How can labour market policies ensure that the workforce remains highly skilled in the country's strategic sectors?

In this regard, it is acknowledged that the transition of talent from its original field of expertise is common in a dynamic labour market, including in Negara Brunei Darussalam. This situation is not a weakness; rather, it provides strategic added value to the country's human resource planning.

Moving into other fields does not necessarily indicate a mismatch. It reflects the flexibility and adaptability of local talent, who are willing to adjust to industry opportunities, particularly amid increasingly dynamic labour market conditions in terms of the types and availability of jobs, in line with technological changes such as Artificial Intelligence (AI). In addition to academic qualifications, the filling of positions now also considers practical skills, broad experience, and social capital, all of which are important elements in ensuring the effectiveness of their respective sectors.

The latest data from the Graduate Employment Survey 2023 recorded the job relevance rate of graduates at 56.9 per cent. This clearly necessitates a more precise and effective talent placement strategy so that the workforce in the country is aligned with the needs of future industries.

In this context, the Manpower Industry Steering Committee (MISC) under the Majlis Perancangan Tenaga Manusia dan Pekerjaan (MPEC) has examined and coordinated workforce development policies and programmes. Its objective is clear: to ensure that local talent remains highly skilled, relevant, and competitive in the country's strategic sectors, as part of a lifelong learning pathway (life-long learning).

Since August 2025, MISC has focused on six (6) key strategic sectors, namely:

  • Energy
  • Construction
  • Transport and Logistics
  • Hospitality and Tourism
  • Info-Communications and Technology
  • Food (new)

This emphasis is in line with the Economic Blueprint, in ensuring that local talent continues to be empowered, remains relevant, and supports the development of the country's critical sectors. Through these measures, the country will not only retain a highly skilled workforce and enable workers to become more versatile in adapting to industry needs, but also strengthen the country's competitiveness at the regional and global levels.
