating supermarkets:

  • Monthly sales reports are submitted by MSMEs to BEDB,
  • Supermarkets also provide feedback related to product replenishment activities, which serves as an important indicator of market demand.

This information is used to identify high-potential products, as well as to determine more targeted promotion and distribution strategies.

ASSESSMENT OF THE EFFECTIVENESS OF EXPO PARTICIPATION

MSMEs participating in expos, whether domestically or abroad, are required to submit post-expo sales reports. This enables BEDB to:

  • Assess the level of response to local products in various markets,
  • Track follow-up outcomes such as orders, collaborations, or export opportunities,
  • Monitor return on investment and the effectiveness of participation programmes.

As part of key performance indicator (KPI) monitoring, BEDB also collects data regularly covering:

  • the number of new vendors and active vendors under Bruneian Made, the total number of products listed and available for the market,
  • vendors using cashless payment systems, including during participation in the Bruneian Made Hub and expos.

These indicators are used to assess the scale of programme growth, as well as the level of MSME digital readiness in participating in the modern retail ecosystem.

Through a data-based monitoring approach involving various channels and clear KPIs, BEDB can ensure that the Bruneian Made initiative continues to remain relevant, responsive to market needs, and highly impactful in driving the growth of local products and strengthening the competitiveness of MSMEs.

That is all, thank you Yang Berhormat Yang Di-Pertua.
