YANG BERHORMAT DAYANG HAJAH SAFIAH BINTI SHEIKH HAJI ABD SALAM asked the MINISTER OF HEALTH to state the Ministry’s plans to introduce a national policy requiring the determination, verification and recording of the blood group of every citizen, as well as ensuring that such records can be accessed quickly, securely and with integrity when required, including through integration with the Smart Identity Card.

The Ministry of Health recognises blood group information as important clinical information, particularly in medical emergencies, blood transfusions and patients’ follow-up treatment.

Blood Group Determination and Recording Practices

Blood group determination is carried out based on clinical requirements and in accordance with the procedures and guidelines of the Ministry of Health, such as for blood donation, blood transfusion, antenatal care, certain surgeries, as well as diagnostic and treatment purposes.

Test results are recorded in Bru-HIMS and may only be accessed by authorised healthcare personnel.

Nevertheless, confirmatory testing is still carried out before every blood transfusion to ensure patient safety, in line with international transfusion safety standards.

Access to Records Through the Digital Health System

Blood group information recorded in BruHIMS is also displayed through the BruHealth application, allowing the public to access such information easily, securely and at any time.

Integration with the Smart Identity Card

The integration of blood group information with the Smart Identity Card is technically feasible; however, it requires further consideration with the relevant agencies, including aspects of data governance, information security and implementation, before any decision is made.

The Ministry of Health will continue to work with various government agencies to strengthen the digital health records system and ensure secure and efficient access to the health information of the people and residents of the country.

Through an approach based on clinical needs, scientific evidence and patient safety, we hope to strengthen an efficient and safe healthcare system, thereby contributing to the aspirations of Wawasan Brunei 2035.
