YANG BERHORMAT PEHIN ORANG KAYA INDERA PAHLAWAN DATO SERI SETIA AWANG HAJI SUYOI BIN HAJI OSMAN asks Yang Berhormat Menteri Pengangkutan dan Infokomunikasi to state whether the ministry is considering reducing speed limits in places such as urban highways, main roads and congested smaller roads, taking into account that there is an increase in the number of vehicles registered each year and to ensure the safety of all road users?

Roads in this country are divided into four (4) categories, namely:

Class A (Expressways / Highways) – Includes Muara-Tutong Expressway, Rimba, Tungku, Sultan Hassanal Bolkiah Expressway, DPMM Expressway, and so on. For expressways, these are categorised as high-risk roads because their design allows high vehicle speeds, with limited access control as well as minimal intersections.

Class B (Main roads) – These are main roads that still have intersections and direct access to surrounding areas, with lower speed limits compared to Class A, including Jalan Gadong, Jalan Pekan Muara, Jalan Kota Batu and Jalan Tutong.

Class C – Roads that connect main Class A roads to smaller intersections, usually having more intersections, road humps and traffic controls.

Class D – Includes junction roads and access routes leading to residential areas.

In this regard, any road or expressway that is not gazetted with speed limits stipulated in the Road Traffic Notice (Speed Limit Area), 2008 under the Road Traffic Regulations (Speed Limit Area) has a speed limit of 50 km/h according to the Road Traffic (Limit Area) Regulations under the First Schedule, Road Traffic Act, Chapter 68. For example, the gazetted speed limit for the Muara-Tutong Expressway is 100 km/h and for main roads such as Jalan Menteri Besar is 65 km/h.

In this matter as well, under the Majlis Kebangsaan Keselamatan Jalan Raya (MKKJR) campaign themed "watch your speed, watch your road", MKKJR installed a Speed Management System at five (5) specific locations on 2 October 2025 with the aim of reducing cases of speeding and reminding drivers to drive according to the prescribed speed limits and to always remain vigilant. These locations are as follows:

(i) Two (2) on the Lumut–Seria Expressway;
(ii) One (1) on the Rimba Expressway (DST Tower);
(iii) One (1) on Jalan Tutong (Kampung Bunut); and
(iv) One (1) in Temburong (Jalan Labu).
