YANG BERHORMAT DAYANG HAJAH SAFIAH BINTI SHEIKH HAJI ABD. SALAM requested Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II to state the status of the Tatacara Penghapusan Harta Benda Kerajaan (1983) from the Government accounts in expediting the process of disposing of office equipment and technical goods that utilise technology in the application, inspection and verification processes. This is also to avoid the wastage of storage space and the construction of new stores requested by institutions and ministries.

Every Ministry and Department with property to be written off from the Government accounts must comply with the Financial Regulations 2022 Guidelines by first preparing complete and orderly documents to facilitate the review process for consideration and support for the write-off, in accordance with the procedures stipulated as follows:

The Ministry/Department shall obtain a Technical Inspection Report from the relevant agency that issues Technical Reports. For example, for the write-off of computers, the Technical Report will be prepared by the National E-Government Centre (EGNC);

Submit the application to the Lembaga Pemeriksa Tetap (LPT), providing complete details of the list of items for which the write-off is being requested;

The Lembaga Pemeriksa Tetap will examine each application received and subsequently inspect the relevant property to determine whether it qualifies for write-off;

Once the complete documents have been obtained, the LPT will submit its recommendation to the Government Property Write-Off Advisory Committee of the Ministry of Finance and Economy;

Once approval has been obtained, the Ministry and Department shall dispose of the property immediately.
These guidelines explain the rules and procedures for carrying out the write-off of Government property and assets. They are effective in conjunction with the Financial Regulations 2022, Part 11 (Chapters 44 and 45), and will be updated from time to time according to current requirements.
