YANG BERHORMAT AWANG HAJI SALLEH BOSTAMAN BIN HAJI ZAINAL ABIDIN
QUESTION:
YANG BERHORMAT AWANG HAJI SALLEH BOSTAMAN BIN HAJI ZAINAL ABIDIN asked the MINISTER OF CULTURE, YOUTH AND SPORTS to state the government's steps in empowering communities to independently handle disaster effects, with the provision of assistance such as low-interest loans for repairing affected homes and repair works. This is because the evident climate change affects daily life, and the increasing frequency and severity of natural disasters and recovery costs are often not covered by insurance.
YANG BERHORMAT MENTERI KEBUDAYAAN, BELIA DAN SUKAN
ANSWER:
-
Thank you, Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin, for the question regarding the government's steps in empowering communities to independently handle disaster effects.
-
It is informed that, to date, the Department of Community Development (JAPEM) does not provide low-interest loan assistance for repairing homes affected by disasters.
-
However, in the event of a disaster, JAPEM will provide assistance in the form of financial aid, food rations, and basic necessities to alleviate the burden on victims. However, this aid is not intended to replace damage to houses or belongings affected by the incident.
-
In addition, temporary accommodation assistance is also provided for victims who have lost their homes or whose homes are no longer safe to inhabit, subject to space availability.
-
In this regard, homeowners are always advised and encouraged to obtain insurance protection. Just as vehicle insurance can provide financial protection in the event of an accident, home insurance is particularly important as it can provide protection against property or financial loss due to unforeseen events.
-
Regarding the suggestion of low-interest loans for repairing disaster victims' homes, this matter requires proper research and consideration. This is because financial loans can burden victims in the long term, especially for those who may not be able to repay the loan to the government or financial institutions.
-
Besides JAPEM, the Department of Zakat Affairs, Waqaf and Baitulmal (JUZWAB) and the Yayasan Sultan Haji Hassanal Bolkiah (YSHHB) also provide financial assistance to individuals affected by disasters, subject to their respective eligibility conditions.
-
That's all that can be commented on. Thank you.
