YANG BERHORMAT AWANG ZAINOL BIN HAJI MOHAMED asks the MINISTER OF PRIMARY RESOURCES AND TOURISM to state what percentage of active agricultural land is owned and operated by local companies or entrepreneurs compared to foreign entities or non-genuine operators? What is the Ministry's strategy to expand the ownership and use of land by local citizens in a productive and sustainable manner?

At present, a total of 3,876.93 hectares of KKP sites have been offered to 509 enterprises. Of that total, 488 or 96% are operated by local enterprises. To further facilitate local entrepreneurs who are interested in applying for agricultural sites, the Ministry has provided a policy for agricultural site applications. Applications for agricultural sites can be made through 5 methods, namely through:

  • Projek Rintis;
  • Program Pembesaran Perusahaan (expansion program);
  • Projek Pelaburan Langsung Asing (FDI);
  • Projek RFP (Request for Proposal); and
  • Through advertisements.

To ensure that agricultural sites are used productively and sustainably, the Ministry will continuously monitor agricultural sites. Each site has been assigned a Key Performance Indicator (KPI) according to the permitted conditions. For sites that are less active or inactive, the Ministry will issue reminders and provide advisory services and technical assistance to reactivate the farms. Failure to reactivate the farms may result in the permission to occupy the site being withdrawn.

Operators of the sites are reminded not to rent them out to others, especially foreigners. This matter is in violation of the site rental regulations and for any parties found renting out agricultural sites, the Department of Agriculture and Agrifood will not hesitate to take appropriate action.
