YANG BERHORMAT PENGIRAN HAJI ISA BIN PENGIRAN HAJI ALIUDDIN requested MENTERI PENGANGKUTAN DAN INFOKOMUNIKASI to state regarding the increase in the fee for transferring vehicle registration numbers to immediate family members, which was understood to have previously been charged at only BND55 but has now been increased to BND1,200?

Regarding the increase in the fee for transferring vehicle registration numbers to immediate family members, as raised by the Honourable Member, it is first appropriate to share the policy and procedures for the Transfer of Vehicle Identification Marks, which are as follows:

Vehicle Identification Marks (TPK) with One (1) and Two (2) Digits

The transfer regulations for TPK with One (1) and Two (2) Digits are as follows:

i. TPK with One (1) and Two (2) Digits are categorised as exclusive Vehicle Identification Marks, taking into consideration that they have the following characteristics:

  • Higher TPK price value;
  • High popularity and demand;
  • A limited number of numbers available for registration;
  • High resale and trading value.

In this regard, to maintain their exclusivity and correspond with the value of the TPK, the Regulations for the Transfer and Change of Ownership Services for TPK with One (1) and Two (2) Digits obtained through Closed Bidding and Open Bidding have been updated.

  1. Vehicle Identification Marks (TPK) with One (1) and Two (2) Digits may be transferred to anyone through the TPK Transfer Service and the Transfer Service through Change of Vehicle Ownership.
  2. A Transfer Fee of $1,000.00 and a Service Charge of $100.00 shall be imposed.
  3. Fees and charges that have been processed and approved shall not be refunded.

Vehicle Identification Marks (TPK) with One (1) and Two (2) Digits obtained through Closed Bidding and Open Bidding, whether already registered or not, may be transferred subject to the following conditions:

  1. An application for transfer may be made to anyone more than once (1) through: a. The TPK Transfer Service; and b. The Transfer Service through Change of Vehicle Ownership.
  2. The following fees and charges shall be imposed on an application for transfer: a. A Transfer Fee of $1,000.00; and b. A Service Charge of $100.00.
  3. The fee and charge for an application for transfer that has been processed and approved shall not be refunded (non-refundable).
  4. If the TPK Owner passes away, the applicant must first obtain a Letter of Administration and a Statutory Declaration from the Court. a. If the transfer is made to an heir recognised by the Court, only a Service Charge of $100.00 shall be imposed (the Transfer Fee is waived). b. If the transfer is not made to an heir, the Administrator must first obtain the consent of the heirs recognised by the Court. The application for transfer shall be subject to a Transfer Fee of $1,000.00 and a Service Charge of $100.00.
  5. Applications for the transfer of Gold Jubilee TPK with One (1) and Two (2) Digits shall comply with the stipulated requirements and shall only be submitted after the notification letter confirming the successful bid has been issued.

Effective Date

Regulations for the Transfer and Change of Ownership Services for Vehicle Identification Marks (TPK) with One (1) and Two (2) Digits

For TPK with One (1) and Two (2) Digits acquired from Wednesday, 27 November 2024:

The effective date shall be Wednesday, 27 November 2024

For TPK with One (1) and Two (2) Digits acquired before Wednesday, 27 November 2024:

The effective date shall be Wednesday, 15 January 2025

  1. If the TPK Owner passes away, the applicant must obtain a Letter of Administration and a Statutory Declaration from the Court.
  2. If the transfer is made to an heir recognised by the Court, the Transfer Fee shall be waived. Only a Service Charge of $100.00 shall be imposed.
  3. If the transfer is not made to an heir, the Administrator must first obtain the consent of the heirs recognised by the Court. A Transfer Fee of $1,000.00 and a Service Charge of $100.00 shall be imposed.

Vehicle Identification Marks (TPK) with Three (3) and Four (4) Digits

Vehicle Identification Marks (TPK) with Three (3) and Four (4) Digits obtained through Closed Bidding and Open Bidding, whether already registered or not, may be transferred subject to the following conditions:

  1. An application for transfer may be made to anyone, except more than one (1) Group: a. The TPK Transfer Service; and b. The Transfer Service through Change of Vehicle Ownership.
  2. An approved application for transfer shall be subject to a Service Charge of $5.00.
  3. The Service Charge for an application for transfer that has been processed and approved shall not be refunded (non-refundable).

TPK with Three (3) and Four (4) Digits acquired through Closed Bidding (NomborKu: Click and Bid):

  • Applications for transfer made after 12 months from the date the Successful Bid Letter was issued: approved applications for transfer shall be subject to a Service Charge of $5.00.
  • Applications for transfer made less than 12 months from the date the Successful Bid Letter was issued: approved applications shall be subject to a Service Charge of $100.00.

The Service Charge shall not be refunded (non-refundable).

  1. If the TPK Owner passes away, the applicant must first obtain a Letter of Administration and a Statutory Declaration from the Court. a. If the transfer is made to an heir recognised by the Court, only a Service Charge of $5.00 shall be imposed. b. If the transfer is not made to an heir, the Administrator must first obtain the consent of the heirs recognised by the Court. The application for transfer shall be subject to a Service Charge of $5.00.
  2. Applications for the transfer of Gold Jubilee TPK with Three (3) and Four (4) Digits shall comply with the requirements stipulated and outlined in the notification letter confirming the successful bid.

For TPK with Three (3) and Four (4) Digits:

i. Applications for transfer may be made to anyone through the TPK Transfer Service and the Transfer Service through Change of Vehicle Ownership. ii. A Service Charge of $5.00 shall be imposed and shall not be refunded. iii. For TPK acquired through Closed Bidding (NomborKu), applications for transfer may be submitted using the designated form:

  • Applications for transfer made after 12 months from the date the successful bid letter was issued shall be subject to a Service Charge of $5.00;
  • Applications for transfer made less than 12 months from the date the successful bid letter was issued shall be subject to a Service Charge of $100.00.
  • The Service Charge shall not be refunded. iv. If the TPK Owner passes away, the applicant must obtain a Letter of Administration and a Statutory Declaration from the Court. v. If the transfer is made to an heir or a non-heir, only a Service Charge of $5.00 shall be imposed.

Conclusion

In this regard, as shared with the Honourable Member, the Transfer Fee imposed for TPK with One (1) and Two (2) Digits is $1,000.00, while the Service Charge is $100.00.

Meanwhile, only a Service Charge of $5.00 shall be imposed for TPK with Three (3) and Four (4) Digits.
