YANG BERHORMAT DR. AWANG HAJI MAHALI BIN HAJI MOMIN requested MENTERI PENDIDIKAN to state the Ministry's strategies to ensure that the country's higher education institutions contribute to economic development through innovation, research and Brunei's competitiveness in line with Wawasan 2035?

The Ministry of Education's strategy to ensure that higher education institutions (IPT) become the main drivers of economic development is based on Strategic Goal 2 of the Pelan Strategik Kementerian Pendidikan 2023-2027, namely, enhancing an innovative education ecosystem. IPTs no longer function solely as teaching institutions, but have transformed into innovation hubs that drive the country's competitiveness in support of the national vision.

One of the main mechanisms is through the empowerment of Key Success Measure (KSM) 7, Sustainability. In this context, sustainability is measured by the number of collaborations between local IPTs (public and private) and industries as well as foreign agencies as catalysts for advanced research. Data show that in 2023, these collaborations reached 174 active MOUs, while in 2024, the figure increased to 210 active MOUs, followed by 284 active MOUs in 2025. Most recently, as at March 2026, this figure continued to increase to 293 active MOUs, which have also driven various high-impact research projects. This synergy enables students and researchers to add value to the global knowledge system while addressing real-world economic challenges.

For example, UBD launched the Pelan Induk Kelestarian on 5 August 2024, which focuses on driving innovation through interdisciplinary sustainability research. The Dana Hijau allocation at UBD supports projects with commercial potential in addressing environmental and economic issues. Meanwhile, UTB, through the Pejabat Perusahaan (Enterprise Office), leads national intellectual property (IP) initiatives and conducts a comprehensive Start-up Programme. This programme covers the idea validation phase through to investment support for innovation winners, with funding from strategic partners such as Brunei Shell Petroleum (BSP).

To support international competitiveness, the Ministry has also established KSM 4, which sets a target for at least two local IPTs to be ranked among the top 20% globally or at the Asian level. Rankings recognised by bodies such as QS and Times Higher Education reflect high research quality and employer reputation.
