YANG BERHORMAT PEHIN ORANG KAYA INDERA PAHLAWAN DATO SERI SETIA AWANG HAJI SUYOI BIN HAJI OSMAN asked the MENTERI PENGANGKUTAN DAN INFOKOMUNIKASI to state the ministry's policy on the use of factory-fitted sunscreen in private vehicles, particularly on the rear passenger windows (passenger's backseats), which does not obstruct the driver's vision but instead provides greater protection for rear passengers from sunlight.
ANSWER
Yang Berhormat Menteri Pengangkutan dan Infokomunikasi
The policy on the use of 'factory-fitted sunscreen' in private vehicles, specifically for passengers seated at the rear, is clear: the installation of 'factory-fitted sunscreen', curtains, shades, stickers or anything similar on vehicle windows while the vehicle is being driven on the road is not permitted in accordance with the Road Traffic Act, Chapter 68 (S 190/81 (4)).
As is also well known, in 2024 the Land Transport Department updated the specifications for tinted vehicle windows, namely 70% VLT for the Front Windscreen, 50% VLT for the Front Side Windows, and 25% VLT for the Rear Side Windows and Rear Windscreen. Visible Light Transmission (VLT) refers to the measurement of the percentage of light that can pass through vehicle windows using specific equipment.
Factory 'factory-fitted sunscreen' (such as integrated rear side window blinds or retractable windscreen sunshades) are primarily intended to protect the interior from heat and UV damage. They function as protective features for stationary vehicles by reducing the temperature inside the cabin and minimising damage when the vehicle is parked for an extended period. At the same time, the Visible Light Transmission rate of these sunscreens is neither specified nor measurable using standard VLT meter equipment.
Nevertheless, the Land Transport Department will monitor developments concerning this matter and adjust the policies and regulations relating to these sunscreens if necessary in the future.
