YANG BERHORMAT AWANG MOHAMMAD BIN ABDULLAH @ LIM SWEE ANN requested the MENTERI HAL EHWAL UGAMA to state the capacity and competency development plan for imams, bilals and mosque officers.

Kaola appreciates the question from Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann regarding the capacity and competency development of imams, bilals and mosque officers, as those appointed to the positions of imam, bilal or mosque officer would certainly have fulfilled the eligibility and ability requirements, namely capacity, and would consequently possess the competence to carry out the duties and responsibilities of their respective positions. However, after assuming their respective positions and commencing their duties, they would certainly need to further develop and expand their capacity and competency. Thus, in this regard, Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann would like to know about, or suggest, a capacity and competency development plan for imams, bilals and mosque officers.

Kaola is pleased to state that the Ministry does indeed give attention to this matter. The Department of Mosque Affairs provides continuous internal training and subsequently conducts assessments of the quality of their recitations.

Furthermore, the Department of Mosque Affairs, in collaboration with KUPU SB, has formulated the Pelan Jangka Lima Tahun Profesionalisma Pegawai Masjid, 2025-2029, namely the Kursus Profesionalisma Pegawai Masjid, which focuses on the following modules:

  1. The identity and professional ethics of mosque officers.
  2. Worship management.
  3. Effective mosque management.
  4. Communication skills.
  5. Mosque technology and digitalisation.
  6. Leadership and teamwork.
  7. Programme management and mosque takmir.

The target for 2029 is for 100% of all Mosque Officers to attend this professional development course.

Based on the Strategic Plan, the competency given the highest priority for imams is the strengthening of religious knowledge, namely aqidah, fiqh, tafsir and hadith, as well as preaching skills, which include effective methods for delivering lectures and sermons. In relation to this matter, the Ministry, through the Human Resources Planning and Development Division (BPPSM), also organises:

  1. Workshops to enhance the competencies of Imams and Da'ie, conducted from May to July 2025, which will continue in 2026. These workshops aim to improve the skills, knowledge and capabilities of mosque imams and preachers.
  2. A sign language course conducted in September 2025, which will be continued.
