The long-term planning of the Ministry of Home Affairs (KHEDN) in implementing community initiatives and national development strategies is based on the Ministry of Home Affairs Strategic Plan 2023–2027. This strategic plan outlines three main aspirations, with community initiatives and district development being driven under Aspiration 2, namely “Transforming Urban and District Development and Empowering Community Development.”

Alhamdulillah, to date, more than 70 per cent of the strategic initiatives planned under the Strategic Plan have been successfully implemented, thereby supporting the second goal under Wawasan Brunei 2035, namely a High Quality of Life for the People. The monitoring mechanism for these strategic initiatives is implemented through the Ministry’s Key Performance Indicators (KPIs), as well as the KPIs of Penghulu Mukim and Ketua Kampung, which also contribute to the achievement of the National Key Performance Indicators (NKPIs) and the three main blueprints under Wawasan Brunei 2035.

On this occasion, appreciation is recorded for the Penghulu-Penghulu Mukim and Ketua-Ketua Kampung for their service, energy and ideas in strengthening community development. This grassroots leadership plays an important role in driving various community programmes and initiatives at the mukim and village levels.

The activities implemented include gotong-royong programmes to clean mukim and village areas, community activities that strengthen social relations among residents, as well as the implementation of economic activities that help empower local communities. In addition, Penghulu Mukim and Ketua Kampung also support the Reintegration Programme with the Prisons Department to assist former prisoners in readjusting to society with the support of the local community.

The activity levels of these initiatives are monitored through the KPIs of Penghulu Mukim and Ketua Kampung, particularly the indicator relating to the “number of initiatives implemented in mukim and villages.” From April to December 2024, a total of 2,017 initiatives were recorded, covering various areas such as community affairs, religion, sports and the economy.

This momentum continued to increase in 2025, with 2,624 initiatives implemented from January to December, reflecting the increasing level of activity among grassroots leadership and the strengthening involvement of the community in community development.

In addition, the effectiveness of community leadership can also be seen through KPIs relating to the management of residents’ complaints and the level of concern for community welfare. In 2024, 99.6 per cent of residents’ complaints were successfully resolved, while the rate of mukim and village residents who received attention and assistance reached 99.2 per cent.

This performance remained high in 2025, with a complaint resolution rate of approximately 99 per cent, thereby reflecting a responsive service delivery system in ensuring that community welfare is continuously safeguarded.

In terms of community socioeconomic development, the Ministry has also empowered the Satu Kampung Satu Produk (1K1P) initiative to increase the economic potential of village communities. To date, three districts—Daerah Brunei dan Muara, Daerah Belait and Daerah Temburong—have established Kedai Kampung managed by the Majlis Perundingan Mukim dan Kampung as marketing platforms for local products.

This development is also monitored through the KPI of Penghulu Mukim and Ketua Kampung relating to the “number of existing or new 1K1P products to be developed to generate economic activity in mukim and villages.” Statistics show that 208 products were recorded in 2024 and 204 products in 2025.

In terms of implementing district development plans, progress is also monitored through the Ministry’s KPI relating to “land or locations in urban and district areas identified as having potential and which have been developed.” Alhamdulillah, this indicator showed an increase from 21 per cent in 2022 to 45 per cent in 2025. The land and locations that have been developed include Gerai Kampung Tagap, Mukim Sengkurong, and Tamu Jati Sungai Mau, Mukim Bukit Sawat.

Overall, the role of the Ministry of Home Affairs in national development is not only focused on delivering administrative services at the district and community levels, but also encompasses efforts to strengthen social resilience, community unity and community well-being as important foundations for nation-building.

Through the leadership of Penghulu Mukim, Ketua Kampung, Majlis Perundingan Mukim dan Kampung, as well as close cooperation between government agencies and the community, the community development approach implemented is based on the Whole-of-Nation Approach, whereby the community itself plays an active role as a strategic partner to the Government in advancing their respective mukim and villages.

This approach also emphasises strengthening social capital within the community through community involvement, the strengthening of social networks and the development of local economic activities, such as through the Satu Kampung Satu Produk (1K1P) initiative, which can improve community well-being and resilience.

At the same time, monitoring mechanisms through the NKPIs, the Ministry’s KPIs and the KPIs of grassroots leadership ensure that every district and community development initiative is implemented in a coordinated manner, with high impact, and provides direct benefits to the people and residents.
