What are the types of the 3,000 jobs and skills required by these companies? This information will enable interested local entrepreneurs to pursue spin-off opportunities, while youths seeking employment will be able to plan their upskilling to meet the required workforce needs.

As at 30 June 2026, 23 FDI projects had been approved for implementation in NBD, with a cumulative investment of USD5.62 billion. These projects are projected to create approximately 3,300 employment opportunities.

The breakdown of employment opportunities to be created from these investments includes:

• The Oil and Gas Downstream and Energy Transition Sector is targeted to require 1,875 workers, including 1,043 positions for local people in the following fields:

  • Plant Operators and Process Technicians
  • Operations & Maintenance Engineers
  • Maintenance Technicians
  • HSE Personnel and Supervisors
  • Process Plant Supervisors
  • Logistics and Stores Personnel
  • Operators and Drivers
  • Hydrogen-related technical roles and STEM capability development

• The skills required in the Oil and Gas Downstream and Energy Transition Sector include:

  • Process Plant Operations
  • Industrial Mechanical & Electrical Maintenance
  • Instrumentation and Control Systems
  • Industrial Automation (PLC/SCADA)
  • Process Safety and HSE
  • Industrial QA/QC and Inspection
  • Hydrogen Technology and Energy Transition
  • Industrial Logistics
  • Warehouse Operations

• The Food, Agriculture and Aquaculture Sector is targeted to require 887 workers, including 433 positions for local people in the following fields:

  • Aquaculture Supervisors
  • Farm Management Personnel
  • Production Teams
  • Laboratory Staff
  • Research & Development Personnel
  • Food Processing Workers
  • Regulatory & Compliance Personnel
  • Boat Operators

• The skills required in the Food, Agriculture and Aquaculture Sector include:

  • Aquaculture and Fisheries Operations
  • Farm Management
  • Food Processing Technology
  • Food Safety, including HACCP and GMP
  • Laboratory Technician Training
  • Food Quality Assurance
  • Production Operations
  • Agriculture and Environmental Sciences

• The Services Sector is targeted to require 184 workers, including 105 positions for local people in the following fields:

  • Heavy Equipment Operators
  • Welders
  • Fitters
  • Fabricators
  • HVAC Technicians
  • Inspectors
  • Riggers
  • Banksmen
  • Facility Management Personnel

Based on current workforce data, the FDI projects currently in the implementation phase are expected to create approximately 2,946 employment opportunities, including a target of 1,591 positions for local people.

Of the total positions identified, approximately 53.8 per cent are skilled jobs, while 15.1 per cent are supervisory positions and 9.1 per cent are management positions.

At the same time, 26 investment projects have been implemented and are operating in NBD, providing approximately 4,167 employment opportunities, of which only approximately 2,087 positions have been filled by local people. BEDB will conduct further assessments and collaborate with other stakeholders to ensure that these positions can be replaced and filled by local people.
