YANG BERHORMAT AWANG AMRAN BIN HAJI MAIDIN asks the MINISTER OF DEVELOPMENT to explain the requirement for the renewal of the Occupational Permit for commercial buildings that requires a certification letter from the Fire Department and a new ABCi plan, even though there are no structural changes. What efforts can be implemented to facilitate the process without compromising safety?

Regarding the renewal of the Occupational Permit or OP, the Ministry of Development wishes to clarify that there is no application for OP renewal. However, the Authority for Building Control and Construction Industry (ABCi) has provided a Checklist Form for Building Works for Non-Private Residential Buildings (Insignificant Non-Residential) to facilitate developers in confirming that the renovation works to commercial building units carried out are within the Insignificant list – which do not need to be submitted in an application for development to ABCi, or otherwise are Significant.

In relation to the certification letter from the Fire Department mentioned, it is the Fire Certificate issued by the Fire and Rescue Department as stipulated in the Fire Safety Act, Chapter 243, which is valid for a period of one year and must be renewed annually for commercial and industrial buildings. The certificate is intended to ensure an adequate level of fire safety before a building or premises is occupied, used or operated, in order to protect lives, property and the public interest.
