YANG BERHORMAT AWANG AMRAN BIN HAJI MAIDIN asked the MINISTER OF ECONOMY, TRADE AND INDUSTRY to state whether a comprehensive study had been conducted on the minimum income level required by a family to meet the cost of a comfortable life, including basic needs such as food, housing, education, healthcare and daily expenditure. What follow-up action would be taken based on the findings of the study?

The Minimum Cost of Basic Needs (KMKA) is an estimate of the minimum cost required to meet the daily basic needs of an individual, encompassing food and non-food requirements. The KMKA aims to provide an overview of the minimum cost required to meet the basic needs of households, so that they are not merely able to sustain their livelihood, but are also able to function meaningfully within society.

Based on the findings of the 2023/24 Household Expenditure Survey (KPK), the Minimum Cost of Basic Needs (KMKA) is estimated to be between BND346 and BND362 per month for each individual, comprising BND137.54 for food needs and between BND208.33 and BND223.67 for non-food needs.

The findings of the study show that non-food expenditure is the largest component of the minimum cost of living, contributing approximately 60 per cent of the total minimum cost, while food expenditure contributes approximately 40 per cent. This indicates that basic needs such as housing, transportation, utilities, communications and other essential expenditure now constitute a larger proportion of the minimum cost of living compared to food.

With regard to the implementation of assistance, the KMKA value serves as one of the references in policy considerations. Any decision regarding the determination of eligibility or the amount of assistance distributed falls under the jurisdiction of the relevant welfare agencies. The role of the Department of Statistics is to provide accurate, objective and high-quality statistics to support evidence-based planning, policy formulation and evaluation.
