QUESTION:
YANG BERHORMAT AWANG AMRAN BIN HAJI MAIDIN asked the MINISTER OF DEVELOPMENT to state the efforts and plans by the Ministry, specifically ABCi, in addressing the incidents of house collapses in Kampung Ayer to ensure the safety of existing houses, lives, and properties of the residents in Kampung Ayer.

Thank you Yang Berhormat Yang Di-Pertua. Thank you to Yang Berhormat Awang Amran bin Haji Maidin for the concern, particularly towards the safety of residents and houses in Kampung Ayer.
For the information of Your Honourable Members, the function and role of ABCi are responsible for reviewing building plans submitted for construction and granting permits before any work is allowed to commence. Once construction is completed and the building is issued an occupancy permit (OP), ABCi has no role in monitoring or enforcement regarding the maintenance of the structure. Monitoring the safety of houses post-construction is the responsibility of the homeowners and the related clients.
To address the issue of house collapses in Kampung Ayer, the Ministry of Development through the Public Works Department (JKR) has previously conducted inspections and assessments of the structural integrity of houses in several areas in Kampung Ayer. Following the house collapse incident in 2017, JKR conducted visual inspections in two phases:
- The first phase in 2017 in Mukim Saba and Mukim Peramu involving a total of 188 houses.
- The second phase in April 2023 in Mukim Burong Pingai, Mukim Peramu, Mukim Sungai Kebun, and Mukim Tamoi involving a total of 149 houses.
With the implementation of both phases, 337 houses in Kampung Ayer have been identified for further maintenance support for the homeowners to act upon.
Following these findings, it should also be noted that the role of JKR is more towards providing technical advisory services on these houses, including safe and effective structural repair methods. The Ministry of Development has shared these findings with the Brunei-Muara District Office, Ministry of Home Affairs.
