YANG BERHORMAT AWANG MOHAMMAD BIN ABDULLAH @ LIM SWEE ANN asked the Yang Berhormat Menteri Pembangunan to state the latest status regarding the issues or proposals previously raised concerning the construction of RnR (rest and recreation) areas at several locations along the highway.

The Ministry of Development, through the Town and Country Planning Department, has identified three rest and recreation area sites, namely Tapak Ikas in Kg Keriam, Tutong District, Tapak Kg Binchaya in Telisai, Tutong District and Tapak Sibonghutan in Tanah Jambu, Brunei-Muara District.

This initiative is important not only to improve the safety and comfort of highway users, but also to serve as an effective platform for generating business and economic opportunities for local operators. I would also like to share that progress on the construction status of these rest and recreation facilities has been implemented through three main phases.

First, an online public survey (Google Form) was conducted for one and a half (1.5) months, beginning on 24 September 2021 and ending on 11 November 2021. The survey received 2,240 submissions, of which 92% (2,058) of the responses supported the construction of rest and recreation areas along the Muara-Tutong Highway.

As an initial step, the Ministry selected Tapak Ikas in Kampung Keriam, Tutong District, covering an area of 2.701 acres, as a pilot project. An Expression of Interest (EOI) advertisement was issued on 20 November 2023 to attract private investors, with three (3) local companies submitting commercially viable proposals.

As for the latest status, the Ministry opened the advertisement for a Request for Proposal (RFP) on 23 May 2026, with the application closing date set for 1 September 2026.

After the RFP closing date of 1 September 2026, the Ministry will conduct a technical and financial evaluation to select a private developer that meets the requirements.

The pilot project at Tapak Ikas will serve as a benchmark for continuing the construction of rest and recreation facilities at other locations in the future.
