YANG BERHORMAT PEHIN ORANG KAYA INDERA PAHLAWAN DATO SERI SETIA AWANG HAJI SUYOI BIN HAJI OSMAN asked the MINISTER OF EDUCATION to state whether all schools have been provided with L&N (literacy and numeracy) teachers who have demonstrated positive results among pupils who were previously weak. If not, are there plans to increase the number of L&N teachers by training graduates who are currently awaiting employment?

All schools have been provided with literacy and numeracy teachers.
However, as additional information, I would like to share that 99% of English Language and Mathematics teachers attained Grade 3 and above in the Teachers Performance Appraisal (TPA) at the end of 2025. This demonstrates good teaching quality.
The Literacy and Numeracy Coaching Program (LNCP) began in 2017. Overall, the results for English Language and Mathematics in the BGCE O Level and IGCSE examinations recorded a positive upward trend between 2017 and 2025. English Language achievement increased from 56.87% to 60.96%—an increase of 4.09 percentage points—while Mathematics increased from 58.77% to 60.79%, an increase of 2.02 percentage points. Both subjects achieved their best performance around 2020 to 2021 before experiencing a decline, which was likely influenced by the effects of the COVID-19 pandemic, including disruptions to the teaching and learning process as well as challenges during the post-pandemic recovery phase. Nevertheless, achievement in 2025 was still better than in 2017, and the continued upward trend line for both subjects shows that overall performance is on a positive trajectory and has the potential to continue improving.
