YANG BERHORMAT AWANG HAJI MD. SALLEH BIN HAJI OTHMAN asked the MENTERI PENDIDIKAN to state how students’ achievement in the aspects of civic values and character is assessed and measured comprehensively and holistically, not solely through examinations.

Students’ achievement in the aspect of Melayu Islam Beraja (MIB) values is indeed measured comprehensively and holistically, and not solely through written examinations. For example, in the primary school assessment for PSR, the MIB subject is assessed through two main components, namely 60% written examination to measure conceptual understanding and knowledge, while the remaining 40% is assessed through projects and presentations that evaluate students’ internalisation and application of values, as well as their communication skills.

In addition, through the Whole School Evaluation, the aspects of attitudes and values are also assessed continuously by the schools based on students’ daily practices and behaviour. Among the elements given attention are patriotism, politeness, mutual respect, responsibility, discipline, as well as participation in school and community activities.

Based on an internal assessment involving 153 schools in 2024, the overall average achievement for Primary Schools was Band 3.4, Secondary Schools recorded Band 3.7, while Colleges and Sixth Form Centres recorded Band 4.2. Schools achieving Band 3 are categorised as having achieved a good level, Band 4 as very good, while the highest band, Band 5, indicates an excellent level.

This approach demonstrates that the assessment of students’ values and character is carried out systematically and continuously to ensure the development of knowledgeable, well-mannered and self-assured individuals, in line with the aspirations of national education.
