YANG BERHORMAT AWANG HAJI SALLEH BOSTAMAN BIN HAJI ZAINAL ABIDIN asked Yang Berhormat Menteri Pembangunan to state the extent to which the Ministry plans to develop a national database and a government building asset management system, including the Royal Brunei Armed Forces (ABDB), across all four districts to identify abandoned and underutilised building assets, expedite the process of repurposing, strengthen data-based planning, and optimise the returns and value of national assets.

For the information of Yang Di-Pertua, there is currently no comprehensive National Database for the management of government building assets across all four districts. The inventory and management of building assets are still handled individually by the respective owner ministries and agencies.

However, the Ministry of Development, through the Building Services Department, Public Works Department (JKR), began listing all government building assets registered under JKR in April 2025. This database is continuously updated in collaboration with the relevant agencies to monitor the ownership status, level of utilisation, and current condition of these assets.

This database does not merely serve as an inventory record, but also has the potential to become a valuable space matching platform for ministries and government agencies. Through this database, vacant, old, or underutilised buildings or office spaces can be systematically identified. This enables agencies requiring new or additional office space to repurpose existing government assets without having to incur the cost of new construction or renting private premises.

As a practical example of this approach, the Ministry of Development took over and utilised the former TelBru building at Jalan Pembangunan as the new office of the Department of Environment, Parks and Recreation and the Land Department. The key handover ceremony for the building was held on 19 July 2026.

In this regard, the Ministry welcomes this proposal and will examine it further to assess its suitability and feasibility in further streamlining the management and utilisation of government building assets as a whole.
