YANG BERHORMAT PEHIN ORANG KAYA JOHAN PAHLAWAN DATO SERI SETIA AWANG HAJI ADANAN BIN BEGAWAN PEHIN SIRAJA KHATIB DATO SERI SETIA HAJI MD. YUSOF requested the MENTERI DI JABATAN PERDANA MENTERI to state the extent to which the Public Service Institute (IPA) and relevant agencies apply, disseminate and internalise an understanding of the principles of Maqasid Syariah as the work ethic of the public service.

The Public Service Institute (IPA) offers five other annual programmes in the form of full programmes as well as modules within programmes, namely Program 'Urustadbir Islam', which is closely related to Maqasid Syariah; the 'Islamic Governance' Module in the Public Service Induction Programme; the 'Applying Maqasid Syariah into Leadership Role' Module in the Flagship Programme, namely the Executive Development Programme for Senior Government Officers (EDPSGO); the 'Islamic Governance: Application of Maqasid Syariah' Module in the Executive Development Programme for Middle Management Officers (EDPMMO); and the 'Nilai-nilai Murni melalui Melayu Islam Beraja' Module in the Young Executive Programme (YEP). During the period from 2022 to 2025, participation in these programmes totalled 1,460 participants.
Through the implementation of these programmes, the work ethic of the Public Service continues to be strengthened through emphasis on the principles of trust, integrity, accountability and justice in the execution of duties. These values serve as a guide in making prudent decisions that are oriented towards the public interest and consistent with the responsibilities of public servants.
In addition, IPA also offers and conducts courses related to Maqasid Syariah, such as the Ramadhan Talk Series held this year, which carried the title 'Maqasid Syariah Seiring Transformasi Perkhidmatan Awam'. The programme featured a lecture delivered by a Maqasid Syariah expert from KUPU SB, as well as a forum with several panellists, including one from the Wawasan Office, Jabatan Perdana Menteri. The forum also affirmed the importance of Maqasid Syariah as a policy foundation in shaping the direction of national development and public service transformation. A total of 177 participants from all Divisions I–V attended.
