YUSOF requested MENTERI PENGANGKUTAN DAN INFOKOMUNIKASI to state the role and procedures of EGNC as the E-Government Centre in monitoring and keeping abreast of developments, as well as ensuring the implementation of the integration of digital transformation projects across Government agencies.

Among the mechanisms for monitoring, coordinating and ensuring the implementation of the integration of digital transformation projects across Government agencies is the Chief Information Officer (CIO Forum) Meeting. The CIO Forum serves as a platform which, among other things, discusses the coordination of the implementation of digital transformation projects and the development of systems that unify cross-Ministry/Department processes to enhance the effectiveness of service delivery based on the 'single point of contact' approach. The CIO Forum also highlights the importance of digitalisation and cybersecurity in relation to projects to be implemented.
As at 9 March 2026, a total of 334 digital transformation projects submitted by Ministries and Institutions of Higher Learning had been discussed and supported in accordance with the CIO Forum procedures.
As an ongoing measure to strengthen governance over digital transformation projects, several mandates have been enforced through the CIO Forum for adoption by all Government agencies, including:
i. 'Project Management Framework' (PMF) – as a guide for the implementation of ICT and digital transformation projects. This measure is intended, among other things, to further strengthen the governance of project management and ensure compliance with the framework, including the preparation and validation of the required documents such as 'Business Process Re-engineering' and 'Executive Project Proposal'.
ii. Business Process Improvement (BPI) – In addition, the PMF has been expanded with a specific emphasis on the need for 'Business Process Improvement' (BPI) through the establishment of a dedicated workflow to ensure that the assessment and improvement of work processes are carried out systematically as part of project implementation. This emphasis is particularly important because BPI focuses on improving business processes, reducing silos caused by legacy systems, as well as enhancing operational efficiency and the user experience.
Accordingly, a BPI workshop was conducted as a pilot with one Ministry in November 2024, with the aim of improving the existing business processes. In view of the encouraging response to the workshop, there are plans to continue conducting the workshop for all targeted Ministries, for the 'Business Users' and 'Process Owners' of Government services. The workshop is intended not only to support the digitalisation of Government services through the improvement of existing processes, but also to serve as a 'stepping-stone' towards a proactive and strategic approach to the implementation of 'change management'.
This initiative was discussed at the first CIO Forum Meeting in February 2025 and the third CIO Forum Meeting in December 2025. The workshop aims to identify and improve existing work processes before they are digitalised, so that service delivery will be more efficient, transparent and user-friendly.
iii. Use of Shared Services ('Government Shared Services') – maintaining the existing policy for all Ministries and Government agencies to use the shared services provided by the National E-Government Centre. In this regard, it is pleasing to share that the Ministry of Transport and Infocommunications (MTIC), through the National E-Government Centre (EGNC), serves as the central coordinator and primary facilitator in ensuring that digital transformation projects across Government agencies are implemented in an integrated and secure manner, in line with national directions.
In addition to functioning as a coordinator, EGNC also acts as the implementer of policies relating to digital transformation, ensuring that every outlined initiative is translated into concrete action and has a positive impact on public service delivery.
