YANG BERHORMAT AWANG HAJI SALLEH BOSTAMAN BIN HAJI ZAINAL ABIDIN asked the MENTERI DI JABATAN PERDANA MENTERI to state the extent to which the Government has considered implementing the SkiPPA programme on a contractual basis for projects with clearer scopes of work and deliverables.

As is well known, the Skim Perantisan Perkhidmatan Awam (SkiPPA) was introduced in November 2024 as a Government initiative to provide a strategic platform for local youth to gain relevant work experience for 12 months. Through this experience, it is hoped that they will be able to build a strong foundation for their future careers.

To date, the Government has no plans to extend the stipulated apprenticeship period. Several considerations have been taken into account, including reducing long-term dependence on apprentices and ensuring that SkiPPA is not used as a long-term solution for the core operational needs of organisations.

In addition, the Government acknowledges that several Departments and Ministries require manpower in specialised fields to implement certain critical projects. Therefore, any Department or Ministry with such requirements after the 12-month apprenticeship period may recruit personnel through their respective ministry allocations, whether on a contractual basis, as site staff, or through other appropriate methods.

In line with this, the Government is conducting a manpower audit for all ministries to align human resource requirements with the respective core functions of the ministries.

In accordance with the public service transformation agenda, which emphasises efficiency, accountability and the delivery of high-impact services, the Government will continue to strengthen human resource planning and management in a more strategic manner through manpower optimisation and the alignment of Department functions.
