YANG BERHORMAT DAYANG HAJAH ROSMAWATTY BINTI HAJI ABDUL MUMIN asks the MENTERI PENGANGKUTAN DAN INFOKOMUNIKASI to state the Ministry’s assessment of the effectiveness of public transport in terms of the people’s economic mobility, the shift in usage from private vehicles to public transport, as well as the impact on quality of life. What measures or indicators are used, and what are the plans for improving policies and implementation?

I am pleased to share that Land Transport System projects, including projects related to the provision of public transport services, are among the main areas currently being pursued by this Ministry together with the Land Transport Department.

These projects aim to provide a more viable, sustainable, safe and comfortable transport system for all users through the 12th National Development Plan. Their planning and implementation focus on:

(i) improving the connectivity and reliability of the bus service route network to meet public needs while increasing usage and passenger numbers through the provision of reliable, scheduled, quality and accessible services;

(ii) improving and expanding the coverage of taxis and on-demand ride-sharing services (e-hailing) as an effort and strategy to support the accessibility of public transport services, particularly in rural areas; and

(iii) harnessing the use of technology to monitor vehicle movements and passenger facilities through the adoption of the Smart Transport System (Smart Transport System - STS).

In addition to project implementation status reports, the key measures and indicators used to assess the effectiveness of the policies and initiatives introduced are Ridership and Network Coverage. Indirectly, these measures can also reflect the reliability and accessibility of the services provided. At the same time, various operational KPIs will also be used to monitor operational performance, such as On-Time Performance (OTP), the Service Completion Rate, Service Quality and others.

It is hoped that the implementation of the projects shared will improve the 'efficiency' of the public transport service network, thereby further encouraging users to use public transport in the country. In support of and to achieve the goals of Wawasan Brunei 2035, particularly in ensuring a high quality of life for the people and enhancing mobility and productivity in carrying out economic activities and improving productivity, the implementation of these projects is important to increase the effectiveness of the country’s public transport system.
