QUESTION:
YANG BERHORMAT DAYANG HAJAH SAFIAH BINTI SHEIKH HAJI ABD SALAM asks the MINISTER OF EDUCATION to state what action plan the Ministry has to improve exam performance through a new approach that considers the views of relevant external parties in the country. This matter considers the extremely disappointing performance of the last 10 years, showing that the existing action plans are ineffective, whereas the 'O' Level certificate is an important requirement for further studies and employment.

ANSWER:
In the name of Allah, Most Gracious, Most Merciful. Yang Berhormat Pehin Yang Di-Pertua, Your Honourable Members, Assalamualaikum warahmatullahi wabarakatuh and greetings.
First and foremost, kaola / I would like to express the highest gratitude and thanks to Yang Berhormat Pehin Yang Di-Pertua for allowing kaola / me the opportunity today to explain several issues and actions taken by the Ministry of Education. On this occasion, kaola / I will respond to question PL 28 posed by YB Dayang Hajah Safiah binti Sheikh Haji Abd Salam, inquiring whether the Ministry of Education has an action plan to improve exam performance through a new approach considering the very disappointing performance of the last 10 years. Thank you for the question posed.
Alhamdulillah, the trend in achievement of students over the past ten (10) years for O-level examinations has actually overall shown a significant improvement, compared to the baseline, and is still within the range of the trajectory. This is despite a slight decline post-2020 due to the learning loss during the COVID pandemic. However, the number of students who achieved 5-O Levels and above in 2024 was 44.17%, showing an increase of 0.39%, from 43.78% in 2023. This increase is hoped to be the beginning of a recovery trend and will continue to rise.
This increase also shows that action plans have positive effects, and with this, the Ministry of Education will continue to maintain the initiatives that have been implemented. On this occasion, kaola/I would like to convey appreciation for the increase in exam achievement and view it as a result of the diligent efforts of the students and teachers, as well as the ongoing support from parents, guardians, relevant stakeholders, and all layers of society.
