YUSOF requested the MENTERI DI JABATAN PERDANA MENTERI to provide an explanation regarding the Civil Service Leadership Pipeline (CSLP) Framework programme under the Public Service Framework that was introduced, and its impact on the level of effectiveness and quality enhancement in harnessing the talent, capacity and authority of senior officers leading the government machinery in their role as the driving force of a more efficient, effective and target-oriented Public Service, while supporting Wawasan Brunei 2035.

The Civil Service Leadership Pipeline (CSLP) is a Leadership Development Programme in the Public Service and represents a strategic approach to identifying, developing and preparing a pool of Public Service leaders in a more systematic and continuous manner.
To date, 1,186 officers from Division II and above have been listed in the CSLP Leadership Pool across all Ministries and Departments under them, at a ratio of 1:12, namely one CSLP officer for every 12 officers in Divisions I and II of the Public Service.
The effectiveness of CSLP can be assessed through the development programmes currently being implemented, namely the Young Executive Programme (YEP), the Executive Development Programme for Middle Management Officers (EDPMMO) and the Executive Development Programme for Senior Government Officers (EDPSGO). These programmes encompass experiential learning, job placements, the production of policy analysis papers, the preparation of proposal papers through the Capacity Review Project, and study visits locally and abroad.
The CSLP framework was developed based on leadership competencies and international best practices in the public service. Participant assessments are also conducted in collaboration with the Lee Kuan Yew School of Public Policy, National University of Singapore and Chandler Governance Group to ensure high leadership development standards.
Alhamdulillah, participant achievements have shown encouraging results. Over the past five years, the percentage of participants obtaining grades A and B in the main CSLP programmes has consistently remained between 85 and 100 per cent, thereby exceeding the targets under Programme and Performance Budgeting (PPB).
In addition, under the Memorandum of Understanding (MoU) on cooperation in Public Service Capacity Development between Negara Brunei Darussalam and the Republic of Singapore, selected CSLP officers also have the opportunity to participate in the Public Service Officer Placement Programme in the Republic of Singapore for one year. Alhamdulillah, based on surveys conducted, this programme has also received positive feedback from participants and their respective superiors in terms of individual development, ways of thinking, enhanced policy formulation capabilities and its impact on organisations. The outcomes introduced include improvements to work processes, the digitalisation of services, the strengthening of policies and regulation, and the development of new systems supporting the Public Service transformation agenda.
For example, several officers from the Ministry of Culture, Youth and Sports and the Ministry of Health who participated in the programme were able to provide added value to work processes related to the Ministries’ core services, including introducing several strategic improvements that have had a positive impact, particularly on the Ministries’ priorities.
The development of officers under CSLP also encompasses mentoring and Cross Fertilization, namely the placement of officers in other agencies to broaden their perspectives, knowledge, skills and work experience, thereby enhancing their ability to adapt to changes and different governance situations.
Overall, CSLP has contributed to the development of a pool of leaders in Division II and above who are more competent, authoritative and prepared to support the transformation of the Public Service in a more efficient, effective and results-oriented manner, in line with the aspirations of Wawasan Brunei 2035.
